A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA, RELATING TO THE
FISCAL YEAR 2022-2023 BUDGET, AUTHORIZING A
TRANSFER OF $65,000 FROM THE STREETS &
LANDSCAPING TOOLS ACCOUNT TO THE SOLID
WASTE RECYCLING AND REFUSE DISPOSAL FEE
ACCOUNTS; PROVIDING FOR IMPLEMENTATION,
CORRECTIONS, AND AN EFFECTIVE DATE.
WHEREAS, on September 21, 2022, the City of South Miami (the "City") adopted
Ordinance No. 24-22-2445, approving the Adopted Budget for the Fiscal Year 2022-2023 (the
"Budget''); and
WHEREAS, the Public Works Solid Waste Division's budget (consisting ofline items for
Solid Waste Recycling and Solid Waste Refuse Disposal) will be short approximately $65,000
once all remaining September invoices and payroll expenses have been processed, due to
unforeseen circumstances that resulted in increased expenses in Fiscal Year 2022-2023 as
described in the accompanying City Manager's Memorandum; and
WHEREAS, a transfer of $65,000 is requested from the Public Works Streets Division
Tools Account No. 001.1730.541.5245 to be split $25,000 to the Public Works Solid Waste
Recycling Account No. 001.1720.534.3470, and $40,000 to PW Solid Waste Refuse Disposal
Account No. 001.1720.534.4340; and
WHEREAS, the Mayor and City Commission desire to transfer sufficient funds in the
amount of $65,000 from Account No. 00 l .1730.541.5245 PW Streets & Landscaping-Tools, with
a cun-ent balance of$68,450, to (l) Account No. 001.1720.534.3470, PW Solid Waste Recycling,
in the amount of $25,000, and to (2) Account No. 001.1720.534.4340, PW Solid Waste Refuse
Disposal, in the amount of $40,000; and

WHEREAS, the City Commission finds that this Resolution is in the best inte res t and
we lfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. Recitals Adopted. The foregoing recitals a re hereby ratified and confirmed
as being trne and they are incorporated into this Resolution by reference as if set forth in full herein.
Section 2. Authorization. The C ity Commission hereby authorizes the City Manager
to transfer fund s in the amount of $65,000 from Account No. 001.1730.541.5245 PW Streets &
Landscaping -Tools, with a current balance of $68,450, to (I) Account No. 001.1720.534.3470,
PW Solid Waste Recycling, in the amount of$25,000, and to (2) Account No. 001.1720.534.4340,
PW Solid Waste Refuse Disposal , in th e amount of $40,000.
Section 3. Implementation. The City Manager is hereby authori zed to take any and
all actions necessary to implement the purposes of this Resolution.
Section 4. Corrections. Conforming langu age or te chnical scrivener-type con-ections
may be made by the C ity Attorney for any confo1min g amendments to be incorporated into the
final Resolution for signature.
Section 5. Effective Date. This Resolution sha ll become effective immediately upon
adoption.

SUBJECT: Budget Transfer from PW Streets Maintenance to PW Solid Waste in order to
maintain a positive ending balance for the Public Works Solid Waste Division
after all remaining invoices have been processed
RECOMMENDATION:Approval ofthe budget transfer of $65,000 from the Streets &Landscaping
Tools account to fund the overage created by the increased cost of
recycling and Solid Waste refuse disposal fee.
BACKGROUND:The Public Works Solid Waste Division requires a transfer of $65,000 once
all remaining September invoices and payroll expenses have been
processed for the year.
The budgetary line items for Recycling will exceed the budgeted amount
for FY 2023. The contract for service provision for the Miami-Dade County
Curbside Recycling Program ended March 30, 2023. The Miami-Dade
County new monthly charges began in May 2023,increasing the household
fee from $3.89 per household per month to $5.02 per household per
month, in addition to a $1.97 per household processing fee per month, for
a new total of $6.99 based on the new contract.
Furthermore, due to unforeseen circumstances caused by a fire at the
Miami-Dade County’s incinerator plant located in Doral, the City has been
required to take its garbage and trash to the Miami-Dade West Transfer
Station, which requires a transfer fee of $15.04 per ton.
The Fiscal Year 2024 budget includes these expected increased rates.
FUNDING:Transfer $25,000 and $40,000 from PW Street Maintenance Tools Account,
001.1730.541.5245, with a current balance of $68,450; to PW Solid Waste
Recycling Account, 001.1720.534.3470, with a current balance of -$17,236
and to PW Solid Waste Refuse Disposal Fee Account, 001.1720.534.4340,
with a current balance of $0, respectively, for a total transfer of $65,000.

Contracts for service provision fo r the Miami Dade County Cmbside Recycling Program ended
March 30, 2023. All contractors agreed to extend their contracts while proposals for new service
were advertised . We are awaiting responses. In the meantime , the current hauling companies and
the materials processing contracto r agreed to continue to provide service under a contract exten sion
approved by the Board of County Commissioners on March 7, 2023. The prices to provide these
serv ic es are hjgher than what we were charged initiall y. The orig inal prices (which began in 2008)
did not keep up with inflation as the increases have been capped at 3% since the start of the
program. In addition, there has never been a charge to the County or the murucipalities for th e
processing of materials collected in the recycling program .
The recycling industry has changed significantly since the start of our program in 2008. New
monthly charges for service including processing w ill begin with th e May 2023 invoice and remain
through the end of the fisca l year (September 2023). The invoices that w ill be sent at the end of
May for recycling collection and processing services wi ll reflect the fo ll owing price per house ho ld :
• For weekly automated collection service, the new cost is $5.02 per household per
month for collection plus $1.97 per household per month for processing for a total per
household fee of $6 .99 per household per month.

this service, and we look forward to the opportunity to continue providing this se rvice to yo ur
residents .
