The subject property is located on the north east corner of SW 64 Avenue and SW 69 Street. Surveyor's notes include an existing concrete drive encroaching onto right-of-way on the south side of the property and a concrete drive encroaching onto right-of-way on the west side of the property. Currently, a one story residence occupies the subject property. Zoning District: "RS-3" Medium Lot Single-Family Residential District: The purpose of this district is to provide for low-density single-family residential development located in a moderately spacious setting which emphasizes the preservation of open space. This district is appropriate in areas designated "Single-Family" on the city's adopted Comprehensive Plan. Existing Conditions: The attached boundary survey indicates the subject corner property with an existing one story residence, which the property owner intents to demolish. The property fronts SW 69th Street with a lot frontage of 100.00 feet in width, which exceeds the 75 feet minimum lot frontage requirements set forth in the RS-3 zoning district. The property depth consists of 130.25 feet on the interior side and 117.90 feet on the street side, excluding the corner radius, with a total lot size of 13,000 square feet, provided by the architect of record and noted on the site data, sheet L-01. However, the Miami-Dade County Property Appraiser's Data Information Sheet provides a lot size of 13,900 square feet. Although there is an inconsistency on the lot size information provided, the 13,000 square feet used for zoning calculations purposes exceeds the 10,000 square feet minimum lot size net area set forth in the RS-3 zoning district, Section 20-3.5(E), Land Development Code. 6387 SW 69 Street ERPB-09-051 presented on July 21, 2009 New Construction: Preliminary Page 2 of 4 Sustainable Design: The U.S. Green Building Council (USGBC) has created Leadership in Energy and Environmental Design (LEED), which emphasizes energy preservation. LEED recognizes and promotes green building by offering project certification. In architecture a good sustainable design is a building that has achieved a certain level of esthetics and incorporates a new, more environmentally sensitive approach to architectural design. The design of the proposed two-story single-family residence includes the use of solar panels on the roof and recycled materials, water and energy efficiency, and vegetated roof in order to attain LEED certification at Gold level. The attached Letter of Intent was received on Wednesday, July 15, 2009, prepared by Mr. David Rifkind, highlights sustainable design principles and practices. Site Plan Analysis: The site is located at the north east corner of SW 69 Street and SW 64 Street. The site plan, sheet L-01, illustrates the newly proposed building footprint surrounded by oak trees or palms. The site has been designed with a vehicular driveway access from SW 69 Street. The front yard consists of a pervious concrete paving driveway and a drain field. The location of the septic tank needs to be shown on the site plan. Also, not included are the property lines, property dimensions, building setbacks, and notes. Furthermore, the trees indicated need to be a part of a proposed landscape plan, separate from the site plan sheet L-01. Therefore, staff has concluded that the landscape will be reviewed under a different submittal to the ERPB. The proposal includes a two-story building with a courtyard leading to the rear yard. No swimming pool or deck area is being proposed at the rear yard. Located along right of way of the property is the one-story portion of the building with vegetated roof. The two- story portion of the building is recessed further from the right-of-way. The front and rear yard setback of twenty five feet is required for an RS-3 zoning district, and needs to be shown on the site plan. The two-story portion of the building is located on the front half of the site providing a larger rear setback than required. The building placement result is positive that it provides ample rear yard. The building dimensional requirements are guided by Section 20-3.5(E), Land Development Code and Ordinance Number 27-07-1928, adopted September 4, 2007, for two-story single family structures. The zoning calculations provided on the site plan show a proposed total lot size of 13,000 square feet, exceeding the minimum total area (10,000 square feet) required by the Land Development Code. The proposed first floor building coverage (2,826 square feet building coverage) does not exceed the maximum allowable building coverage (3,900 square feet or 0.30). The proposed first and second floor building coverage 3,989 square feet maximum floor area ratio) does not exceed the maximum allowable floor area ratio for building coverage of.5,850 square feet at 0.450 allowed by Table 2, Section 20-3.5(H)(C)(11) entitled Development Standards, Land Development Code. The proposed building front.setback (25'-0"), complies with the 25-0" feet minimum front setback required. The proposed building rear setback (59'-6""), exceeds the 254, minimum rear setback required. It is staff's observation that the site plan needs to reflect the calculations accordingly. 6387 SW 69 Street ERPB-09-051 presented on July 21, 2009 New Construction: Preliminary Page 3 of.4 The summation of the first floor side yard setbacks at a total of 34'-6" (15'-0" east side and 19'-6" west street side), exceed the 20% cumulative width required of 20'-0" (20% x 100'-0" lot width). The proposed setbacks are consistent with Table 1, Section 20- 3.5(H)(C)(4) entitled Yard Setback Requirements. The proposed impervious coverage includes the building, and all impervious surfaces. The calculation provided for impervious coverage (2,936 square feet) does not exceed the 0.400 maximum impervious coverage allowed (5,200 square feet) in Table 2, Section 20-3.5(H)(C)(11) entitled Development Standards, Land Development Code. Elevations: The building height dimensions, building finishes and materials are noted on the elevations, sheet numbers A-04 and A-05. Pursuant to Section 2073.5(E) maximum building height allowed is 25'-0", and is noted accordingly on the site data table, newly proposed height 23.67 feet (23'-8"). The front (south) fagade is the elevation facing SW 69 Street. The west fagade facing SW 64 Avenue illustrates the two-story massing centered and balanced. For a distinction of the two-story portion versus the one-story portion of the proposed building design, refer to the roof plan, sheet A-03. The two-story portion (labeled upper roof) is depicted by the building integrated photovoltaic panels with a slope and facing south. In contrast the vegetated roof area is the one-story portion of the proposed building. Development Review Committee: On July 14, 2009 the committee met to review the proposed site plan. The proposed two-story structure is to be designed pursuant to Ordinance No. 27-07-1928. The Public Works and Building Department's comments are attached. The Planning Department staff emphasized that the storm-water drainage. ordinance must be followed. The intent of the Ordinance is to "require all properties to retain stormwater drainage on site as to prevent development that would result in contributing to or causing recurrent ponding on adjoining properties or public right-of- way." Furthermore, Staff has provided comments to the set of plans submitted for review, of which most have been noted as conditions, relating to the information provided and compliance with the,Land Development Code. Recommendation: Preliminary Approval with the following conditions: 1. Meet requirements as set forth in the Two-Story Single Family Structures Ordinance No. 27-07-1928; 2. Meet requirements as set forth in the Adopted Stormwater Ordinance No. 06- 07-1907; 3. Meet requirements pursuant to Sec. 20-3.5(E) Dimensional requirements;' applicant to coordinate site plan with the site data table; 4. Applicant to submit a Landscape plan for Staff to review; 5. Applicant to submit a color rendering of the proposed design, mainly exterior paint colors selected; 6. Applicant to submit the engineering plans prior to final ERPB; and, 7. These include: Energy generation - The house will include a photovoltaic array on the upper roof, which we hope will generate enough electricity to offset most, if not all, of our household use. We intend to use amorphous thin-film photovoltaic panels, which adhere directly to the roof surface. These panels offer greater resistance to wind uplift than conventional crystalline panels, and are more efficient at higher temperatures. The house will include a battery back-up system that will power the house in the event of a power outage. We have not yet determined the photovoltaic array's size, but it will probably be rated around 5kW. Energy use - One key to generating sufficient energy to meet the house' s needs is to reduce those needs as much as possible. We will use a high efficiency air conditioning system, EnergyStar appliances and, if possible, solid-state (LED) lighting. Building envelope - The building envelope's design is a crucial component of the house' s energy efficiency strategy. We have oriented windows to the north and to well-shaded portions of the other facades in order to reduce heat gain through the windows, while simultaneously admitting ample daylight in order to eliminate the need for artificial light during the day. The wall and roof panels are well insulated (R-24 for the walls and R-32 for the roofs) and will be finished with a fairly reflective coating, which should also significantly reduce heat gain. Vegetated roofs over half the house will provide additional thermal insulation. Water collection - In order to ease the burden on the municipal water supply, the house will feature a rainwater collection system that will store and filter rainwater for potable use in the house. The filtration system - a combination of mechanical filters, reverse osmosis, activated charcoal and UV light purification - will be built from off- the-shelf components, and will provide between one-sixth and one-third of our household needs. Water use - In addition to other common water-saving technologies, the plumbing will include a graywater filtration system. The graywater system will collect drain water from the bathroom sinks, tubs and showers, as well as from the laundry, and filter it for non- potable use in the toilets and exterior irrigation. By recycling waste water for non- potable uses, the graywater system will reduce our domestic water consumption by at least 250. Rainwater runoff - We intend to eliminate all rainwater runoff from the site through a combination of rainwater harvesting and landscape design. Rainwater falling on the upper roof will be collected in a cistern for household use, and vegetated roofs installed on the lower roofs will significantly reduce runoff from the house. Paved areas will be kept well below the limits allowed by the land use ordinance, and will be constructed of pervious materials that allow rainwater to percolate directly into the ground below. Landscape - Even though rainwater harvesting and graywater filtration will provide sufficient water supplies to eliminate the use of potable water for irrigation, we intend to reduce the need for irrigation through xeriscape plantings. Plant species used throughout the site, included those installed on the vegetated roofs, will be drawn from a palette of native and exotic species chosen for their adaptability to the ecology of South Miami. We will strive to use plant species that provide habitat and food for native animal species. The vegetated roofs will add over 1, 000 square feet of natural habitat to the 1 site. Recycled materials - The house will include a high percentage, (by both weight and volume) of recycled materials in its construction. The steel used in the structural frame and exterior panels will include up to 75% recycled content. The concrete used in the floors and foundation will employ fly ash in the mix and recycled steel in the rebar, while the gypsum wall board will include synthetic gypsum formed as a byproduct of coal-fired electrical plants. Recycled denim will insulate the walls between the garage and the living spaces, and shredded tires will replace gravel as a backfill in the septic drainage field. The kitchen and bathroom counters will be made from recycled paper, and bathroom tiles will incorporate recycled glass. We hope to salvage some of the materials from the existing house - such as its pine framing and terrazzo flooring - for use in the new building. Renewable materials - All material used in the kitchen and bathroom cabinetry, as well as in built-in bookcases and wardrobes throughout the house, will be either FSC-certified wood or other renewable materials, such as plywood made from bamboo or coconut palms. Indoor air quality - The house will feature ample natural ventilation. All finishes - including paints, caulks and adhesives - will be free of volatile organic compounds. Mechanical ventilation will include a HEPA filter to remove mold and other allergens. LEED certification - We will apply for LEED certification from the USGBC, and may attain Goid-level certification. We hope that the house can serve as a reference for other homeowners and designers who intend to incorporate sustainable construction and operation strategies. We also see the house as a laboratory for sustainability that may help the City of South Miami as it moves toward carbon neutrality and other green initiatives. Regarding your inquiries as noted below, following are preliminary observations that will guide you in the submittal of the construction documents to the Building Department. In response to your first question: 1- Pre-fabricated residences are not currently permitted within the city limits of South Miami by local regulations. The city's Land Development Code is a "permissive- use" type code, meaning that unless the item is specifically listed/included as permitted, it is not allowed. This matter needs to be cleared/approved with the Planning & Zoning Department, before proceeding forward with your plans. The Planning & Zoning Department reviews all construction documents for compliance with local regulations before they are processed by the Building Department. It is my understanding that you are already working directly with their staff on this matter. As part of their review processes, the plans are submitted to the city's Environmental Review Planning Board (ERPB) , an independent panel of local architects that makes appropriate recommendations to the City on construction projects. 2- Once the documents are approved by the Planning & Zoning Department, they come to the Building Department for technical review for compliance with the Florida Building Code (FBC) . Since the city is located within a "High Velocity Hurricane Zone, " all additional requirements noted in the FBC for these areas are applicable, including submittal of structural and wind calculations signed and sealed by a Professional Engineer licensed in the State of Florida. In response to your second question: 3- The City of South Miami Ordinance Number 26-08-1961, Section 20-5.11 (E) (5) clearly indicates that "The architectural plans for construction of new buildings must be signed and sealed by a Florida registered architect. " I am attaching a copy of the ordinance for your perusal. In response to your third question: 4- Guidelines for the installation of "Solar Thermal and Solar Electrical Installations in The High Velocity Hurricane Zone" were recently revised by the Miami-Dade County Board of Rules and Appeals of the Building Code Compliance 7/16/2009 Page 3 of 4 Office. Permit approval for the installation of photovoltaic roof mounted panels and solar thermal equipment requires prior submittal of signed and sealed drawings and design calculations by a Professional Engineer licensed in the State of Florida showing at a minimum, a) documentation/verification exposed solar panel equipment meet wind loads, b) documentation/verification support framing meets both uplift and lateral forces, c) design connections for the wind loads, and d) documentation/verification structural supports will accommodate additional dead loads. I am attaching o copy of the regulations for your perusal. In response to your fourth question: 5- The ICC has determined that vegetated roofs must meet the requirements of both wind and fire. This is consistent with other roof systems. At this time the greenroom industry has not developed testing or standards that would meet this code requirement - though there are groups such as the Sheet Membrane Manufacturers Association (SRPI) who are working towards the creation of applicable standards. Currently, the approval of a vegetated roof must be approached through the "alternative materials, design and methods of construction and equipment" of Section 104.11 of the Florida Building Code. Issues of roof drainage must also not be overlooked. The concept of plant modules is very popular in many parts of the country; they are easy to move around and replace as necessary. However, is it reasonable to expect that they would become flying missiles that would cause damage to other structures? Is the new roof system designed to have these objects placed on the roof membrane or will they cause damage to the new roof system? These and other questions must be resolved to our satisfaction. However, the Miami-Dade County Property Appraiser's Data Information Sheet provides a lot size of 13,900 square feet. Although there is an inconsistency on the lot size information provided, the 13,000 square feet used for zoning calculations purposes exceeds the 10,000 square feet minimum lot size net area set forth in the RS-3 zoning district, Section 20-3.5(E), Land Development Code. Furthermore, it is staff's observation that consistency between the property survey and site plan must coincide. For example, the location of the existing chain link fence. Sustainable Design: The U.S. Green Building Council (USGBC) has created Leadership in Energy and Environmental Design (LEED), which emphasizes energy preservation. LEED recognizes and promotes green building by offering project certification. In architecture a good sustainable design is a building that has achieved a certain level of esthetics and incorporates a new, more environmentally sensitive approach to architectural design. The design of the proposed one-story single-family residence includes the use of solar panels on the roof and recycled materials, water and energy efficiency, and,vegetated roof in order to attain LEED certification at Gold level. The attached Letter of Intent was received on Wednesday, July 15, 2009, prepared by Mr. David Rifkind, highlights sustainable design principles and practices. Furthermore, current e-mail from Mr. Rifkind confirms the intent to continue to seek LEED certification. Site Plan and Building Analysis: The site is located at the north east corner of SW 69 Street and SW 64 Avenue. The site plan, sheet L-01, illustrates the newly proposed building footprint wrapped around a pervious concrete paving courtyard. In other words, a one-story "u" shaped building with a courtyard at grade adjacent to the rear yard. No swimming pool or deck area is being proposed at the rear yard. The newly proposed building features vegetated roof area, integrated photovoltaic panels and a solar hot water panel to be located on the roof. The site has been designed with a vehicular driveway access from SW 69 Street. The front yard consists of a pervious concrete paving driveway and a drain field. The location of the septic tank needs to be shown on the site plan. Also, not included are the dimensions of the property lines, the proposed setbacks of the patio on the west side of the building, and the proposed setbacks of the HVAC and rainwater cistern on the east side of the building. As noted previously, trees need to be a part of a landscape plan. Therefore, staff,has concluded that the landscape plan will be reviewed under a separate submittal to the ERPB. It is important to note that the plans, sheet.TS-1 and TM-1, tree survey and a mitigation and relocation chart. The building dimensional requirements are guided by Section 20-3.5(E), Land Development Code. The zoning calculations provided on the site plan show a proposed total lot size of 13,000 square feet, exceeding the minimum total area (10,000 square feet) required by the Land Development Code. The proposed building coverage (2,795 square feet building coverage) does not exceed the maximum allowable building 6367 SW 69 Street ERPB-09-051 presented on October 6, 2009 New Construction: Preliminary. Page 3 of 4 coverage (3,900 square feet or 0.30). It is staff's observation that the proposed building coverage of 2,795 square feet may be under the actual square footage allocated for the building design. The proposed impervious coverage includes the building, and all impervious surfaces. The calculation provided for impervious coverage (3,745 square feet) does not exceed the 0.400 maximum impervious coverage allowed (5,200 square feet). It is staff's observation that if all areas noted to be pervious concrete paving, such as the driveway, courtyard, and patio, are to be one hundred percent pervious, a cross section detail illustrating full infiltration is needed. The proposed building front setback (27.25 ft.), complies with the 25'-0" feet minimum front setback required. The proposed building rear setback (44.92 ft.), exceeds the 25'- 0" minimum rear setback required. The summation of the side yard setbacks at a total of 30'-0" (15-0" east side and 15'-0" west street side), exceed the 20% cumulative width required of 20'-0" (20% x 100,4' lot width). Elevations: The building height dimensions, building finishes and materials are noted on the elevations, sheet numbers A-03 and A-04. Pursuant to Section 20-3.5(E) maximum building height allowed is 25-0", and is noted accordingly on the site data table, newly proposed height 22.75 feet (one story). The front (south) fagade is the elevation facing SW 69 Street. The west fagade facing SW 64 Avenue illustrates the building's centered portion at a steeper roof angle, which houses the photovoltaic and solar hot water panels. By having the panels facing south, the intent of the design is clearly a functional approach. In contrast, the lower and remaining roof portions of the building are largely vegetated roof areas. Development Review Committee: On September 29, 2009 the committee met to review the proposed site plan. The Public Works and Building Department's comments are attached. The Planning Department staff emphasized that the storm-water drainage ordinance must be followed. The intent of the Ordinance is to "require all properties to retain stormwater drainage on site as to prevent development that would result in contributing to or causing recurrent ponding on adjoining properties or public right-of- way." Furthermore, Staff has provided comments to the set of plans submitted for review, of which most have been noted as conditions, relating to the information provided and compliance with the Land Development Code. Recommendation: Preliminary Approval with the following conditions: 1. Meet requirements as set forth in the Adopted Stormwater Ordinance No. 06- 07-1907; 2. These include: Energy generation - The house will include a photovoltaic array on the upper roof, which we hope will generate enough electricity to offset most, if not all, of our household use. We intend to use amorphous thin-film photovoltaic panels, which adhere directly to the roof surface. These panels offer greater resistance to wind uplift than conventional crystalline panels, and are more efficient at higher temperatures. The house will include a. battery back-up system that will power the house in the event of a power outage. We have not yet determined the photovoltaic array' s size, but it will probably be rated around 5kW. Energy use - One key to generating sufficient energy to meet the house' s needs is to reduce those needs as much as possible. We will use a high efficiency air conditioning system, EnergyStar appliances and, if possible, solid-state (LED) lighting. Building envelope - The building envelope's design is a crucial component of the house's energy efficiency strategy. We have oriented windows to the north and to well-shaded - portions of the other facades in order to reduce heat gain through the windows, while simultaneously admitting ample daylight in order to eliminate the need for artificial light during the day. The wall and roof panels are well insulated (R-24 for the walls and R-32 for the roofs) and will be finished with a fairly reflective coating, which should also significantly reduce heat gain. Vegetated roofs over half the house will provide additional thermal insulation. Water collection - In order to ease the burden on the municipal water supply, the house will feature a rainwater collection system that will store and filter rainwater for potable use in the house. The filtration system - a combination of mechanical filters, reverse osmosis, activated charcoal and UV light purification - will be built from off- the-shelf components, and will provide between one-sixth and one-third of our household needs. Water use - In addition to other common water-saving technologies, the plumbing will include a graywater filtration system. The graywater system will collect drain water from the bathroom sinks, tubs and showers, as well as from the laundry, and filter it for non- potable use in the toilets and exterior irrigation. By recycling waste water for non- potable uses, the graywater system will reduce our domestic water consumption by at least 250. Rainwater runoff - We intend to eliminate all rainwater runoff from the site through a combination of rainwater harvesting and landscape design. Rainwater falling on the upper roof will be collected in a cistern for household use, and vegetated roofs installed on the lower roofs will significantly reduce runoff from the house. Paved areas will be kept well below the limits allowed by -the land use ordinance, and will be constructed of pervious materials that allow rainwater to percolate directly into the ground below. Landscape - Even though rainwater harvesting and graywater filtration will provide sufficient water supplies to eliminate the use of potable water for irrigation, we intend to reduce the need for irrigation through xeriscape plantings. Plant species used throughout the site, included those installed on the vegetated roofs, will be drawn from a palette of native and exotic species chosen for their adaptability to the ecology of South Miami. We will strive to use plant species that provide habitat and food for native animal species. The vegetated roofs will add over 1, 000 square feet of natural habitat to the 1 site. Recycled materials - The house will include a high percentage, (by both weight and volume) of recycled materials in its construction. The steel used in the structural frame and exterior panels will include up to 75% recycled content. The concrete used in the floors and foundation will employ fly ash in the mix and recycled steel in the rebar, while the gypsum wall board will include synthetic gypsum formed as a byproduct of coal-fired electrical plants. Recycled denim will insulate the walls between the garage and the living spaces, and shredded tires will replace gravel as a backfill in the septic drainage field. The kitchen and bathroom counters will be made from recycled paper, and bathroom tiles will incorporate recycled glass. We hope to salvage some of the materials from the existing house - such as its pine framing and terrazzo flooring - for use in the new building. Renewable materials - All material used in the kitchen and bathroom cabinetry, as well as in built-in bookcases and wardrobes throughout the house, will be either FSC-certified wood or other renewable materials, such as plywood made from bamboo or coconut palms. Indoor air quality - The house will feature ample natural ventilation. All finishes - including paints, caulks and adhesives - will be free of volatile organic compounds. Mechanical ventilation will include a HEPA filter to remove mold and other allergens. LEED certification - We will apply for LEED certification from the USGBC, and may attain Gold-level certification. We hope that the house can serve as a reference for other homeowners and designers who intend to incorporate sustainable construction and operation strategies. We also see the house as a laboratory for sustainability that may help the City of South Miami as it moves toward carbon neutrality and other green initiatives. Note that this was primarily a result of the submitted plan being rather general and without any details, and as such, did not present any issues of the Public Works' concern. However, once they develop a full, detailed plan, Public Works' may have issues, concerns and prohibitions, once the plan will be presented in the executable detail. In addition, here are comments that I have made at DRC meeting today, just in order for you and/or Planning Department to contemplate. Note that some of these have been already mentioned in regard to the previous DRC's meeting and plans that we reviewed. I believe that the Planning Department shall require that the submitted plans be professionally done and technically correct. Namely: 1. The site plan has to show the same existing elements as the survey. 1.1. If the elements are not existing and or being proposed to be changed, then they have to be annotated as such. 2. The plans have to be technically correct, inclusive.of properly dimensioned, elevations properly and correctly described, etc, 2.1. Note that the plan for 6387 SW 69th Street had 2 sets of same elevations description-wise, although these elevations were different. I understand that this is likely a copy and paste mistake, however, provided that such a mistake automatically require us to make assumptions, I believe that it should not be allowed. This is especially true as our assumption may be used later to actually question our review in general, as the same assumption may not be what was desired/contemplated by the applicant. 3. Considering that this very project had introduced an environmentally sensitive building, and provided that it has been first such building that we reviewed, and that we contemplated some possible specifics that may apply, I suggest that the City departments develop standards for reviewing such buildings., 3.1. These standards may include and/or modify comments, regulations and/or other review elements, which are provided by other agencies. 4. In regard to the uncertainty in regard to the area of the lot, I suggest that the Planning Department establishes the right area, based on the provided survey. 4.1. Once the property area is established as correct, the same shall be provided to the Miami-Dade County's Property Appraiser (MD PA), in order to synchronize the data. Note that the synchronization between the City and MD PA is extremely important, as most of agencies take the MD PA as the "mother" of all property data, and thus consider it automatically correct. 4.1.1. I have constructed the property's polygon in AutoCAD, however, in the orthogonal coordinate plane (i.e., in the 0/90 degree coordinate system and disregarding the minutes and seconds of angles),. and the lot area amounted to be exactly 13723.5129 square feet. Note that MD 9/29/2009 Page 2 of 2 PA says that the area of the property is 13,900 SQ FT, which makes the area that has been calculated from the survey to be 98.73 percent of the area provided by MD PA; in other words, the area provided by MD PA is 1.27% higher than the actual area. 4.1.2. I leave the above information to the Planning Department to decide if such a minute difference should be forwarded to MD PA. The applicant replied that there are three areas. He commented that the largest area is to the west, over the living and dining room. Another area is located in the front of the house toward the garage that protrudes and a small area by the family room. Mr. Rivera questioned what will be used as the base for the foundation of the roof. The applicant responded that the roof will have an upright metal edge that is 4 '/2 inches tall that will be roughly in line with the walls below; generally two feet in from the edge of the roof. He commented that a layer of EPDM rubber will be placed on top of the existing roof that serves to help water tightness, with a series of layers such as a layer for drainage that would hold the water for dry days for the roots of the plants. The above layer is a root barrier and the layer above that for a growing medium.would allow better growth. The extensive roof is shallow and would be created to avoid wind uplift; the non-wove plastic fabric is used in erosion control on embankments for growing mediums. Mr. Rivera questioned how thick the rubber on the roof was going to be. The applicant replied 20 mm and will go just below the upper surface. Mr. Balli asked if the metal panel on the exterior walls were cut sheets and galvanized. The applicant responded yes, but it is not galvanized since the steel is prefabricated and could be painted in the field. Mr. Balli asked what the colors of the house would be. Site Plan and Building Analysis: The site is located at the north east corner of SW 69 Street and SW 64 Avenue. The site plan, sheet- L-01, illustrates the newly proposed building footprint wrapped around a pervious concrete paving courtyard. In other words, a one-story "u" shaped building with a courtyard at grade adjacent to the rear yard. No swimming pool or deck area is being proposed at the rear yard. The site has been designed with a vehicular driveway access from SW 69 Street. The front yard consists of a gravel driveway in lieu of the previously proposed pervious concrete paving driveway. The house is on a septic system and the drain field is located on the front yard, refer to sheet SP-1, for septic tank calculations. The building dimensional requirements are guided by Section 20-3.5(E), Land Development Code. The zoning calculations provided on the site plan show a proposed total lot size of 13,900 square feet, exceeding the minimum total area (10,000 square feet) required by the Land Development Code. The proposed building coverage (2,795 square feet building coverage) does not exceed the maximum allowable building coverage (4,170 square feet or 0.30). It is staffs observation that the proposed building coverage of 2,795 square feet may be under the actual square footage allocated for the building design. However, the proposed square footage illustrated on_the signed and sealed plans, by David Trautman, Architect of Record, does not exceed the maximum allowable building coverage of 4,170 square feet or 0.30 and complies with the Land Development"Code. The proposed impervious coverage includes the building, and all impervious surfaces. The calculation provided for impervious coverage (3,695 square feet) does not exceed the 0.400 maximum impervious coverage allowed (5,200 square feet). It is important to note that the proposed material for the driveway is gravel and the plans no longer specify the driveway to be pervious concrete paving. There is no swimming pool proposed in this design. The proposed building front setback .(27.25 ft.), complies with the 25'-0" feet minimum front setback required. The proposed building ,rear setback (44.92 ft.), exceeds the 25'- 0" minimum rear setback required. The summation of the side yard setbacks at a total of 30'-0" (15'-0" east side and 15'-0" west street side), exceed the 20% cumulative width required of 20'70" (20% x 100'-0" lot width). Elevations: The building height dimensions, building finishes and materials are noted on the elevations, sheet numbers A-03 and A-04. Pursuant to Section 20-3.5(E) maximum building height allowed is 25'-0", and is noted accordingly on the site data table, newly proposed height 22.75 feet and one story. The front (south) fagade is the elevation facing SW 69 Street. The west fagade facing SW 64 Avenue illustrates the building's centered portion at a steeper roof angle of a six inch rise in a twelve inch run and houses the photovoltaic panels. By having the photovoltaic panels facing south, the intent of the design is clearly a functional approach. The solar hot water panel has been relocated to the lower,roof, as indicated on the Roof Plan, Sheet A-02. The applicant will explain at the ERPB meeting why the remaining roof portions of the building are no longer proposed as vegetated roof areas and will present a colored rendering. Regarding your inquiries as noted below, following are preliminary observations that will guide you in the submittal of the construction documents to the Building Department. In response to your first question: 1- Pre-fabricated residences are not currently permitted within the city limits of South Miami by local regulations. The city's Land Development Code is a "permissive- use" type code, meaning that unless the item is specifically listed/included as permitted, it is not allowed. This matter needs to be cleared/approved with the Planning &. Zoning Department, before proceeding forward with your plans. The Planning & Zoning Department reviews all construction documents for compliance with local regulations before they are processed by the Building Department. It is my understanding that you are already working directly with their staff on this matter. As part of their review processes, the plans are submitted to the city's Environmental Review Planning Board (ERPB) , an independent panel of local architects that makes appropriate recommendations to the City on construction projects. 2- Once the documents are approved by the Planning & Zoning Department, they come to the Building Department for technical review for compliance with the Florida Building Code (FBC) . Since the city is located within a "High Velocity Hurricane Zone, " all additional requirements noted in the FBC for. these areas are applicable, including submittal of structural and wind calculations signed and sealed by a Professional Engineer licensed in the State of Florida. In response to your second question: 3- The City of South Miami Ordinance Number 26-08-1961, Section 20-5. 11 (E) (5) clearly indicates that "The architectural plans for construction of new buildings must be signed and sealed by a Florida registered architect. " I am attaching a copy of the ordinance for your perusal. In response to your third question: 4- Guidelines for the installation of "Solar Thermal and Solar Electrical Installations in The High Velocity Hurricane Zone" were recently revised by the Miami-Dade County Board of Rules and Appeals of the Building Code Compliance 7/16/2009 Page 3 of 4 Office. Permit approval for the installation of photovoltaic roof mounted panels and solar thermal equipment requires. prior submittal of signed and sealed drawings and design calculations by a Professional Engineer licensed in the State of Florida showing at a minimum, a) documentation/verification exposed solar panel equipment meet wind loads, b) documentation/verification support framing meets both uplift and lateral forces, c) design connections for the wind loads, and d) documentation/verification structural supports will accommodate additional dead loads. I am attaching o copy of the regulations for your perusal. In response to your fourth question: 5- The ICC has determined that vegetated roofs must meet the requirements of both wind and fire. This is consistent with other roof systems. At this time the greenroom industry has not developed testing or standards that would meet this code requirement - though there are groups such as the Sheet Membrane Manufacturers Association (SRPI) who are working towards the creation of applicable standards. Currently, the approval of a vegetated roof must be approached through the "alternative materials, design and methods of construction and equipment" of Section 104 .11 of the Florida Building Code. Issues of roof drainage must also not be overlooked. The concept of plant modules is very popular in many parts ,of the country; they are easy to move around and replace as necessary. However, is it reasonable to expect that they would become flying missiles that would cause damage to other structures? Is the new roof system designed to have these objects placed on the roof membrane or will they cause damage to the new roof system? These and other questions must be resolved to our satisfaction.
