Staff Analysis: The subject property is the South Miami Metro Rail Station and Parking, zoned Public / Institutional District. The newly proposed fence installation impacts the site plan and is visible from the right-of-way. The intent of the proposal is to accommodate the current existing conditions of the site by providing physical barriers for functionality and safety reasons. Refer to the attached Letter of Intent provided by Ray Harding with Miami-Dade County, dated December 22, 2009 for additional clarification' The enclosed general fence details include the specifications for the scope of work. The applicant is proposing the installation of a permanent, at least for the time being, chain link fence. The six feet high polyvinyl coated, pvc green chain link fence will be installed along the southwestern portion of the subject site, between the right-of-way and the existing parking garage building. Although at a newly proposed height of six (6) feet above grade, it is staff's observation that the proposed fence installation will serve as a visual buffer and a safety factor between the right-of-way and the existing parking garage building. No expansions, no additional square footage is being added nor proposed to the existing building or anywhere on the site. For construction details of the newly proposed fence refer to the attached plans. Furthermore, the new fence must comply with the LDC, ADA and the Florida Building Code (FBC) requirements.
