A Resolution appointing Christopher Green, Esq. as the Code
Enforcement Special Master for the City of South Miami at a rate of $150
per hour, with a two-hour minimum per hearing.
WHEREAS, the City adopted Ordinance 2-24 creating the position of Special Master for
the City to enforce the City's ordinances including the City's Land Development Code,
occupational license, building, zoning, sign, and other related codes and ordinances; and
WHEREAS, Christopher Green, Esq. was admitted to the Florida Bar in 1992 and is Florida Board
Certified in Civil Trial Practice. He is currently a Senior Assistant City Attorney for the City of Miami,
where he has worked since 2000; and
WHEREAS, Ordinance 2-24 states the Special Master's term of appointment shall be
limited to one (1) year with the option of reappointment after one (1) year; and
WHEREAS, based on his background and experience, the City Manager recommends
Christopher Green, Esq. be appointed to provide Special Master (Magistrate) services to the
City of South Miami; and,
WHEREAS, Mr. Green will be compensated at the same rate for any Orders drafted and
rendered after the hearing, if applicable; and,
WHEREAS, compensation is set via 2-21(h) at a rate not to exceed one hundred fifty
dollars ($150) per hour for attendance at hearings. Mr. Green will not charge travel time to or
from the hearing but will be reimbursed for a minimum of two (2) hours per hearing; and
WHEREAS, the expenditure shall be charged to the Code Enforcement Contractual-
Special Magistrate Account.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIONERS OF THE
CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The City Commission hereby appoints Christopher Green, Esq. as the Code
Enforcement Special Master for the City of South Miami at a rate of $150 per hour, with a two-
hour minimum per hearing.
Section 2. The appointment of Christopher Green, Esq. will remain in effect for a period
of one-year commencing on the date of this resolution, subject to the requirements and
limitations set forth in Section 2-24 of the City Code and the City Manager has authority to
renew the appointment year after year with each renewal for a one-year term. The

Section 3 . Corrections. Conforming language not chang ing the ma terial term s or

Section 4 . Severability. If any section clause, sentence, or phrase of th is reso lu tion is for
any reaso n hel d in v ali d o r unconstitutio nal by a court of competent j urisdiction, t he holding
sha ll no t affec t the v alid ity of t h e remaini ng portion s of this resolu t ion.
Section 5. Effective Date. Th i s r esolutio n shal l beco m e effective imme di ately u pon
adoption .

BACKGROUND:The City adopted Ordinance 2-24 creating the position of Special Master

Christopher Green, Esq. was admitted to the Florida Bar in 1992 and is

Assistant City Attorney for the City of Miami, where he has worked since
2000. Based on his background and experience, the City Manager
recommends Christopher Green, Esq. be appointed to provide Special
Master (Magistrate) services to the City of South Miami.
Ordinance 2-24 states the Special Master’s term of appointment shall be
limited to one (1) year. The Special Master may be reappointed after the
one-year period. Compensation is set via 2-21(h) at a rate not to exceed
one hundred fifty dollars ($150) per hour for attendance at hearings. Mr.
Green will not charge travel time to the hearing but will be reimbursed for
a minimum of two (2) hours per hearing.
FUNDING:The expenditure shall be charged to the Code Enforcement Contractual-
Special Magistrate Account with a budgeted amount of $10,000 and a
current balance of $8,162.50.
