Mr. Trautman commented that the gutter will over hang eighteen (18) inches and is not allowed. Mr. Chandler commented that there is no limit after fifteen (15) feet according to the Florida Building Code. Mr. Trautman recommended that the grey water gutter be moved to the bottom of the sloped roof. He then questioned the location of the scoffers and if the applicant was aware that it is required by the building code to have emergency scoffers. The applicant showed the Board members the location of the scoffers that are precast over flow. The regular scoffers are drains and he was aware of the emergency scoffers. Mrs. Mark questioned if the model of the project included the eight foot high fencing. She then commented that it will be higher than what was proposed. The applicant responded that the fence is not included in the model but it can be seen in the rendering. Mrs. Mark asked how the applicant was going to water the plants that are supposed to be going up the fence. The applicant replied using an irrigation system. Mrs. Mark questioned how the new building fits in with surrounding buildings. The applicant responded by giving details of the surrounding the properties. Mrs. Mark questioned if the gutter that over hangs the sidewalk complies the code. Mr. Chandler replied that it is ok, but the right of way has been an issue in the past. The applicant gave the example of the east wall of The Shops at Sunset Place along SW 57th and how it relates to his project He then commented on how the situation of the encroachment of right of way is seen in certain buildings in the city. Mrs. Mark commented that she liked many aspects of the project, but feels that it is too massive and there aren't any areas for street trees. She then stated that the third floor does not have a roof and this is located near multi family residences. i Mr. Trautman complimented the architect on a great job trying to create a school that will help the community. Mr. Trautman questioned if the flying lollipop was illuminated like the letters. The applicant replied, yes. Mr. Lightfoot commented that since the renovation has received a Certificate Occupancy (C.O.) there is nothing that could be done to the exterior adjustments of the building. Mr. Jude questioned if the board is just looking at the signage. Mr. Lightfoot replied,yes. Mrs. Mark commented that the spacing and location of the signage looks disoriented. She then recommended that if it were smaller it would not be so obvious that the symmetry of the sign is not in balance. Mr. Trautman questioned if the Board can review the signage and fagade as a package. He then commented that the Board will not grant approval to the signage, until the drawings for the exterior have been submitted. Mr. Lightfoot responded that since this is a special case he must speak with the Acting Planning Director regarding the project. Mr. Trautman gave a brief description of the letters on the signage. Permit Facilitator Applicant: Lidia Prieto Location: 5920 SW 68 Street Request: Revision to Plans Review: First Review APPLICANT'S REQUEST: The applicant is requesting approval for the revision of the site plan that was previously approved by the Environmental Review Preservation Board (ERPB) on July 15, 2008 (ERPB 08-048) for the exterior renovation of the building located at the address listed above. BACKGROUND: At the July 15, 2008 ERPB meeting, the exterior renovation for the building located at the property listed above was granted Final Approval with no conditions. At this meeting, board member Bedell questioned the stipulation of the street trees and if the applicant can comply with the regulations pertaining to Street Trees found in the Land Development Code. Staff replied that the area where the trees would go is currently made of concrete. The Board also had a concern regarding the required parking spaces for this building. In order to address those concerns, staff advised the applicant that the parking spaces on the north side of the building were grandfathered in. Because of this, the applicant was allowed to maintain the existing parking conditions. It should be noted that the previous planning director ruled that if the applicant chooses to expand the building, all dimensional standards and zoning requirements must be brought up to code. For additional information, please refer to the attached meeting minutes for the July 15, 2008 ERPB meeting. ANALYSIS: The applicant has elected to revise the following items: 1. On the North Elevation, the applicant is proposing the installation of three (3) windows in addition to the originally approved two (2) windows. 2. On the South Elevation, the applicant is proposing to remove the two groups of windows that are two (2) feet high. These groups consisted of a total of six (6) panes of glass each. The applicant will be replacing them with two separate larger windows, each with two (2) panes of glass. In addition to the installation of these windows, the applicant will also install a new door system leading into the building as well as the awning that will be just above the proposed door. This proposed awning as well as all of the other awnings for the building must be part of a separate application, which may include signage. 3. She then commented that Staff had previously sent out mailings on three occasions to all restaurant owners and only five showed up. Last, Tuesday when staff sent out another mail out to restaurant owners it was successful. Mr. Trautman questioned what was occurring with the Zoning Task Force. Ms. Resendiz replied that the City Commission still has to appoint the members to the board which will begin around August. Mr. Trautman questioned if there was a limit on how many Boards a person could be a part of. Ms. Resendiz responded that there is no limit. Mr. Ricardo Soto- Lopez, the new Planning Director gave the Board members a brief introduction about himself and his background in Planning. Ms. Resendiz commented that Mrs. Morales- Fernandez is going to be re appointed to the ERPB next week on July 22, 2008. VII. Youkilis, AICP / Acting Planning Director �' From: Lluvia Resendiz Re: ERPB-08-048 Coordinator Applicant: Lida Prieto Location: 5920, SW 68 Street Request: EXTERIOR RENOVATION APPLICANT'S REQUEST: The applicant's intent is to upgrade the existing building with a design that will provide a unified look for a new childcare facility which is a permitted use in TODD-MU-4 zoning district. BACKGROUND: At its June 17, 2008 ERPB meeting the request for the exterior renovation was deferred with the recommendation that the applicant meet with staff to discuss the Board's parking concerns as well as to provide a landscaping legend. STAFF ANALYSIS: As recommended by the Board, the applicant met with staff on Tuesday, July 1, 2008. in order to address the parking requirements and the landscaping legend. The applicant has opted not to provide additional landscaping. As per Section 20-4.5(8)(3) Landscape Requirements Applicability "existing developments shall only be required to comply with the street tree requirements of Section 20-4.5(D)(3)." However because the property is grandfathered the regulations do not apply unless the applicant proposes to add additional square feet. To address the parking concerns staff advised the applicant that the parking spaces on the north side of the building are grandfathered therefore the applicant may maintain the existing parking conditions. To incorporate the additional recommendations made by the ERPB on June 17, 2008 the applicant is proposing the following changes: 1. The four parking spaces adjacent to the south side of the building, which were previously proposed, have been removed. 2. The total new parking spaces are 17 and the proposed childcare facility (4172 square feet) complies with the parking requirements of one parking space per every 250 square feet. 3. The applicant has also provided 28 feet for vehicles to back out of the parking space. 4. The applicant has repositioned the handicap parking space. 5. The dumpsters will be located on the rear of the property. 6. Note that on the corner of the northwest portion of the building, the applicant has i 5920 SW 68 Street ERPB-08-048 Exterior Renovation Page 2 of 2 removed the planter that was previously proposed. The renovations consist of the installation of several windows, installation of doors, and exterior painting. The proposed renovations are illustrated on the elevation sheet and floor plan and are as follows: 1. The north fagade currently has two doors which will be infilled. One of the doors being in-filled will be converted into a window. A new aluminum door will be installed to the east of the door which is proposed to be replaced with a window. A second window will be installed to the east of the new aluminum door and can be identified on the floor plan. Please refer to the window/door schedule for specifications and details. 2. Currently the east fagade has no openings and part of the upgrade improvements include the installation of a new aluminum material door. 3. On the south side of the building there is a garage door which will remain however, the existing awning above the garage door will be removed. The existing double side door will also be in-filled and converted into the third window. In replacement of an entrance access, a new door will be installed to the east of the existing door. In addition, a fourth window will be installed. 4.
