SUBJECT:A Resolution consenting to and confirming the appointment by the City
Manager of Henry Floresas the Planning and Zoning Director for the City of
South Miami.
Background:There is a vacancy for the position of Planning and Zoning Director.
Pursuant to Article III, Section 5 of the City of South Miami City Charter the
City Manager has the power to appoint Directors of the City Departments
with the consent and majority vote of the Mayor and the City Commission.
Mr. Flores is currently the Assistant Planning and Development Services
Director for Village of Islands, Islamorada. He has extensive experience
dating back to 1992. Mr. Flores has a Master of Arts in Urban and Reginal
Planning and is a member of the American Institute of Certified Planners.
Recommendation:The City Manager recommends approval of appointment of Henry Flores
as the Full-Time Planning and Zoning Director.

• Staff Liaison to the Historic Preservation Committee; Achievable Housing Committee,
Landscape Advisory Committee, Local Planning Agency, Village Council.
• Review employment applications and conduct interviews with potential employees; train and
support the integration of new hires;
• Review and process building permits in accordance with the Village Code of Ordinance and
environmental regulations;
• Prepare zoning and use determination letters, letters of current site conditions, and pre-
application conference summary letters ;
• Administer the Building Permit Allocation System (BPAS) including acceptance and review of
applications, quarterly rankings, and preparation of resolutions related to BPAS;
• Interpret, explain and enforce provisions of Village Codes, Comprehensive Plan, Florida
