Res No 103-24-16208RESOLUTION NO. 103-24-16208 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA RATIFYING THE EMERGENCY PURCHASE AND INSTALLATION OF TWO NEW PUMPS FOR THE SPLASH PAD AT THE MURRAY PARK AQUATIC CENTER FROM COMMERCIAL ENERGY SPECIALISTS, LLC IN THE AMOUNT OF $10,856.09; PROVIDING FOR IMPLEMENTATION, CORRECTIONS, AND AN EFFECTIVE DATE. WHEREAS, the City of South Miami (the "City") operates the Murray Park Aquatic Center with a splash pad, zero depth entry outdoor pool, restroom and locker room facilities; and WHEREAS, during a routine inspection of the aquatic facilities, the City identified failures in the splash pad's pump system, which requires two (2) new pumps including a feature pump and booster pump (the "Equipment'') to replace the existing units which have exhausted their useful life and become inoperable due to the equipment's age, frequent use, general wear and tear, and exposure to weather conditions over the years; and WHEREAS, the City requested three quotes for the purchase and installation of the Equipment (the "Equipment Purchase"), but only received two quotes; and WHEREAS, due to the critical nature of the pump system, which is necessary to keep water in continuous circulation to maintain the long-term viability of the splash pad, the City Manager deemed the purchase and installation of the Equipment an emergency affecting property, and thereby waived the requirement for a third quote; and WHEREAS, Commercial Energy Specialists, LLC (the "Vendor") provided the lowest, most responsive quote for the Equipment Purchase in the amount of$10,856.09, inclusive oflabor and a two-year manufacturer's warranty, which Quote is attached hereto as Exhibit "A" (the "Quote"); and WHEREAS, in order to restore water circulation to avoid critical damage to the splash pad, the replacement Equipment was installed on an emergency basis; and WHEREAS, the City Commission desires to ratify the Equipment Purchase from the Vendor in the amount of$10,856.09, consistent with the Quote attached hereto as Exhibit "A"; and WHEREAS, the cost of the Equipment Purchase shall be charged to Parks Facilities Impact Fee Funds (Citywide Park Improvements) -Account No. l l 7-2000-572-6440, which has a current balance of $577, 118 or such other funding source(s) as determined by the City Manager to be in the best interest of the City; and WHEREAS, the Mayor and City Commission finds that this Resolution is in the best interest and welfare of the residents of the City. 1 Res. No. 103-24-1620 8 NOW, THEREFORE , BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. Recitals Adopted. The foregoing recitals are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution upon adoption hereof. Section 2. Ratification. The City Commission hereby ratifies the Equipment Purchase from the Vendor in the amount of $10,856.09. The City Manager is hereby authorized to expend the funds and to charge the cost of the Equipment Purchase to Parks Facilities Impact Fee Funds (Citywide Park Improvements)-Account No. 1 l 7-2000-572-6440, which has a current balance of $577,118 or other funding source(s) as determined by the City Manager to be in the best interest of the City. Section 3. Implementation. The City Manager is hereby authori zed to take any and all actions reasonably necessary to implement the Equipment Purchase and the purposes ofthis Resolution. Section 4. Corrections. Conforming language or technical scrivener-ty pe corrections may be made by the City Attorney for any conforming amendments to be incorporated into the final resolution for signature. BACKGROUND:The City officially opened the Murray Park Aquatic Center in August 2014. Due to frequent use, general wear and tear, and exposure to weather conditions over the years, the splash pad now requires two new pumps—a feature pump and a booster pump—to ensure efficient operations. During a routine inspection of our aquatic features, our pool maintenance contractor, Commercial Energy Specialists, identified that the splash pad’s feature pump had failed, and the booster pump was close to failing. Properly functioning pumps are crucial for maintaining water circulation, filtration, and the overall operation of the aquatic center. The feature pump creates the pressure needed to push water out of the splash pad apparatus, while the booster pump circulates chemicals to maintain safe and clean water. These pumps typically have a lifespan of seven to ten years. The proposed new pumps will replace the existing units, which have reached the end of their useful life after ten years. Both replacement pumps come with a two-year manufacturer’s parts warranty. PROCUREMENT:Staff attempted to obtain three competitive proposals. Commercial Energy Specialists was the only vendor able to provide a turnkey project. The other vendors could only supply materials without labor or did not have both pumps.
