A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA, APPROVING AND AUTHORIZING THE
PURCHASE OF SOLID WASTE DISPOSAL SERVICES
FROM THE MIAMI-DADE COUNTY DEPARTMENT OF
SOLID WASTE MANAGEMENT (DSWM) IN AN AMOUNT
NOT TO EXCEED $820,000 FOR FISCAL YEAR 2023-2024;
PROVIDING FOR IMPLEMENTATION, CORRECTIONS,
AND AN EFFECTIVE DATE.
WHEREAS, the City forecasts the expenditure of up to $820,000 to the Miami-Dade
County Department of Solid Waste Management ("DSWM") for solid waste disposal services
utilizing the DSWM disposal facilities (the "Services'') for fiscal year 2023-2024; and
WHEREAS, the City currently utilizes DSWM pursuant to the Waste Disposal Interlocal
Agreement between the City and DSWM, which provides for a disposal fee of$71.53 per ton and
a transfer fee of 15.65 per ton in connection with the Services for fiscal year 2023-2024; and
WHEREAS, Article III, Section 5 of the City Charter provides that all purchases in excess
of $5,000 shall be approved by the City Commission after competitive conditions have been
maintained and competitive bids sought from at least three different sources of supply, if available,
with such determination to be made by the City Commission; and
WHEREAS, the City has determined that DSWM is the sole provider of the Services for
the City; and
WHEREAS, the City Commission desires to approve the purchase of the Services and
authorize the City Manager to purchase the Seivices from DSWM in an amount not to exceed
$820,000 for fiscal year 2023-2024; and
WHEREAS, the expenditure will be charged to the Solid Waste (Refuse Disposal Fee)
00 l .1720.534.4340, which has an account balance of $820,000 before this request; and
WHEREAS, the City Commission finds that this Resolution is in the best interest and
welfare of the City.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, AS FOLLOWS:
Section 1. Recitals. The above-stated reci tal s are true and conect and are incorporated
herein by thi s referenc e.
Section 2. Approval and Authorization. The City Commission hereby ap pro ves the
purchase of the Services from DSWM in an amo unt not to exceed $820,000 for fiscal year 2023-
2024, and authorizes the City Manager to expend funds for such purpose . The expe nditure shall
be charged to the Solid Waste (Refuse Disposal Fee) 00 I .1720.534.4340, which has au account balance of
$820,000 before this reque st.4 7
Section 3. Implementation. The City Manager is hereby authorized to take all actions
necessary to implement the purp oses and intent of this Resolution .
Section 4. Corrections. Co nforming language or technical scrivener-type conections
may be made by the City Attorney for any confonning amendments to be incorporated into the
fin al re so lu tion for signature.
Section 5. Effective Date. This Resolution shall become effective immediately up on
adop ti on.

RECOMMENDATION: Authorize the purchase of solid waste disposal services from Miami-Dade
County in an amount not to exceed $820,000 for FY 24.
BACKGROUND:The City forecasts an expenditure of up to $820,000 to the Miami-Dade
County Solid Waste Management (DSWM) for solid waste disposal services
utilizing the DSWM disposal facilities.
The City currently utilizes DSWM pursuant to the waste disposal interlocal
agreement between the City and DSWM, which provides for a disposal fee
of $71.53 per ton and a transfer fee of $15.65 per ton for FY 24.
FUNDING:The total expenditure shall be charged to account NO.: 001.1720.534.4340

Dear Mr. Iglesias:
As we embark on a new fiscal year, I would like to thank you for your continued partnership with the
Miami-Dade County Department of Solid Waste Management (DSWM). Pursuant to the Waste
Disposal Inter-Local Agreement, I would like to take this opportunity to inform you of the changes to
the contract disposal fee and the transfer fee for the 2023-24 Fiscal Year. On September 21, 2023,
the Board of County Commissioners approved a Consumer Price Index (CPI) increase of 4 percent,
to the contract disposal fee from $68.77 to $71.53 and transfer fee from $15.04 to $15.65.
