No. 113-23-16046 • Action: Develop a robust year-round PIT (point-in-time) census system to continuously track the number of active homeless individuals and their sleeping locations. 3.3. Collaboration & Coordination • Action: Form strategic partnerships with Miami-Dade County resources to amplify outreach and tap into resources for the housing insecure. • Action: Directly collaborate with programs focusing on permanent supportive housing. 3.4. Oversight of Shelter Services • Action: Regularly review, monitor, and optimize existing shelter beds and services to ensure quality and capacity. • Action: Prioritize the addition of more shelter beds based on the census data. 3 .5. Infrastructure & Design • Action: Invest in best practices for building and landscaping in the City to prevent unintended dwellings or encampments. 3.6. HMIS Training & Census Management • Action: Train specific police personnel and/or City staff members on the Homeless Management Information System (HMIS) to maintain an active, accurate, and timely census. 3. 7. Outreach & Identification • Action: Formulate a dedicated outreach team to regularly engage and accelerate permanent housing options for the homeless population. This team should connect with all censused homeless individuals at least twice a week. • Action: Establish rapid-response mechanisms for newly identified homeless individuals in the City. 3.8. Annual Reduction Goals • Action: Based on the census data, set tangible targets aiming for a 15% annual reduction in homelessness. Page 5 of6 Res.
