APPLICANT'S REQUEST:
The applicant is requesting approval for the installation of six (6) signs to be installed on
the glass area of the doors at the above referenced location.
BACKGROUND:
On September 20, 2011, the Environmental Review and Preservation Board (ERPB)
reviewed and approved a landscape and a directory sign facing SW 68 Street, and
suite signs on the wall for the South Miami Business & Community Service Facility.
STAFF ANALISYS:
The proposed exterior signage is located in the "LO" Low-Intensity Office district.
Pursuant to Section 20-4.3(1)(5) [All Other Zoning Districts], of the Land Development
Code (LDC), window signage is permitted as follows:
WINDOW, PERMANENT PERMANENT PAINTED OR NEON SIGNS IN
DISPLAY WINDOWS, limited to ten (10)
percent of the total glass area in which the are
located; this calculation does not include the
area of information signs in windows; glass
area shall be calculated as the area of the

opening in the face of the building which
contains the window component; individual
panes within a mullioned window are
calculated together as a single glass area for
signage purposes. Illuminated signage may
only include the name of the business
establishment. Direct illumination is permitted.
Applicant has provided a plan and photos that illustrates the location of each existing
glass door within the subject building, the South Miami Business and Community
Service Facility. The attached diagram depicts each glass door area at 2880 square
inches and the total proposed vinyl sign area at 280 square inches not exceeding the 10
percent of the total glass area.
Based on the calculations provided, all the proposed glass door signs are in compliance
with Section 20-4.3(1)(5) of the LDC. Furthermore, it is staff observation that the
continuity and consistency per office door, per entrance offices are beneficial to those
visiting the building.
Please refer to the attached plans for location, detail, and specifications of the proposed
vinyl door lettering installation. Also, an approval letter from SMCRA, property owner is
attached for reference.
At this time, the applicant seeks signage approval for six (6) signs from the ERPB.
RECOMMENDATION: Approval with the following conditions:
1. Any exterior signage or any exterior modification not specified on the plans
will require a separate application to the ERPB;
2. No electrical wiring/conduit exposed; and
3. Any comments and concerns from the Board.

Honorable ERPB Board Members:
Please find the attached application and request to install exterior door signage at the South
Miami Community Redevelopment Agency (SMCRA) Start-Up Business & Community
Service Facility located at 5825 SW 68th Street. Construction of this business & community
service facility received original approval ERPB Board for final construction on July 7,
2010.
At this time the Agency requested approval to install the following exterior door signage:
White Vinyl Door Lettering to encompass a total amount of 10% of total exterior door area
and shall include office tenant names and telephone numbers. A diagram of the requested
vinyl door lettering and location photographs have been attached in Exhibit A.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA, RELATING TO PERMIT FEES;
ESTABLISHING POLICY WAIVING BUILDING PERMIT FEES AND
OTHER CITY FEES UNDER LIMITED CIRCUMSTANCES FOR
PROJECTS IN THE SOUTH MIAMI COMMUNITY
REDEVELOPMENT AGENCY (SMCRA) AREA; PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the Mayor and City Commission of the City of South Miami
recognizes the importance of paving the way to provide incentives towards the
revitalization in the SMCRA area; and
WHEREAS, the South Miami Community Redevelopment Agency (SMCRA)was
created to redevelop and revitalize a certain portion of the City of South Miami; and
WHEREAS, the Mayor and City Commission desire to establish a policy waiving
all building permit fees, and other City fees, under limited circumstances, pertaining to
projects within the SMCRA area, which projects are actually funded and/or operated by
the South Miami Community Redevelopment Agency (SMCRA).
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA;
Section 1. A policy is established waiving City of South Miami building permit
fees, and other City fees, under limited circumstances, pertaining to projects within the
SMCRA area, which projects are actually funded and/or operated by the South Miami
Community Redevelopment Agency (SMCRA).
Section 2. This policy shall be retroactive and apply to any period from
September 30, 2009.
Section 3. Any permit or fee waiver exceeding$5,000 shall be presented to the
City Commission for approval.
Section 4. This resolution shall take effect immediately upon approval.

BACKGROUND AND ANALYSIS
The attached Resolution, sponsored by Commissioner Palmer establishes a Policy
waiving building permit fees and other City fees by_the City of South Miami for projects
actually funded and/or operated by the South Miami Community Redevelopment Agency
(SMCRA).
Our own SMCRA will be able to go further with their limited budget if the City waives
building permit fees and other City fees. It is totally inconsistent to the goals of South
Miami to seek to provide affordable housing or other projects for the CRA area, while at
the same time unduly. burdening our own SMCRA with the costs and expenses of
building permit fees and other fees.
Moreover, the Resolution urged by Commissioner Palmer does not at all depart from
existing City Policy. As early as August 15, 2000, then Vice Mayor Feliu sponsored a
similar Resolution,#160-00-11053 establishing a policy waiving Code Enforcement

Liens in an amount not to exceed$5,000.00 for those properties identified suitable for the
CRA Infill Housing Program.
Thus, the suggested Resolution follows the previous established City policy, giving the
CRA all possible help to provide affordable housing or other worthwhile SMCRA
projects.
