Res No 045-23-15979RESOLUTION NO. 045-23-15979 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, APPROVING AND ADOPTING THE CITY OF SOUTH MIAMI'S SCHEDULE OF FEES AND FINES AS OF APRIL 18, 2023; INCLUDING, AMENDING CERTAIN FEES IN THE SCHEDULE FOR TENNIS FEES AND AFTER-SCHOOL PROGRAM FEES AT DANTE FASCELL PARK, WATER AEROBICS FEES AT MURRAY PARK AQUATIC CENTER, AND MEMBERSHIP PASS FEES AT THE GIBSON-BETHEL COMMUNITY CENTER; PROVIDING FOR IMPLEMENTATION; CORRECTIONS; SEVERABILITY; AND AN EFFECTIVE DATE. WHEREAS, the City of South Miami ("City") Commission has previously adopted the City's comprehensive "Schedule of Fees and Fines", which includes descriptive language, various fees for City services and programs, and fines for code and parking violations; and WHEREAS, the current Schedule of Fees and Fines was adopted and effective as of September 21, 2002, and the City Commission desires to readopt the Schedule of Fees and Fines with certain amendments thereto for tennis fees at Dante Fascell Park, water aerobics fees at Murray Park Aquatic Center, and membership pass fees at the Gibson-Bethel Community Center; and WHEREAS, staff recently conducted an assessment for court rentals and private instructions at both public and private tennis facilities in the area, as detailed in the memorandum. BACKGROUND:Dante Fascell Park –Tennis The City last amended the tennis fee schedule at Dante Fascell Park in February 2021. From April 6, 2022 to April 6, 2023, 55% of daily court rental users are non- residents and the remaining 45% are residents. Staff recently conducted an assessment for court rentals and private instructions at both public and private tennis facilities in the area as outlined below. 2 CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER INTER-OFFICE MEMORANDUM 2 As illustrated above, staffrecommends that tournament league fees increase to $10.00 from $8.00 per person, per hour. Furthermore, staff recommends restructuring private lessons in two (2) tiers, Tier 1 at $37.50 and Tier 2 at $42.50 per person for a 30-min. session. The current price for a private lesson is $35.00 per person for a 30-min. session. Tier levelswill be set by the Director of Parks and Recreation or his/her designee based on the coach’s teaching background and playing experience. Revenue includes all tennis related income. Expenses includes personnel and operating expenses for tennis related operations. Capital expenses are not including. Murray Park Aquatic Center – Water Aerobics The City’s Parks and Recreation Department offers a water aerobics class three (3) times per week when the aquatic center is open. Program expenses sum up to $7,912.80 for the season, accounting for a class instructor ($3,780) and two (2) lifeguards ($7,912.80). For FY-22, during a four (4) month period, water aerobics generated $2,422 in revenue. Seniors accounted for 77% or $1,862 of the revenue collected. Assuming there are no changes to the fee schedule, program revenue is estimated to be $3,150 over a six (6) month period for FY-23. A request has been made to eliminateprogram fees for water aerobics classes on behalf of seniors/older adults who reside in the City of South Miami and are sixty-five (65) years or older. The Membership Pass includes access to the Fitness Center and Gymnasium indoor basketball court(s). The Membership Pass also provides clients with access to the computer lab, Silver Sneaker fitness classes, and indoor pickleball. During the 2022 calendar year, sixty-four (64) senior clients represented roughly eleven percent (11%) of the total members who either possessed a Membership Pass or qualified for Silver Sneakers at the Gibson-Bethel Community Center. Revenue generated from senior members was approximately $2,183 or roughly 8% of total membership revenue collected in 2022. Assuming there are no changes to the fee schedule, staff estimates senior membership revenue to account for $3,000 during the 2023 calendar year.
