A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA, APPROVING THE INVENTORY LIST OF REAL
PROPERTY OWNED BY THE CITY WITHIN ITS
JURISDICTION THAT IS APPROPRIATE FOR
AFFORDABLE HOUSING PURSUANT TO SECTION
166.0451, FLORIDA STATUTES; PROVIDING FOR
IMPLEMENTATION, CORRECTIONS, AND AN
EFFECTIVE DATE.
WHEREAS, Section 166.0451, Florida Statutes (the "Statute"), requires the City of South
Miami (the "City,,) prepare an inventory list of all property it owns within its jurisdiction that is
appropriate for affordable housing and consider such list at a public hearing; and
WHEREAS, pursuant to subsection (b) of the Statute, properties identified as appropriate
for affordable housing on the inventory list adopted by the City:
may be used for affordable housing through a long-term land lease requiring the
development and maintenance of affordable housing, offered for sale and the
proceeds used to purchase land for the development of affordable housing or to
increase the local government fund earmarked for affordable housing, sold with a
restriction that requires the development of the property a.q permanent affordable
housing, or donated to a nonprofit housing organization for the construction of
permanent affordable housing. Alternatively, the municipality or special district
may otherwise make the property available for use for the production and
preservation of permanent affordable housing
; and
WHEREAS, Section 420.004, Florida Statutes, identifies three income levels that qualify
a.~ affordable housing, where the aggregate monthly rents or mortgage payments, including taxes,

insurance, and utilities, does not exceed 30% of the monthly income at the following income levels,
as follows:

Low-Income 80% of Area Median Income
Moderate-Income 120% of Area Median Income
WHEREAS, City staff has attached a City parcel parcel map and accompanying inventory
list of all City-owned properties within its jurisdiction identified as Composite Exhibit "A"
(consisting of Exhibits "A-1" and "A-2") that it has studied, and that bas resulted in a proposed
list to comply with statutory requirements that contains a statement that the City has not identified
any properties that it owns within its jurisdiction that are appropriate for affordable housing
attached hereto as Exhibit "B"; and
WHEREAS, the City Commission has held a publicly noticed public hearing as required
by the Statute, and desires to approve the Inventory List in compliance with the Statute; and
WHEREAS, the City Commission finds that this Resolution is in the best interest and
welfare of the city.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The above-stated recitals are true and co1Tect and are incorporated
herein by this reference.
Section 2. Approval of Inventory List. The City Commission hereby finds that there
are no City owned properties within the City's jurisdiction that are appropriate for affordable

housing as outline d in Section 166.0451. Florida Statutes, and therefore adopts the statement in
Ex hibit "B" as its list required by the Statute.
Section 3. Implementation. The City Manager is hereby authorized to take all action
necessary to implement this Resolution and to comply with the Statute, including making the list
publicly available on the City's website.
Section 4. Corrections. Conforming language or technical scrivener-type corrections
may be made by the City Attorney for any conforming a mendments to be incorporated into the
final reso lution for signature.
Section 5. Effective Date. This Resolution s hall become effective immediately upon
adoption.

SUBJECT:Inventory List as required by Live Local Act
RECOMMENDATION: Approval of the finding that there are no City owned properties within the
City’s jurisdiction that are appropriate for affordable housing as outlined
in Section 166.0451, Florida Statutes.
BACKGROUND: Section 166.0451, Florida Statutes requires that each municipality prepare
an inventory list, every 3 years, of all real property within its jurisdiction to
which the municipality or any dependent special district within its
boundaries holds fee simple title which is appropriate for use as affordable
housing. The inventory list must include the address and legal description
of each such property and specify whether the property is vacant or
improved. The governing body of the municipality must review the
inventory list at a public hearing and may revise it at the conclusion of the
public hearing. Following the public hearing, the governing body of the
municipality shall adopt a resolution that includes an inventory list of such
property. Each municipality shall make the inventory list publicly available
on its website.
The City has reviewed its inventory list and analyzed whether the City
owned parcels are currently utilized, underutilized, or planned for a future
municipal use, and determined that none of the properties were
appropriate for affordable housing.

Inventory List
The City has reviewed the inventory of properties that it owns and that are within its jurisdiction
as required by Section 166.0451, Florida Statutes but found that none of the properties were
appropriate for affordable housing.

An inspection that
found 33 violations at a
West-Miami-Dade res-
taurant included the
discovery of more than
200 pieces of rodent
dung.
Perhaps the rodents
migrated from the con-
struction project just over
a block north from Moni-
na Restaurant &Lounge,

spectors saw a violation
that gave VIP access
through the restaurant
and the kitchen.
But first,let’s check out
some of the other vio-
lations the inspector
found on Wednesday:
Three flies landing on a
prep table in the back
kitchen,two landing on
clean plates and four
zipping through the
kitchen near the cook-
line.
For those who like ice
in their drinks,there was
an “accumulation of
black/green mold-like
substance in the interior
of the ice machine.”
The insides of the
reach-in freezer had an
accumulation of “soil
residues.”
There was no way to
dry hands at the back
kitchen handwash sink.
And there was no hand-
wash sink,period,at the
sandwich station,where
the inspector saw an
“employee preparing
toast for a customer dur-
ing the inspection.”
In front of the table
with the sandwich press-
er,the inspector saw one
of three holes in the wall.
Other holes were behind
the chest freezer near the
back kitchen’s exit door
and underneath the serv-
ice window.
Maybe one or all three
of those spots are where
rodents wriggled in to
leave the following:
A More than 20 rodent
droppings on the floor by
the two service windows.
A About 3 5 -plus drop-
pings under and behind a
small chest reach-in
freezer in the back bar.
A About 30-plus drop-
pings under a hot water
heater.
A About 2 5 -plus drop-
pings behind a large
chest reach-in freezer.
A Another 20 -plus
droppings under a table
with a microwave oven.
A About 20 -plus drop-
pings between the non-
working walk-in cooler
and the working duo
walk-in freezer/walk-in
cooler.
A About 15 -plus drop-
pings under a table with
two microwave ovens.
A About 10 -plus drop-
pings along the wall,
underneath a table and in
front of the stove near
the back door.
A About 10 -plus drop-
pings near the sandwich
presser,by a nearby table
and equipment storage.
A More than eight drop-
pings on the floor by the
stand-up reach in cooler
and a table with a hook-
ah.
A Six droppings under a
double glass door reach-
in cooler.
A Six droppings under
the three-compartment
sink.
A Four droppings on the
floor by the large chairs.
A Four droppings on the
window sill.
A Three droppings on
the floor under the win-
dow sill.
