An Ordinance of the Mayor and the City Commission of the City of South Miami,
Florida relating to the fee schedule, amending the Parking Division Fee Schedule,
adding a specific hourly parking fee for the Library Parking Lot.
WHEREAS, the City of South Miami residents have the privilege of having a library in the
center of the City, across from South Miami City Hall. The South Miami Library ("Library'') is
typically open 6-days of the week, from 9:30 am to 8 pm.; and
WHEREAS, libraries provide people with helpful information about, and opportunities to
connect with their communities. Not only are libraries gateways to the community, but they also
provide a place where individuals and their families can connect with resources, learn new skills,
and meet new people; and
WHEREAS, aside from having an assortment of books, the South Miami Library is
constantly providing important programs for the community, including meditation for anxiety
and depression, South Miami Game Hour, Talking is Teaching-Talk, Read, Sing for Toddlers, Yoga,
and OMV services, just to name a few; and
WHEREAS, the South Miami Library is one of two libraries within the County which
charges an hourly parking fee to its visitors. It is the recommendation of the City to charge a
separate fee for the South Miami Library parking lot, to help promote participation and less
restrict visitors from attending; and
WHEREAS, the City of South Miami is recommending that the City charge a parking rate
of $1.50 an hour within the City's South Miami Library Parking lot, to help people visiting the
library use the provided services and attend the beneficial programs offered.
NOW THEREFORE BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA;
Section 1. The Schedule of Fees and Fines for the Parking Division Fee Schedule is
hereby amended to read as follows:

BACKGROUND
The City of South Miami residents have the privilege of having a library in the center of the City,
across from South Miami City Hall. The South Miami Library (“Library”) is typically open 6-days
of the week, from 9:30 am to 8 pm.
Libraries provide people with helpful information about, and opportunities to connect with their
communities. Not only are libraries gateways to the community, they also provide a place where
individuals and their families can connect with resources, learn new skills, and meet new people.
Aside from having an assortment of books, the Library provides important programs for the
benefit of the community, including meditation for anxiety and depression, South Miami Game
Hour, Talking is Teaching - Talk, Read, Sing for Toddlers, Yoga, and a DMV service, just to name a
few.
In June of this year, the Commission adjusted parking fees. Prior to the adjustments, visitors of
the library benefited from a lower rate of $1.00 per hourincomparison to $1.50per hourin other
areas of the City. After parking rates were adjusted, parking throughout most of the City,
including the Library, was increased to $1.50 per half-hour. The South Miami Library is one of
only two libraries within the County that charges a parking fee to its visitors. It is the
recommendation of the City to charge a separate fee for the South Miami Library parking lot of
$1.50 per hour (with a two-hour limit), to help promote participation and less restrict visitors
from attending the beneficial programs offered. The proposed fee of $1.50 per hour for the
South Miami Library parking lot is the same hourly amount adopted for the South Miami Parking
Garage.
