A Resolution approving and authorizing the City Manager to execute a Planning
Services Contract allowing the Corradino Group, Inc. to serve as the interim
Planning Director until such time as the City can hire a permanent Planning
Director.
WHEREAS, Mrs. Jane Tompkins served as the Planning Director for the City of South
Miami from 2016 through to June 10, 2022; and
WHEREAS, the position of Planning Director is posted on the City's employment portal,
Governmentjobs.com, as well as on the Employment section of the American Planning
Association's Florida Chapter; and
WHEREAS, the Planning Director is responsible for interacting with the citizens,
applicants, the City Manager and management team as well as the City Commission. The position
also presents to boards during the public hearing process and/or Commission meetings; and
WHEREAS, the City processes numerous applications each year at four different levels,
including the Historic Preservation Board, the Environmental Review and Preservation Board, the
Planning Board, and the City Commission; and
WHEREAS, it is imperative that there be an interim Planning Director while the City
reviews applications and interviews qualified candidates for a permanent position; and
WHEREAS, Corradino Group proposes to assist the City with the completion of services
required of a Planning Director, on an hourly-basis, not to exceed $16,000 per month or 80 hours
per month; and
WHEREAS, Corradino Group is highly qualified and will be assigning a project manager
with pertinent experience; and
WHEREAS, the contract will be paid with funds from line item 001-1620-524-3450, which
has a current balance of $64,488 as of the date of this resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA THAT:
Section 1. The recitals set forth in this resolution are true and they are incorporated into
this resolution by reference as if set forth in full herein.
Section 2. The Mayor and City Commission of the City of South Miami approve and
authorize the City Manager to execute a Planning Services Contract allowing the Corradino
Group, Inc. to serve as the interim Planning Director until such time as the City can hire a
permanent Planning Director with services conducted on an hourly basis, not to exceed $16,000
per month or 80 hours per month on average without written consent from the City Manager.

Section 3. Corrections. Conforming language or technical scrivener-type corrections may
be made by the City Attorney for any conforming amendments to be incorporated into the final
reso l ution for signature.
Section 4 . Severability. If any section clause, sentence, or phrase of this reso l ution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding wil l
not affect the validity of the remaining portions of this resolution .
Section 5. Effective Date. This resolution will become effective immediately upon
adoption.

Ms. Kamali,
This serves as a proposal to assist the City of South Miami by serving as the interim Planning Director,
until such time as the city can hire a p ermanent director. These services are related to directors' duties,
application review, and other miscellaneous tasks over the coming months.
Directors Duties
The Planning Director is responsible for interacting with the Citizens, Applicants, the Manager and
Management T earn as well as the City Council. The position also presents to boards during the public
hearing process and/or council meetings. The city processes dozens of applications each year at four
different levels, including the Historic Preservation Board, the Environmental Review and Preservation
Board, the Planning Board, and the City Council. Corradino w ill assist w ith the review, recommendation,
and presentation of these.
Costs
Corradino proposes to assist the City with the completion services on an hourly basis, not to exceed
$16,000 per month or 80 hours per month on average without written consent. Should service in excess
of these funds be requested, Corradino will obtain written authorization before initiating the services.
Individu al rates would be in conformance with the firm's current hourly rates. When appropriate, the
application review will be funded in conformance with the Cost Recovery process codified in Ordinance
21-14-2199. Additional services such as special plans like EAR's, Water Supply Plans or Comprehensive
Plan Amendments shall be billed to the city on an hourly basis at the firm's current hourly rates, based on
an individual agreement with the City.
Staffing
Mark Alvarez be the project manager and main contact on this effort. He will serve in the Directors role,
and be available to present planning items at Council Meetings and Planning and Zoning Board Meetings.
He will be s upported by Katheryn Lyon, AICP who performs similar duties with the firm's other clients.
Both Mr Alvarez and Ms Lyon have been workin g with many cities in a similar position, guiding their public
hearing processes, reviewing deve lopment applications, and accomplishing special projects. Both have
worked across Miami Dade County, and with dozens of municipal clients on comprehensive planning,
zoning, development review, concurrency, site planning, Evaluation and Appraisal Reports, Water Supply
Plans, Capital Improvement Elements, DR l's and any other aspect of the planning field. This team will be
supplemented by Corradino's staff which consists of about 150 urban planners, traffic and transportation
professionals and engineers.
It is proposed that this initial work order be for three months, to enable the city to find permanent
