The Board expressed the need for a property survey to be submitted by the applicant for a proper ERPB review. Once again, the ERPB members deferred with comments the application. Do note that a boundary Survey has been submitted. Previously, on August 3, 2010, the application was first introduced to the Environmental Review and Preservation Board (ERPB) and was deferred with comments. The application needed to include a detailed and scaled site plan prepared by an architect or engineer, it is best to submit actual exterior paint samples and clear photographs of the subject property, and the dumpster enclosure details. Legal Description: Lot 17 and 18, Block 11, of "Realty Securities Corporations Townsite of Larkings", according to the Plat thereof as recorded in Plat Book 2 at Page 105 of the Public Records of Miami-Dade County, Florida. Boundary Survey: See attached Boundary Survey prepared by the professional land surveyor, Narcisco Ramirez, dated September 11, 2009. APPLICANT'S REQUEST: The applicant, Mr. Dean Roheme, is requesting approval for exterior renovations to the existing property located at 5940 SW 68 Street, the South Miami Market. 5940 SW 68th Street ERPB-10-039 presented on September 21, 2010 Exterior Upgrade Page 2 of 3 STAFF ANALYSIS: The subject property is located in the southeast corner of SW 59 Place (Martin Lurther King) and SW 68 Street. The one-story building seeks approval from the Environmental Review and Preservation Board for exterior upgrade of the building and site. Exhibit A illustrates existing conditions. The zoning district is TODD- MU4 Transit Oriented Development District Mixed Use 4. PROPOSED RENOVATIONS: In summary the Scope of Work lis described in the Letter of Intent, dated August 31, 2010, the applicant is'proposing the following upgrades: (A) Resurface and re-strip existing parking area; (B) New landscape area; (C) Exterior paint colors: Sherwin Williams - 7699 "Rustic City" & Sherwin Williams — 7696 "Toasted Pine Nut" and, (D) New Refuse Enclosure installation The proposal includes a new landscaping area at the street corner with new resurfacing and re-stripping throughout. This corner site will be upgraded by providing a Live Oak tree in order to be consistent with the neighboring corners. Additional greenery to enhance the corner is illustrated on the Site Plan, sheet.A. For instance, a cocoplum hedge and St. Augustine sod or non-cypress mulch. A new dumpster enclosure will be installed at the east side of the building. Pursuant to Section 20-3.6(R) Screening and Landscaping of Refuse Enclosures and Containers for the Storage of Refuse in Commercial and Multifamily Residential Zoning Districts, refuse enclosure shall be located in the required rear setback area or required side setback area of the property and shall be placed at least five (5) feet from any property line. The proposed exterior painting consists of two colors, by Benjamin Moore. Consistent with the existing exterior paint scheme, the newly proposed colors will be painted in the same location. Meaning the lighter color will be on the west and on the upper portion of the north wall where signage will be repainted at a later date. This lighter color will serve as a clean canvas and provide a contrast for the signage letters which will be of a darker color. A separate ERPB application will be submitted by the applicant for signage installation. For additional information pertaining to the improvements, please refer to the attached documentation, letter of intent, and exhibits including photographs. Furthermore, the renovations must comply with the Florida Building Code (FBC) and the Americans with Disabilities Act (ADA) requirements RECOMMENDATION: Approval with the following conditions: 1. Consistent with Section 20-3.6(R) Screening and Landscaping of Refuse Enclosures and Containers for the Storage of Refuse in Commercial and Multifamily Residential Zoning Districts; 2. The proposal includes a new landscaping area at the corner with new resurfacing and re- stripping throughout. Meaning the lighter color will be on the west and on the upper portion of the north wall where signage will be repainted at a later date. This lighter color will serve as a clean canvas and provide a contrast for the signage letters which will be of a darker color.
