A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA, AMENDING THE SCHEDULE OF FEES AND
FINES TO REVISE THE PARKS & RECREATION FEES
SCHEDULE; PROVIDING FOR IMPLEMENTATION;
CORRECTIONS; AND AN EFFECTIVE DATE.
WHEREAS, the City of South Miami (the "City") maintains a Schedule of Fees and Fines
which the City Commission amends from time to time, including the Parks and Recreation Fees
Schedule; and
WHEREAS, City Staff recently conducted a fee assessment for various facilities and
amenities, including the Mobley Building multipurpose rooms, the South Miami Park sports turf
fields, and pavilions, and general rental security deposits; and
WHEREAS, the City Commission desires to amend the City's Schedule of Fees and Fines
by revising various fees included in the Parks & Recreation Fees Schedule, as further set forth
herein; and
WHEREAS, the City Commission finds that this Resolution is in the best interest and
welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The above-stated recitals are true and correct and are incorporated
herein by this reference.
Section 2. Amending the Schedule of Fees and Fines. The City Commission hereby
amends the Schedule of Fees and Fines as set forth below: I

SUBJECT:Fee Schedule Amendments for Parks, Recreation, and Culture Department
RECOMMENDATION:Approve amending the schedule of fees and fines to revise the Parks and
Recreation Fees schedule including fees for use of Mobley Building
multipurpose rooms, sports turf fields, pavilions, and security rental
deposits.
BACKGROUND:Department staff proposes new fees for multipurpose rooms in the
Mobley Building and turf fields at South Miami Park, as well as updates to
pavilion rental and security rental deposit fees.
MOBLEY BUILDING
The proposed fees for Mobley Building Bay/Suite 1 & 2, being introduced
for the first time, are outlined below, excluding taxes. Repurposed in 2023,
the Mobley Building now serves as a hub for City operations and initiatives,
providing administrative office space for the Police Department and Parks,
Recreation, and Culture Department, as well as hosting financial literacy
programs, business education, community meetings, and recreation
activities.
For reference, the City charges $60/hour ($0.051 per SF) for the 1182 SF
multipurpose room and $30/hour ($0.046 per SF) for the 652 SF education
room at the Gibson-Bethel Community Center.

SPORTS TURF FIELD
Staff is proposing new fees for the recently installed new sports turf fields
at South Miami Park, which recently transitioned from natural grass to
artificial turf.
While the City does not intend to commercialize the park due to its size,
location/proximity to neighboring residential properties, parking
constraints, rental availability is limited by common timing desires by
operators, current programming, and general community use. Staff
proposes establishing fees for potential future opportunities as outlined
below, excluding taxes.

The benchmark below compares turf rental fees across multiple cities.
Under the recent agreement with South Miami United F.C., the hourly rate
for a 9v9 or smaller turf field is approximately $30.05, compared to the
municipal average of $58.00. While the lower rate reflects the advantages
of a long-term agreement—steady facility use, reduced administrative
costs, and fewer scheduling conflicts—a higher rental fee is recommended
as outlined above.

PAVILION
Pavilion rental fees, last updated about four years ago, no longer reflect
increased City costs, inflation, facility upgrades, and operational changes
over the past few years. To enhance operations and align with market
research, the Department proposes the following updates:
Differentiate Shelter Types:
Large Picnic Shelters: South Miami Park and Dante Fascell Park
Shelter #1.
Small Picnic Shelters: Fuchs Park,Dante Fascell Park Shelter #2, and
Gazebo (citywide).
Flat-Rate Pricing:
Replace hourly rates with flat-rate pricing for rentals between 9:00
a.m. and 6:00 p.m.
o The average length for shelter rentals is approximately 3
hours. The department currently avoids reserving multiple
parties at the same shelter on the same day to ensure a
seamless user experience, minimize scheduling conflicts,
and reduce the impact of overlapping setups, cleanups, or
extended use.
Security Deposit Requirement:
A $150 security deposit is required for all rentals, residential or
business, to cover potential damages or non-compliance with
rental terms, ensuring a smooth and efficient rental process.

The estimated annual rental revenue citywide is roughly $34,000. With
proposed fees and new picnic shelter inventory at South Miami Park, the
estimated annual revenue increases to approximately $53,000, reflecting
a $19,000 boost.
These updates are based on research from comparable agencies and aim
to enhance financial sustainability, simplify pricing structures for ease of
use by renters and staff, and offer competitive rates while maintaining
affordability for residents.
