As a result of the meeting in your office today with members of the various City of South Miami Departments, Lt. Sowers, Mr. Heil.of General Waterworks, our Development Director with.the architect and mechanical engineer for the project, and the contractorts .representative, Mr. Epstein, our department is .immediately initiating the process to provide adequate water pressure at the project site to meet the prevailing code. By letter today (copy attached), we are asking General Waterworks to design and install a water main of adequate size from the existing 12" main at S. W. 64th Street and extend to the northwest corner of the site to serve this site with a system which shall deliver not less than 2,000 GPM at 20 psi residual to meet the requirement of Dade County Ordinance No. 74-96 passed December. Adams: , In responae to your letter dated March 28, 1975, we have completed our preliminary study. In order to supply you with an adequate water supply to meet the Fire Department requirements, it will be necessary to extend 12" main along S.W. 62nd Avenue South from S.W. 64th Street approximately 950 Feet. Our preliminary estimate for this extension is $27,000.00. This is just a rough estimate which includes pavement replacement. An actual cost estimate will require engineering drawings and cost proposals from construction contractors. Service to this property is contingent upon entering into a mutually acceptable agreement for this installation between General Waterworks and H.U.D. Please contact me at your earliest convenience to arrange a meeting to discuss the Agreement and this matter and please feel free to call me at 446-1901 if you have any questions. Sowers of the Metro Fire Department that we will be. required to comply with. Dade County. Ordinance No. 74-96 which states that the water system serving the referenced project .shall deliver not less than 2000 GPM at 20 psi residual on the system. We were also advised that the existing 6" main adjacent to the project site is inadequate to deliver this required GPM, and a solution would be to extend an appropriate size main to the site from the existing 12" main in SW 64 Street. By this letter, I am requesting General Waterworks to serve the project with the required pressure. This will require the design and construction of the necessary facility which Dade County Department of HUD would enter an agreement with General Waterworks to provide. We would like to have your estimated cost and timetable for this work as soon as possible. Your cooperation in this matter is greatly appreciated., Very truly yours, Melvin J. Godwin Director of Public Works City of South Miami Building Dept. 6130 Sunset Drive South Miami, Florida 33143 Dear Sir: Re: Fla. 5-45 Housing for the Elderly South Miami NDP Area I have been advised that the issuance of a building permit for the construction of the referenced project is being detained because the water pressure in the mains to serve the proposed project does not at the present time reach the g.p.m. minimum. We will begin immediately to work with General Waterworks to have this deficiency corrected. In the meantime, we are asking that the South Miami Building De- pa.rment issue a building permit at this time contingent upon the cor- rection of the existing problem before the issuance of a Certificate of Occupancy. The date for the award of contract has nearly expired and the contractor would no longer be required to hold his price. In this event, the contractor could withdraw his bid and we would have to re-advertise for bids which would cause a further delay. Therefore, timing is of the essence. We would gratefully appreciate your favorable consideration of this matter. y, `, , 1 Very truly yours, •1} i'-'+f ,.its 'I# '- MAR 2 7 RECD ' ' Melvin J. Russe Re: Fla. 5-45 Dear Mr. Russe: With reference to the proposed rezoning application for a 100 unit project for the elderly located at S. W. 62nd. .Avenue and S. W. 68th Street, the Environmental Review Board has requested information regarding the reduction in the required number of parking spaces at our public housing projects. for the elderly. Attached you will find a tabulated schedule of our existing projects for the elderly stating the size of the project with -the required and reduced number of parking spaces. We have found that an average reduction to 33% of the required amount of parking still leaves ample parking spaces. I am also enclosing a copy of actual surveys made at two of the projects. This is indicative of the limited need for parking at these projects. The Planning Department and the Zoning Department for both the City of Miami and Dade County have always supported our request for parking variances. Section 2 Section 2-103. 21 of. the Code of Metropolitan Dade County, Florida, is hereby enacted to read'as follows: Amended Alternate Agenda Item No. 2 (a) Page No. 2 Section 2-103. Zi Required Fire Flow - Consumption (a) Required Fire Flow: The required fire flow is the rate of flow needed for fire fighting purposes to confine a major fire to the buildings within a'block or other contiguous group. The determination of this flow depends upon the size, construction, occupancy, and exposure of buildings within and surrounding the block or group of buildings , and upon the existence of automatic sprinkler protection. The minimum required fire flow in the various land use zone classifications shall be as listed in Table I. A required fire flow shall be determined at appropriate locations in each district or section of the county. The minimum fire flow reglAirements is 500 gallons per minute (GPM) in residential areas and the maximum for a single fire is 12, 000 gpm in principal business districts. Where local conditions indicate that consideration must be given to possible simultaneous fires, an additional a. 000 to 8. 000 gpm will be required. The ' required minimum duration for fire flow shall be as listed in Table 2. These required fire flow rates shall be required in addition to the water flow rates necessary to supply the needs of average daily. consumption. (b) Consumption: The average daily consumption is the average of the total amount of water used each day during a one-year period. This average, considered as a rate for a 24-hour period, is the average daily consumption rate. The maximum daily, cons umption is the maximum , total amount used during any 7-4-hour period (in determining this figure, records for at least the past three years should be used. but high consumption that vsiily not occur again due to changes in the system or that was caused by unusual operations, such as refilling of a reservoir after cleaning, should not be considered). This maximum, considered as a rate over a 24-hour period, is the maximum daily consumption rate; it is the average rate of consumption on the maximum day. When available, the actual consumption shall be used. When no record of the maximum daily consumption is available, it shall be estimated on the basis of consumption in other communities of similar-character and climate, but such estimates shall be at least 50 per cent greater than the average daily cons;unption in such other communities. The consumption rate to be used shall be the total maximum daily consumption rate that passes through the pumps, filter*s, mains, or. other facilities being considered. In order to supply you with an adequate water supply to meet the Fire Department requirements, it will be necessary to extend 1211 main along S.W. This will require the design and construction of the necessary facility which Dade County Department of HUD would tinter an agreement with General Waterworks to provide. Godwin Director of Public Works City of South Miami Building Dept. 6130 Sunset Drive South Miami, Florida 331+3 Dear Sir: Re: Fla. 5-45 Housing for the Elderly South Miami NDP Area I have been advised that the issuance of a building permit for the construction of the referenced project is being detained.because the water pressure in the mains to serve the proposed project does not at the present time reach the g.p.m. minimum. We will begin immediately to work with General Waterworks to have this deficiency corrected. In the meantime, we are asking that the South Miami Building De- pa.rment issue a building permit at this time contingent upon the cor- rection of the existing problem before the issuance of a Certificate of Occupancy. The date for the award of contract has neax-ly expired and the contractor would no longer be required to hold his price. In this event, the contractor could withdraw his bid and we would have to re-advertise for bids which would cause a further delay. Therefore, timing is of the essence. In order to supply you with an adequate water supply to meet the Fire Department requirements, it will be necessary to extend 12" main along S.W. 62nd Avenue South from S.W. 64th Street approximately 950 Feet. Our pre- liminary estimate for this extension is $27,000.00. This is just a rough estimate which includes paving replacement. An actual cost estimate will require engineer- ing drawings and cost proposals from construction contractors. Service to this property is contingent upon entering into a mutually acceptable Agreement for this installation between General Waterworks and H.U.D. Please contact me at your earliest convenience to arrange a meeting to discuss the Agreement and/or any questions you may have. I can be reached by Telephone at 446-1901.
