A Resolution authorizing the City Manager to enter into a multi-year contract
with AireSpring, the City's provider of Citywide SIP phone service, adding a
redundant Velo cloud box for a term not to exceed thirty-six (36) months.
WHEREAS, the City has a thirty-six {36) month agreement with Airespring, under
the authority of Resolution 111-21-15731, for the City's Session Initiation Protocol {SIP)
phone service which is a way to deliver voice via the Internet; and
WHEREAS, SIP is a telephony networking protocol (much like other network
protocols such as HTTP and SMTP); therefore, it's a network technology rather than a
legacy telephone technology; and
WHEREAS, the service went fully operational in February 2022 with minimal
disruption, and the service and support from Airespring has been efficient and reliable,
and in an effort to further ensure the City does not experience any interruptions in
service, we are recommending that an additional Velo Cloud box be installed to provide
further redundancy; and
WHEREAS, the Velo Cloud manages traffic and sends it through the best route to
one of our two internet circuits and redundancy is built into the system by having two
circuits, therefore if one circuit fails, it will automatically transfer over to the other circuit;
and
WHEREAS, if the Velo Cloud box fails, there would be unacceptable downtime
until a replacement box is secured; and
WHEREAS, the redundant Velo Cloud box will be on a "cold 11 standby and all the
IP addresses and configuration will be preloaded so that in the case of a failure of the
"production 11 unit, the second unit can be turned on and will be ready to provide service,
should that unfortunate day ever arise; and
WHEREAS, the cost for the redundant Velo Cloud box is $30 per month and, when
added to the current agreement for one Velo Cloud Box at a cost of $110 per month, the
total for the two velo Cloud boxes will be $140 per month; and
WHEREAS, the additional cost for the redundant Velo box is $360 for the first year
of the 36-month agreement and, the phone service monthly cost will increase to $997.80
plus an estimate of $400 for communication taxes and fees for a monthly total estimate
of $1,397.80 and charged to Fiscal Year 2022 -2023 Account No. 001-1320-513-4125,
Procurement Division -Telephone which has a proposed balance of $36,213 before this
request was made. It should be noted that the redundant Velo Cloud box will be obtained
using a separate 36 month agreement with a different anniversary date from the initial
agreement for the first Velo Cloud box.

NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF SOUTH MIAMI, FLORIDA .
Section 1. The foregoing r eci tals are h ereby ratified and confirmed as being true
and correct and are hereby made a spec ific part of t h is resolution upon adoption hereof.
Section 2. Th e City Manage r is authorized execute a multi-year contract w ith
Ai reSprin g, the City's provider of Citywide SIP phone service, adding a redundant Velo
Cloud box for a term n ot to exceed thirty-s ix (36) months. A copy of the agreement is
attached.
Section 3 . Corrections. Conformin g language or technical scrive n er-type
corrections may be made by the City Attorney for any conforming amendments to b e
inco r porated into the final reso lution for signature.
Section 4. Severability. If any section clause , sentence, o r phrase of th is resolution
is for any re ason held invalid or unconstitutional by a co urt of com pete n t jur i sd i ct ion , t h e
holding wi ll not affect the va l idity of the rema in ing portions of this resolution.
Section 5. Effective Date. This resolution wil l become effective immediat e ly upon
adoption.
