Ord No 28-23-2479ORDINANCE NO. 28-23-2479 AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AMENDING ORDINANCE NO. 24-22-2445 ADOPTING THE FISCAL YEAR 2022-2023 BUDGET BY AMENDING THE FISCAL YEAR 2022-2023 CAPITAL AND OPERATING BUDGET AND ALLOCATING AN INCREASE OF $165,196.47 TO NON-DEPARTMENTAL ACCOUNT 001.2100.S19.22S0 FOR THE SOUTH MIAMI POLICE OFFICERS RETIREMENT TRUST FUND PREMIUM DISTRIBUTION; PROVIDING FOR CORRECTIONS; SEVERABILITY; CONFLICTS; AND AN EFFECTIVE DATE. WHEREAS, on September 21, 2022, the City of South Miami (the "City9') adopted Ordinance No. 24-22-2445, approving the Adopted Budget for the Fiscal Year 2022-2023 (the "Budget'') including Capital Improvement, in a total amount of $29,091,857; and WHEREAS, participating cities and special fire control districts are eligible to receive annual distributions of state premium tax collections on property and casualty insurance policies written within the city/district limits or boundaries of the pa1ticipating plan. The funds for the tax are collected by the Department of Revenue on all casualty insurance premiums written within the city limits of the participating plan and then transferred to the Police Officers and Firefighters' Premium Tax Trust Fund at the Division of Retirement; and WHEREAS, once the funds are available, the Police and Firefighters' Premium Tax Trust Fund remits the monies to municipalities for police officers' pension funds. The funds received constitute the revenue due to the City under Chapters 175/185, Florida Statutes (F.S.). The funds are then to be deposited into the appropriate Pension Trust Fund immediately, and under no circumstances more than five days after receipt as provided in sections 175: 131 and 185 .11, F .S.; and WHEREAS, historically, the funds have been received by the City in October each year. However, during the Fiscal Year 2022-2023 period, two premium payments were received by the City in October 2022 and in September of 2023. Because the distribution to the Pension Trust Fund is recorded as an expense on a cash basis, the timing of the two receipts has led to two recordings for the FY 2022-2023 period, as the City must remit payment to within five days of receipt of the funds; and WHEREAS, the City Commission wishes to approve an amendment of the City's 2022-2023 Adopted Budget to increase the appropriation amount for the General Fund and allocating such increase to the non-Departmental, line item 001-2100-519-2250, in amount of the second Premium Tax Distribution of$165,196.47; and WHEREAS, the City Commission held its first public hearing on November 7, 2023 and, having complied with the notice requirements in the Florida Statutes, approved the proposed Budget amendment on first reading; and WHEREAS, the City Commission conducted a second duly noticed public hearing on November 21, 2023 as required by law and approved the proposed Budget amendment on second reading. The foregoing recitals are hereby ratified and confirmed as being true and correct and are hereby made a specific pa1i of thi s resolution upon adoption hereof. Section 2. Amending Ordinance No. 24-22-2445. The City Commission here by amends Ordinance No. 24-22-2445 and approves the Budget amendment and authori zes an increase to the appropriation amount for the General Fund and allocating s uch increase to the Non-Departmental Account, expenditure line item 001.2100.519.2250, in the amount of $165 ,196.47, for the South Miami Police Officers Retirement Trust Fund Premium Dist ribution . Section 3. Corrections. Conforming language or technical scrivener-type corrections may be made by the C ity Attorney for any conforming amendments to be incorporated into the final resolution for s ignature. Section 4. Severability. If any section, c lau se, sentence, or phrase of this ordinance is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this ordinance. Section 5. Conflicts. That all ordinances or parts of ordinances, resolutions or parts of re solutions , in co nfli c t he rewith, are repealed to the extent of such conflict. Section 6. adoption. Parents need to be aware of what their children hear from friends,social media and other sources and how they are affected.To the degree possible,protect kids from potentially upset- ting images that cannot be unseen,by monitoring media sources,content and time online. We all need to take media breaks to reduce exposure.Make sure your kids’information sources are age-appropriate.And teach them healthy skepti- cism to help sort out facts and opinions and evaluate the accuracy of their news sources.For kids under 8, the goal is to prevent expo- sure to graphic details of traumatic current events, since young children likely will not fully understand and process such incidents. Ask open-ended ques- tions like:What have you heard about what’s going on in the world?What do you think about it?What are you worried about? What questions do you have?Give them time to respond.Actively listen and show that you have heard and understand by reflect- ing what you heard;do not minimize or dismiss their feelings.Let them talk more than you do. Normalize that violence is upsetting;that it is hard for anyone to hear about children and families being hurt or killed.Emphasize that you are there to help them through it,whether they feel afraid,worried, angry or even guilty.For informational responses, keep things simple.Answer what they ask,but there’s no need for extensive ex- planations in many cases. Younger kids most likely will not need much detail. Follow your child’s lead on how much they’re im- pacted and what they want to know.Keep communi- cation lines open so your kids know they can contin- ue the discussion when they have more questions or concerns.It’s OK if you don’t have all the answers.
