A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI,
FLORIDA AUTHORIZING THE CITY MANAGER TO PURCHASE NEW MOTOR CONTROL
CENTERS WITH VARIABLE FREQUENCY DRIVES EQUIPMENT FROM COMMERCIAL
ENERGY SPECIALISTS (CES) FOR REPAIRS TO THE POOL AND SPLASH PAD AT MURRAY
PARK AQUATIC CENTER; AND FINDING THAT CES IS A SOLE SOURCE AUTHORIZED
DISTRIBUTOR AND SERVICE PROVIDER FOR THE EQUIPMENT.
WHEREAS, the City of South Miami ("City") officially opened Murray Park Aquatic Center
on Wednesday, August 6, 2014; and
WHEREAS, as a result of ordinary use and exposure over the years, both the splash pad
and pool require two (2) new motor control centers with variable frequency drives (VFD) to
support efficient pump operations at the Murray Park Aquatic Center (collectively, the
"Equipment"); and
WHEREAS, the splash pad's current motor control center with VFD is inoperable and
requires immediate replacement; and
WHEREAS, the pool's current motor control center with VFD is functional, however, it is
in bad condition and it displays internal rust, corrosion, and occasional misfires, and Staff
consulted with 2 field technician experts from Commercial Energy Specialists ("CES") and AGC
Electric and agree that the pool's motor control center with VFD will likely terminate soon; and
WHEREAS, Yaskawa America Inc. is the manufacturer of the required motor control
center with VFD and CES is the sole authorized distributer and service provider installer of
Yaskawa America Inc. for the recreational and entertainment water industry, as set forth in the
sole source letter attached hereto as Exhibit "A"; and
WHEREAS, CES has provided the City with the two estimates attached hereto as Exhibit
"B" for the Equipment at a cost of $8,895.96 and $10,735.49, respectively, for a total expenditure
of $19,721.45; and
WHEREAS, the City Commission wishes to authorize the purchase of the Equipment from
CES at a total expenditure and cost of $19,721.45, and finds that CES is the sole authorized
distributer and service provider installer for the Equipment for the recreational and
entertainment water industry; and
WHEREAS, the purchase order issued by the City shall not exceed $19,721.45, which
includes purchase of the Equipment, estimated shipping, labor/installation and material, and
contingency; and

WHEREAS, the City Commission finds that the purchase of the Equipment is necessary
for the proper operation of the facilities at Murray Park Aquatic Center and is in the best interests
of the City and its re sidents.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA:
Section 1. Recitals Adopted. The foregoing recitals are hereby ratified and confirmed
as being true and correct and are hereby made a specific part of this resolution upon adoption
hereof.
Section 2. Authorization; Finding of Sole Source Provider. The City Manager is hereby
authorized to purchase the Equipment from CES and expend fund s for repairs to the pool and
splash pad at Murray Park Aquatic Center in the total amount of $19,721.45 from the following
accounts : (i) $7,000 from Maintenance & Repair -Pool Facility, ac count numbe r 001 -2030 -572 -
4670, which has a current balance of $9,384; and (ii) $12,721.45 from Parks & Recreation Capital
Improvement Fund 301 -2000-572-6450, Citywide M is cellaneous, which has a current balance of
$2 ,296,500. The City Commission finds th at CES is the sole authorized distributer and service
provider installer fo r the Equipmen t for the r ec reat ional and entertainment water industry.
Section 3. Implementation. The City Manager is hereby authorized to execute any
purc hase order or r equired documentation for the purchase of the Equipment and to take any action
which is reasonably necessary to imp lement the purposes of this Resolution.
Section 4. Corrections. Conforming language or technical scrivener-type corrections
may be made by the City Attorney for any conforming amendments to be incorporated into the
final r esolution for signature.
Section 5. Severability. If any section clause, sentence, or phrase of this resolution is
for any reason held invalid or unconstitutiona l by a court of competent jurisdiction, the holding
will not affect the validity of the remaining portions of this resolution.
Section 6. Effective Date. This resolution will beco me effecti ve immediately upon
adoption.

SUBJECT: A Resolution authorizing the City Manager to procure new motor control
centers with variable frequency drives from Commercial Energy Specialists
for repairs to the pool and splash pad at Murray Park Aquatic Center.
BACKGROUND: The City officially opened Murray Park Aquatic Center on Wednesday,
August 6, 2014. As a result from ordinary use and exposure over the years,
both the splash pad and pool require two (2) new motor control centers
with variable frequency drives (VFD) to support efficient pump operations
at Murray Park Aquatic Center.
Variable frequency drives in pool pump applications are able to drastically
cut electricity and maintenance costs. The VFD allows the pump, even if
oversized, to operate at slower speeds using less electricity, and the VFD
can easily change the pump speed depending on the pool’s c onditions.
When Filters get clogged and create more resistance on the pump, the VFD
can ramp up the speed to maintain safe water circulation rates. The wear
and tear on the actual pump motor is also drastically reduced while paired
with a Variable Frequency Drive. By slowly ramping the motor up and
down, the risk of power surges from hard starts is eliminated. The lifespan
of the motor is also extended without hard starts and stops. Another
benefit of using a VFD in a pool filter system is the ability to mo nitor,
control, and troubleshoot the device remotely in real time.
The splash pad’s current motor control center with VFD is inoperable and
requires an immediate replacement. This control center also controls the
ability of the splash pad to function properly on demand when a user taps
the button on post rather than staff operating it manually from the
mechanical room. This would lead to a drastic change in the water
consumption used.
The pool’s current motor control center is functional, however, it is in bad
condition and it displays internal rust, corrosion, and occasional misfires.

Staff consulted with and agrees with the opinion of two (2) field technician
experts—Commercial Energy Specialist and AGC Electric—that the pool’s
motor control center with VFD will terminate soon and that it should be
replaced, preferably at the same time when the splash pad’s control center
is replaced.
There is a 20-30 week lead time on this item. Typically, the lifespan of a
motor control system with VFD is roughly 7 to 10 years. This is the first
major maintenance and repair update since the Aquatic Center officially
opened 8.5 years ago in August 2014.
PROCUREMENT
PROCESS: Refer to the sole source letter attached.
Yaskawa America Inc. is the manufacturer of the required motor control
center with VFD. CES (Commercial Energy Specialists) is the only
authorized distributor and service provider serving the recreational and
entertainment water industry with complete solutions using the Precision
Control PFD Motor Control VFD (MCC-VFD) line, which is manufactured to
their specifications, and is powered by Yaskawa iQPUMP, P1000/V1000
product lines.
VENDOR &
EXPENSE: CES (Commercial Energy Specialists).
$19,721.45
The expense includes procurement of control center equipment, estimated
shipping, labor and material, and contingency.
ACCOUNT: The total expenditure shall be charged to the following accounts:
$7,000 from Maintenance & Repair-Pool Facility, account number
001-2030-572-4670, which has a balance of 9,384 before this
request was made.
$12,721.45 from Parks & Recreation Capital Improvement Fund
301-2000-572-6450, Citywide Miscellaneous, which has a current
balance of $1,943,000.
