was presented to the Environmental Review and Preservation Board (ERPB) at
their regularly scheduled meeting on October 01, 1991, and was

based on the following conditions(s) :
Mr. Hochstim made a motion to approve with a correction to the drawing which
indicates that the top of the parapet shows exposed concrete with the
horizontal ledge; it must be stuccoed with the wash [detaill on that ledge
to prevent dirt from accumulating. Also, the window sill should be pitched
forward to prevent dirt from gathering and streaking the wall.
In Addition:
x Final approval by the ERPB is not authorization to begin
construction. You must receive a valid Building Permit after
approval by the ERPB. Applications for Building Permits for
single-family residential projects will be processed and issued as
soon as possible after ERPB final approval. All other permit
applications must observe a fifteen (15) day ERPB appeal period
before such permits can be issued.
Revised drawings for final approval must be submitted. All
submissions must be received in the Building & Zoning Department
before 12:00 Noon on , in order to be placed on the
agenda for the ERPB Meeting of Separate filing fees are
required for every submission and for each meeting.
Final decision by the ERPB may be appealed to the City Commission by written
request to the City Clerk within fifteen (15) days of said decision.
Final approval by the ERPB shall elapse after six (6) months if no permit is
issued, except as may be extended by the ERPB for a period of not to exceed
six (6) months.

INSTRUCTIONS FOR ERPB APPLICANTS
SUBMISSION REQUIREMENTS AND GUIDELINES
NOTE: All construction and improvements visible from the public
right-of-way MUST be approved by the Environmental Review
and Preservation Board.
1. Each sheet of plans, for any improvement, costing $15,000 or
more (including: labor, materials and services) shall bear
the date and the impress seal and signature of a licensed
Professional in accordance with State & County regulation.
2. All applications are reviewed for accuracy, completeness and
compliance with South Miami's Land Development Code. If a
problem is found with your application, you will be notified
as soon as possible. Problems that are not resolved before
the application deadline will result in the exclusion of the
application from the upcoming agenda.
3 . Neither applicants nor their representatives are REQUIRED to
attend the ERPB meeting. However, your chances of receiving
approval are much ,greater if someone is present at the meeting
who can answer questions about the project and is authorized
to make corrections and modifications to the plans. It is
recommended that architects and engineers represent their
projects in person.
4. APPROVAL FROM THE ERPB IS NOT AUTHORIZATION TO BEGIN
CONSTRUCTION. You must obtain a valid building permit after
receiving approval from the ERPB. Applications for building
permits .-for single family residential projects will be
processed and issued as soon as possible after ERPB approval.
All other permit applications must observe a fifteen (15) day
appeal period before they can be issued. In order to allow
the entire process to proceed as quickly as possible, submit
a COMPLETED BUILDING PERMIT APPLICATION when you apply to
appear before the ERPB. Those plans submitted without
complete building permit applications will be disposed of
sixty (60) days after being reviewed by the ERPB.
5. Development orders shall not be issued by the City unless
public facilities and services which meet or exceed the level
of service standards established in the City's adopted
Comprehensive Plan are available concurrent with the impacts
of the development. PROOF OF ADEQUACY SHALL BE THE
RESPONSIBILITY OF THE APPLICANT.

INSTRUCTIONS TO ERPB APPLICANTS, SUBMISSION REQUIREMENTS AND GUIDELINES
1. All construction and improvements visible from any public or
private street must be approved by the environmental review
and preservation board (ERPB) .
2. Each sheet of plans for any improvement estimated at $15,000
or greater, including labor, materials and services, shall
bear the date and the impress seal and signature of a
licensed, professional architect or engineer, in accordance
with the South Florida Building Code.
3. All applications are reviewed for accuracy, completeness and
compliance with City of South Miami's Land Development Code.
If a problem is found with an application, the applicant will
be notified as soon as possible. Problems that are not
resolved before the noon application deadline will result in
the exclusion of that application from the upcoming agenda.
4. Neither applicants nor their representatives are REQUIRED to
attend the ERPB meeting. However, the chances of receiving
approval are much greater if someone is present at the meeting
to answer questions about the'-project and is authorized to
make corrections or modifications to the plans. It is
RECOMMENDED that architects and engineers present their
projects in person before the Board and be adequately
prepared.
5. Ap8roval by the ERPB is not authorization to begin
construction. You must obtain a valid Building Permit after
receiving approval from ERPB. Applications for Building
Permits for single-family residential projects will be
processed and issued as soon as possible after ERPB approval.
All other permit applications must observe a fifteen (15) day
appeal period before such permits can be issued.
6. In order to allow the entire process to proceed'as quickly as
possible,,- yop,-,.must submit. a ' completed 'Building Permit
Application when you apply to appear before the ERPB. Those
plans submitted without complete Building Permit Applications
will be disposed of sixty (60) days after being reviewed by
the ERPB.

signed in also, describing the proposed design of the entire
r_. hospital project. Mr. Hochstim asked that screening be placed to
hide the exhaust fans. He made suggestions for lighting for foot
traffic also such as in parking lots. Mr. Jesmer stated that Royal
"palms are getting a virus or fungus of late. This should be
considered in maintenance. Ms. Wolfsohn asked that consideration
for bus riders be given in the planning also. The LP or oxygen
tanks on the west should also be screened or painted. Mr. Hochstim
moved for approval with more integration of lighting. Seconded by
Ms. Wilson.

Ms. Barbara Matthews and Mr. Steven Bayer of the Metro Dade Fire
Department signed in and presented plans which had been drawn up
for this project in 1984/1986 in connection with the Bakery Center.
It was then proposed in phases as the Bakery Center progressed,
which is not the case at this time. The project is the
responsibility of Metro Dade County through the bid process. The
consensus of the Board is that the design is not compatible with
the property and suggest that a new approach be taken for a
different design. The Board made several suggestions as to design
approach, such as ;tying more into the design of the- Metro-Rail?
It has a residential character which in totally inappropriate for
the site. Mr. Shaw would like more._landsC_apng; such as a free-
form of ground cover of some type under the clusters of palms. A
two or three story structure might fit the property better. Ms.
Wolfsohn asked if the Fire College in Coconut Grove had been
consulted at any time. Mr. Bayer said that he would check into it. '
The original design called for terracotta tiles which are high
maintenance and fairly fragile and which would also not fit with
the surrounding area. Mr. Hochstim suggests that another meeting
be held including the architect for the project. Ms. Matthews
stated that it is necessary to consider the input from fire
personnel when making the design. Mr. Hochstim noted that Metro
Dade is before the Board as a matter of courtesy and that his
motion to deny is not made because of any dispute over having the
station but because of the design aesthetics in this particular
area. Second by Mr. Jesmer.
