A Resolution authorizing the City Manager to execute a professional service work order
to Stantec Consulting Services, Inc., to prepare the Stormwater 20-Year Needs Analysis
for the City of South Miami to submit to the County on or before June 30, 2022.
WHEREAS, the City Mayor and Commission wish to meet State of Florida recently enacted new
reporting requirements for stormwater utilities and special districts. F .5. 403.9302; and
WHEREAS, F.S. 403.9302 directs municipalities and dependent special districts to submit a 20-year
needs analysis report to the County on or before June 30, 2022, and every 5 years thereafter; and
WHEREAS, Stantec Consulting Services Inc., is one of four firms selected by Resolution No. 060-
17-14861, to provide professional service agreement for engineering services on as needed basis in
accordance with Florida Statute 287.055, "Consultants Competitive Negotiation Act"; and
WHEREAS, Stantec Consulting Services Inc., submitted a revised proposal for professional
engineering services; and
WHEREAS, the scope of services, staff allocation and man-hours were negotiated; and
WHEREAS, the amount of $44,690 was found to be comprehensive and cost effective in its design
approach; and
WHEREAS, the Mayor and City Commission desire to authorize the City Manager to execute a
professional service work order with Stantec Consulting Services Inc., to prepare the Stormwater 20-Year
Needs Analysis for the City of South Miami to submit to the County on or before June 30, 2022, for a total
amount not to exceed $44,690; and
WHEREAS, the expenditure shall be charged to the to the Storm Water Drain Trust Fund Account
number 111-1730-541-6490 which has a balance of $153,735.23 before this request was made.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIONERS OF THE CITY OF
SOUTH MIAMI, FLORIDA:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true and they are
incorporated into this resolution by reference as if set forth in full herein.
Section 2. The City Manager is hereby authorized to execute a professional service work order
with Stantec Consulting Services Inc., to prepare the Stormw,ater 20-Year Needs Analysis for the City of
South Miami to submit to the County on or before June 30, 2022 for a total amount not to exceed $44,690.
The expenditure is to be charged to the Storm Water Drain Trust Fund Account number 111-1730-541-
6490 which has a balance of $ 153,735.23 before this request was made.
Section 3. Corrections. Conforming language or technical scrivener-type corrections may be
made by the City Attorney for any conforming amendments to be incorporated into the final resolution
for signature.

BACKGROUND:The State of Florida recently enacted new reporting requirements for stormwater
utilities and special districts. F.S. 403.9302 directs municipalities and dependent special
districts to submit a 20-year needs analysis report to the County on or before June 30,
2022, and every 5 years thereafter. The Project Work Plan and Fee Estimate includes
data collection, review, and compilation for all eight parts to populate the Excel
workbook that is required to be submitted to Miami-Dade County by June 30, 2022.
As the next City’s rotation list consultant, Stantec Consulting Services Inc., was
requested to provide a proposal. On January25, 2022,Stantec Consulting Services Inc.,
submitted a proposal that is comprehensive and cost effective for the services
requested.
Stantec Consulting Services Inc., is one of four firms selected by Resolution No. 060-17-

Stantec is pleased to submit this proposal to prepare the Stormwater 20-Year Needs Analysis for the City of
South Miami under the terms and conditions of our Professional Service Agreement for Professional General
Engineering and Architectural Services as authorized by Resolution 060-17-14861 between the City of South
Miami and Stantec Consulting Services Inc.
The attached Project Work Plan and Fee Estimate includes data collection, review and compilation for all
eight parts to populate the Excel workbook that is required to be submitted to Miami-Dade County by June
30, 2022, so they can combine with the County’s submittal to the Office of Economic and Demographic
Research. Successful completion of the project will require a lump sum fee of $44,690, inclusive of out-of-
pocket expenses. All work will be billed on a lump sum, fixed fee basis with monthly progress billings based
on percent complete for each task.
We can begin work on this study immediately and commit to its completion no later than June 30, 2022. The
schedule is dependent upon receiving complete data from the City. We look forward to being of service to the

Stormwater 20-Year Needs Analysis
Background
Section 5 of the recently enacted House Bill 53 created Florida Statute 403.9302 – Stormwater management
projections, which intends for each county, municipality, or special district providing a stormwater
management program or stormwater management system to create a 20-year needs analysis which will be
submitted to the Legislature beginning on January 1, 2023. The City of South Miami is required to complete
the needs analysis and submit it to Miami-Dade County for compilation with the County’s information for a
consolidated submittal to the Office of Economic and Demographic Research (EDR) by June 30, 2022, and
every 5 years thereafter.
Purpose
The purpose of this scope of services is to provide professional consulting services to assist the City with
the preparation of its 20-year needs analysis according to the latest guidance offered by EDR.
Scope of Services
Task 1 – Initiate Project, Obtain and Review Data
We will initiate the project with internal project set up, prepare initial data request list and detailed critical
path schedule. City will need to establish the key personnel. Stantec will prepare for and conduct a virtual
kick off meeting via Microsoft Teams with all necessary City staff to confirm study objectives, establish
communication protocols, discuss approach, establish schedule, discuss data request, and coordination
with Miami-Dade County. A detailed data request will be sent to the City. We will perform a detailed review
of all data as it is received. If needed, we will prepare a supplemental data request list.
Deliverables: Data request; kick off agenda and meeting notes
Client Responsibilities: Designate a primary project manager and ensure attendance/participation of key
personnel identified in project kickoff. Provide complete data are requested in the data promptly.
Task 2 – Prepare Stormwater 20-Year Needs Analysis
Stantec will analyze data received from the city to perform the 20-year stormwater needs analysis for the
stormwater program. The EDR has identified 8 parts for review and consideration in completing a 20-year
needs analysis as follows.

Evaluation
EDR has provided an Excel workbook template and additional guidance on the website Stormwater &
Wastewater 20-Year Needs Analyses (state.fl.us). that will be used to populate the workbook.
Data received in Task 1 will be categorized to populate the eight parts of the workbook. Stantec will contact
the city for clarifications and additional information as needed to accurately project the future needs for the
analysis but will not be providing financial modeling or forecasting services for future needs.
Client Responsibilities: Provide data as requested; timely responses to questions regarding data; ensure
participation of key City staff; provide review of workbook.
Deliverables: Preliminary and final Excel workbook.

Task 3 – Report to Miami-Dade County
FS 403.9302 requests that each municipality submits its needs analysis, as well as the methodology and
any supporting data necessary to interpret the results, to the county. As South Miami is located within
Miami-Dade County, the analysis should be provided to Miami-Dade County. Stantec will prepare a draft
technical memorandum containing a summary of data incorporated into the needs analysis for the City of
South Miami. The draft memo will be provided to the city for review and a final memo will be prepared
based upon comments received from city staff. Stantec will combine the memo and final needs analysis
Excel template for submission to Miami-Dade County by June 30, 2022.
Client Responsibilities: Provide timely review of the technical memorandum and submittal to Miami-Dade
County.
Deliverables: Draft and Final Technical Memorandum submittal to Miami-Dade County.
Task 4 – Project Management and Meetings
Throughout the duration of the project, Stantec’s project manager will be in close communication with the
City’s project manager to provide updates as requested, schedule meetings and to share results. There are
four progress meetings included in this task that are expected to be held virtually.
Client Responsibilities: Assistance with scheduling appropriate staff for meetings as needed.
Deliverables: Agendas and Meeting Notes
Schedule
The project schedule represents our best effort at estimating the timeframe for the completion of tasks. The
schedule provides time from the contract notice to proceed to completion of services in working days. The
notice to proceed will be effective the date of the purchase order as issued by the City. There are many
facets that control the duration of the project and some elements are outside of Stantec’s control (e.g.,
unavailability of City Staff, waiting on data). Work is anticipated to be completed in 140 days.
This proposal is valid for 30 days.

All work will be billed on a lump sum, fixed fee basis with monthly progress billings based on percent
complete for each task according to the Fee Table below. Total lump sum fee is estimated at $44,690
inclusive of expenses. Any additional work that may be required will be outlined in an amendment to this

and ordinances in effect on the date of this document. Interpretations of these standards may
affect the scope and fees of Stantec’s services, and may require adjustments to delete, decrease or
increase same.
3. Client is expected to furnish Stantec with full information, including any special or extraordinary
considerations for the Project or special services needed. Client is also expected to make available
