A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA, ESTABLISHING A PARKING DISCOUNT
PROGRAM FOR CITY RESIDENTS; AMENDING THE
SCHEDULE OF FEES AND FINES TO CREATE A
RESIDENT PARKING RATE; PROVIDING FOR
CORRECTIONS; PROVIDING FOR IMPLEMENTATION
AND AN EFFECTIVE DATE.
WHEREAS, the City of South Miami (the "City") maintains a Schedule of Fees and Fines,
which the City Commission amends from time to time; and
WHEREAS, the City's well-designed parking program not only generates substantial
revenue but also contributes to the City's overall vitality and ftmctionality; and
WHEREAS, the establishment of a Parking Discount Program for City residents (the
"Program") will reduce hourly parking rates for residents, make parking more affordable, and help
ensure that living in the City remains economically viable for residents; and
WHEREAS, by implementing the Program, the City can more effectively manage parking
demand, optimize space usage, and create a more user-friendly experience for residents and
visitors; and
WHEREAS, implementing a reduced hourly parking rate for residents in the City would
address economic, convenience, and equity concerns, creating a more supportive and efficient
environment within the City; and
WHEREAS, the City Commission desires to establish the Program for City residents, and
authorize the City Manager and Finance Department to implement the Program, and amend the
schedule of fees and fines to create a resident parking rate; and
WHEREAS, the resident parking rate as part of the Program shall be a 50% reduction
from the regular hourly rate for non-residents~ and
WHEREAS, the City Commission finds that this Resolution is in the best interest and
welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The above-stated recitals are true and correct and are incorporated
herein by this reference.
Section 2. Establishing a Parking Discount Program for City Residents;
Amending the Schedule of Fees and Fines to include a Resident Pa .. king Rate. The City

Commission hereby establishes a Parking Discount Program for City residents to be implemented
under terms and conditions determined by the City Manager.
Section 3. Amending the Schedule of Fees and Fines to include a Resident
Parking Rate. The City Commission hereby amends the Schedule of Fees and Fines to create a
resident parking rate as provided below:

Section 4. Implementation. The City Manager and Finance Department are
authorized to take any and all action necessary to implement the Program and the purposes of this
Resolution.
Section 5 . Corrections. Conforming languag e or technical scrivener-type corrections
may be made by the City Attorney for any conforming amendments to be incorporated into the
final resolution for signature.

SUBJECT: Amending the Schedule of Fees to Include an Hourly Rate for Residents within
Certain Zones as Part of the Implementation of a South Miami Resident Parking
Discount Program
RECOMMENDATION:This Resolution was placed on the agenda at the request of Commissioner
Calle.
BACKGROUND:
The City of South Miamioperates a parking program which is a significant revenue source and isa
a key component of the overall budget. As the second largest revenue source for the City, parking
fees play a crucial role in funding various City services and infrastructure projects.
The reduced hourly parking rate for residents would provide a benefit to be enjoyed by our
residents, who frequent certain areas within the City. Furthermore, by cutting parking costs,
residents may have more disposable income to spend on other goods and services, potentially
boosting the City’s local economy.
This policy would also benefit local businesses. Residents will be more likely to shop, dine, and
engage in community activities within South Miami, thereby stimulating the local economy and
supporting small businesses.
A Residential Parking Discount Program can help effectively manage parking demand, optimize
space usage, and create a more user-friendly experience for residents and visitors. This program
can help balance parking availability, reduce congestion, and encourage the efficient use of
parking resources as designated by the City Manager.
Lastly, such a policy aligns with principles of fairness and equity. It ensures that residents, who
are directly contributing to and investing in their community, are rewarded with more favorable
parking rates.

In summary, implementing a reduced hourly parking rate for residents in South Miami would
address economic, convenience, and equity concerns, creating a more supportive and efficient
environment within the City of South Miami.
RESIDENTIAL PARKING DISCOUNT PROGRAM DESIGN
The City of South Miami is currently implementing some major modifications to the existing
parking program with the implementation of 2 new mobile payment parking applications,
ParkMobile and Passport, which will provide parking customers with more payment options and
with the implementation of the new Parking Enforcement platform, Park Loyalty. All these
implementations and enhancements will provide the City’s Parking Program with new available
options to implement programs that were not previously available.
The City Manager and/or his or her designee will designate certain parking zones available as part
of the Residential Parking Discount Program, which may be altered at the discretion of the City
Manager and/or his or her designee with the intent of maintaining a vibrant parking program.
Residents will apply online or in-person at the Finance Department, the department which
oversees the City’s Parking Program. The license plate of Residential Applicant who meets the
requirements, will be entered into the mobile payment parking application Rights and Rates
system which will allow residents to be charged the Hourly Resident Rate with no mobile
payment parking application transaction fees. Residents will be required to register each year
and each property will be limited to a maximum of two registered vehicles or at the discretion of
the City Manager and/or his or her designee.
The recommended Resident Rate as part of the Resident Parking Discount Program shall be a
50% reduction from the regular hourly rate for non-residents.
The Implementation timeframe will be set by the City Manager and/or his or her designee, once
all other parking program implementations have been completed.
FINANCIAL IMPACT:The City of South Miami Finance Department currently estimates that less
than 6% of parking customers are City residents. Based on that
percentage, Finance estimates an annual reduction of Parking Revenue of
$75,000. It is important to note that this amount is predicated on all zones
being designated throughout the City and should any modifications to the
program and designated by the City Manager and/or his or her designee
will modify any estimated financial impact.
