Res No 121-23-16054RESOLUTION NO. 121-23-160S4 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, CONSENTING TO THE APPOINTMENT BY THE CITY MANAGER OF REO HATFIELD AS THE CHIEF OF POLICE FOR THE CITY OF SOUTH MIAMI POLICE DEPARTMENT; PROVIDING FOR IMPLEMENTATION, CORRECTIONS AND AN EFFECTIVE DATE, WHEREAS, pursuant to Article Ill, Section 5, of the City of South Miami Charter, the City Manager has the power to appoint Directors of the City Departments with the consent and majority vote of the Mayor and the City Commission; and WHEREAS, a vacancy exists for the position of Chief of Police within the City's Police Department; and WHEREAS, a thorough and extensive recruiting process was undertaken, and the City Manager wishes to appoint Reo Hatfield ("Hatfield ") as the City's Chief of Police; and WHEREAS, Hatfie ld is currently the Deputy Chief of the Virginia Beach Police Department, where he has been employed since 1997; and WHEREAS, Hatfield has 25 years of law enforcement experience and excels both administratively and operationally; and WHEREAS, Hatfield has extensive education, including a master's degree and attendance al the prestigious FBI National Academy; and WHEREAS, the Mayor and City Commission consent to the appointment of Reo Hatfield as the Chief of Police for the City of South Miami's Police Department, and find that this Resolution is in the best interest and welfare of the City. I am excited to formally announce and appoint as our next Police Chief, Mr. Reo Hatfield, Deputy Chief of Police of the Virginia Beach Police Department. Deputy Chief Hatfield is an experienced law enforcement executive with twenty-six years of experience. He has also served our country with multiple overseas deployments. He has served in a diverse community with a focus on community policing. He brings a well-rounded tactical, operational, and administrative experience to the position. Hatfield has extensive education, including a master’s degree and attendance at the prestigious FBI National Academy. He served in the United States Marine Corps and has served as a Reserve Intelligence Officer Commander in the United States Navy since 2003. BACKGROUND:Selecting a Police Chief is at the top of the list of critical decisions for city managers. Police services and their leadership contribute as much or more than other City services towards the quality of life of City residents, businesses,and guests. Therefore, I decided to cast a wide net in our search to identify candidates who possessed the leadership traits to match our candidate profile,supported by a well-rounded educational and professional background. In furtherance, we hired a recruiting firm whose principal partners had careers in law enforcement and previously served as police chiefs, and recruitment experience at the national level. The City, with the assistance 2 CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER INTER-OFFICE MEMORANDUM of Mosaic Public Partners, LLC (Mosaic), undertook a formal recruitment to fill the vacancy for Chief of Police. A candidate profile was developed with stakeholder input obtaining information from our Mayor, Vice-Mayor, and Commissioners, community residents and business owner representative, and our police labor partners. The position was advertised nationally resulting in forty-five candidates. Our recruiter spoke to many candidates and vetted them to identify a pool of candidates to recommend for consideration. Mosaic further reviewed applications, cover letters, and resumes and conducted initial candidate interviews. The candidate pool was decreased to about twenty (20), and subsequently twelve (12), and applications were re- reviewed with the City Manager’s office. The pool was further reduced to seven (7) candidates who took part in Zoom interviews with the City Manager, Deputy City Manager, and Mosaic representative. After Zoom interviews were conducted, three (3) candidates were chosen for in- person interviews and to meet with the Mayor and Commission, Department Directors, and Police employees. The three (3) finalists came to the City and spenttwo days in meetings with our elected officials, department heads, and police personnel. Theytoured our City and its facilities, and interviewed with the City Manager, Deputy City Manager, and Mosaic representatives. Through the search process, I and our Deputy City Manager, Samantha Fraga-Lopez, worked with the recruiter closely leading to final interviews. We are fortunate that a lot of interest was shown in this opportunity. At the conclusion of the process, Deputy Chief Reo Hatfield was selected as our next Chief of Police.
