Res No 006-25-16298RESOLUTION NO. 006-25-16298 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, APPROVING THE WAIVER OF RENTAL FEES IN THE AMOUNT OF 51,190 FOR THE USE OF THE FIELD AT PALMER PARK AND TIlE BASKETBALL GYMNASIUM AT GmSON-BETHEL COMMUNITY CENTER BY SOUTH MIAMI MIDDLE SCHOOL; PROVIDING FOR APPLICABILITY OF OTHER CODE REQUIREMENTS, IMPLEMENTATION, CORRECTIONS, AND AN EFFECTIVE DATE. WHEREAS, pursuant to Section 15B-6 of the City of South Miami (the "City") Code of Ordinances (the "Code"), the City has established policies and procedures related to the use of the City's parks and recreational facilities for organized activities; and WHEREAS, South Miami Middle School (the "Applicant") has submitted a facility rental application requesting use of the field space at Palmer Park ("Palmer Park") for up to ten (10) days for youth flag football tryouts, practices, and games including regular season and playoffs,; and WHEREAS, the Applicant has submitted a separate facility rental application requesting the use of the indoor basketball gymnasium at the Gibson-Bethel Community Center (the "Basketball Gymnasium") for up to six (6) basketball home games including regular season and playoffs; and WHEREAS, the Applicant is requesting a waiver of the total rental fees in the amount of $1,190, as follows: ApPLICABLE FEES AMOUNT SMP TuRF FIELD (FLAG FOOTBALL) $650 GBCC INDOOR GYMNASIUM $540 TOTAL 11 1190 ; and WHEREAS, pursuant to Section 15B-6(11) of the Code, the City Commission may waive fees and costs related to the use of the City's parks and recreational facilities imposed by Section 15B-6 of the Code; and WHEREAS, the City Commission desires to approve the waiver of the fees for the use of Palmer Park and the Basketball Gymnasium by the Applicant as set forth herein; and WHEREAS, the City Commission finds that this Resolution is in the best interest and welfare of the City. RECOMMENDATION:This item is submitted on behalf of South Miami Middle School,for review and approval of a $1,190 fee waiver for after-school flag football and basketball activities held at South Miami Park and the Gibson-Bethel Community Center. BACKGROUND:South Miami Middle School (“the applicant”) operates various competitive athletic programs and is led by Mrs. Erika Quezada, School Counselor and Athletic Director. In previous years, the applicant has used Palmer Park for its home flag football competitions and the Gibson-Bethel Community Center for its home basketball games.With the addition of pre-lined flag football fields at South Miami Park,the applicant has requested a fee waiver for the rental of facilities at South Miami Park and the Gibson-Bethel Community Center to support its athletic home games. The first fee waiver request in the amount of $650 pertains to the use of the turf fields at South Miami Park for boys' and girls' flag football activities, including tryouts, regular season home games, and potential playoff home games. The total number of games will not exceed ten (10) and includes three (3) regular season games for boys and three (3) regular season games for girls. These games are tentatively scheduled to take place between February 6 and February 15, 2025, from 3:30 p.m. to 5:30 p.m. Additionally, there is a possibility of hosting up to two (2) home playoff games, with the exact dates to be determined based on the regular season standings and seeding. The second fee waiver request in the amount of $540 is for the use of the indoor basketball gymnasium at the Gibson-Bethel Community Center for up to six (6) basketball games to be held between March and April 2025. The exact schedule for these games will be determined after the school’s league meeting in February 2025. 2 CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER INTER-OFFICE MEMORANDUM The applicant’s athletic programs serve some of the youth from South Miami, providing them with opportunities to develop their skills, foster teamwork, and engage in healthy physical activity. Approving the requested fee waiver for South Miami Park and the Gibson-Bethel Community Center supports the City’s commitment to youth development and community partnerships. FEE WAIVER SUMMARY:The applicant has completed the rental application and is requesting to waive the total rental fees in the amount of $1,190 as illustrated in the table below: A $300 refundable security deposit is required for all rentals to cover potential damages or non-compliance with rental terms. For flag football use at South Miami Park, we are requesting to use the fields between January 7th through February 15th for try outs, regular season games, and depending on playoff seeding, the fields may need to be used in the beginning of March. The basketball schedule will be forthcoming after district meetings. The regular season will begin March and run through April 2025. The final standing will determine playoffs which will begin late April. The playoff schedule will be TBA according to where the team stands at the end of the season. As soon as the official schedule comes out, I will notify the supervisors of reservations to the gym. It would only be a total of no more than 6 events throughout that period.
