CALL TO ORDER Action: Mr. Trautman (Chair), called the meeting to order at 8:30 A.M. II. PLEDGE OF ALLEGIANCE Action: The Pledge of Allegiance was recited in-unison. III. ROLL CALL .Action: Mr. Trautman performed roll call. Board members present constituting a quorum: Mr. Trautman, Mr. Balli, Mr. Bedell and Mr. Chandler. Board members absent: Mrs. Mark, Mr. Fernandez, Mr. Rivera, Mr. Jude and Mrs. Morales-Fernandez. City Staff present: Mr. Thomas J. Vageline (Director, Planning & Zoning Department), Mrs. Lourdes Cabrera-Hernandez (Principal Planner), Mr. Marcus Lightfoot (Permit Facilitator) and Ms. Alerik Barrios (Assistant) and Ms. Maria Stout-Tate (Administrative Assistant II). REQUESTS ARE AS FOLLOWS: 1) [ERPB-09-049] Applicant: City of South Miami Community Redevelopment Agency For : "Mobley Building" Location : 5825 SW 68 Street Request : Exterior Renovation Applicants Present: Mr. Steven David and Mr. Steven Holt Mr. Lightfoot read the item into the record. The applicant gave the Board a brief description of the application. Mr. Bedell commented that there was no issue with the landscape. ERPB Mins 07-07-2009 Pg 1 of 4 Mr. Trautman questioned if the applicant could describe how an individual would get to the lobby on the North most Bay and if the squares are the walkway on"Sheet A.100". The applicant replied that the area is a side walk adjacent to the north wall of the building. "Sheet A2.00" shows that there is a new entrance into the small lobby. Mr. Trautman questioned if there was enough space for a wheelchair to get past the building. The applicant commented that the building does comply with ADA requirements. Mr. Bedell commented that the space appears to be three feet between the dumpster enclosures and the north building wall. Mr. Chandler questioned the two bays that are land locked and if a window could be installed in the last bay in "Section D-07, B-10" in the northwest corner. The applicant responded he would take the comments into consideration, but as of this moment there is a budget issue. The applicant commented that the roofing plan is included with skylights. Mr. Chandler commented that the skylights are not working, since there is a reflected ceiling plan that shows a drop ceiling throughout the whole building. He recommended placing a window in "D-07" since the future aquatic center would be built adjacent to the property. Mr. Trautman questioned if the building and the park are owned by the city. Mr. Lightfoot responded yes. Mr. Trautman questioned what was the zoning classification that is adjacent to the west and if it is considered to be park property. The applicant responded there is park to the west and it is considered to be park property. Mr. Trautman questioned if there was an issue with the four hour separation, eventually windows could be placed there to look out to the park. The applicant responded no. Mr. Trautman questioned what is keeping the architect from utilizing the skylights on the roof which could reduce the electrical load. Mr. Chandler questioned if the skylights were hurricane proof. The applicant responded that the roof was recently redone and if the roof is hurricane proof the lights would be. Mr. Chandler recommended that dropping a dry wall well into the ceiling plan that could eliminate four lights in each space. Motion: Mr. Trautman moved to approve the application with condition of the submission of the reflective ceiling plan and roof plan that would be changed and an amended wall section to show the light,well on"Section A3.03".Mr. Bedell seconded. Permit Facilitator Applicant: City of South Miami For: Community Redevelopment Agency Location: 5825 SW 68 Street, South Miami Request: The Mobley Building — Renovations APPLICANT'S REQUEST: The applicant is requesting approval for the renovations to the Mobley Building, located at 5825 SW 68th Street,.which is in the Low Intensity Office (LO) zoning district. Pursuant to Section 20-6.1(C)(3)(g) of the Land Development Code, notwithstanding any other provisions of this Code, "the Environmental Review and Preservation Board (ERPB) shall review all new construction, painting, remodeling, landscaping, and signage projects to be performed by this municipal government (the City), prior to any permits being issued or any work being performed." BACKGROUND INFORMATION: Constructed in 1982, the property at that time was zoned C-3 "Arterial Commercial District" which permitted industrial uses and is immediately south of and abuts the City's Bethel-Gibson Community Center and Murray Park. However; in 1989 the entire block face including the subject property was re-classified as a "LO", Low-Intensity Office Zone. In that industrial uses are not permitted in the LO zone, the building use became non-conforming limiting the expansion, use, and renovation of the structure. The South Miami Community Redevelopment Agency (SMCRA) obtained the building with the intent of converting it into usable office space. In order for the use to be changed, there must be sufficient parking to meet the new use. At the time of the original construction, the building had a parking requirement of one space for every 1,000 sq. ft. which would equate to approximately seven (7) parking spaces. Once converted to office space, the new parking requirement will be one (1) space for every 250 sq. ft. which would equate to approximately twenty-six (26) parking spaces. The site as is currently can accommodate twenty-one (21) spaces in the open area on the east side of the building and two on-street spaces abutting the property, which equal a total of twenty-three (23) parking spaces. The SMCRA successfully obtained a variance on April 21, 2009, Resolution Number 73- 09-12882, to allow a commercial building to have a two and half (2.5) foot landscape buffer zone versus a five (5) foot buffer zone as required by the graphical requirement in Section 20-4.4 of the Land Development Code. By obtaining this variance, the applicant was able to comply with the minimum parking space requirement of twenty (26) parking spaces. SITE PLAN (ZONING DISTRICT: "LO" LOW INTENSITY OFFICE ZONING DISTRICT): The proposed site plan depicts the existing one-story building, which was designed to be used as an industrial/storage building. The SMCRA is proposing to renovate the site by removing/relocating existing landscaping on the site. It is important to note that a tree removal permit must be approved by the City of South Miami prior to the relocation or removal of any tree on the property. By allowing the reduction in landscaping buffer, the applicant was able to accommodate twenty-three (23) parking spaces on site, with the remainder of the spaces located just south of the property in the right-of-way of SW 68th Street. The applicant is proposing to upgrade the existing parking lot conditions as well, by installing new concrete sidewalks, curbing and striping. The SMCRA will also install a new asphalt overlay on the site. The proposed renovations to the parking lot comply with the regulations listed in Section 20-4.4 of the Land Development Code. For additional information, please refer to the Site Plan, sheet A1.00 for additional information. LANDSCAPING PLAN: Due to the complexity of the site plan, it is staffs' recommendation that the landscaping plan be relocated to a separate sheet so that the landscaping can be clearly indicated. A tree/plant schedule is shown on the site plan, but should also be relocated to the new sheet as well. In addition to this, the tree/plant schedule should be expanded to include the species for the trees that will remain on the site as well as any other trees on the site. The applicant is proposing to keep three (3) unspecified trees on the site, as well as plant three (3) Live Oak trees as well as seven (7) Alexander Palm trees. The applicant is also proposing to remove two (2) Black Olive trees as well as ground cover for the property. As stated earlier, a tree removal permit must be approved by the City of South Miami prior to the removal or relocation of any trees. ELEVATIONS: The SMCRA is proposing to demolish the four (4) individual storage bays and convert .the space into individual offices. Once completed, the applicant is going to repaint the building. It is important to note that all new windows and door systems will be made of impact resistant material. For additional information, please refer to the Exterior Elevations, sheets A3.00 — A3.01. A sample of the paint will be available at the time of the meeting. South Elevation The applicant is proposing the installation of a new storefront entrance as well as windows along the lower part of this elevation. The applicant is also proposing to replace the windows in the upper portion of the elevation with concrete block. North Elevation Renovations to the North elevation include the installation of a new storefront entrance as well a new metal canopy. This metal canopy can also be seen from the West elevation as well. Once completed, there will be four (4) entrances leading into the building from this elevation. The applicant is also proposing to replace the existing metal siding with new siding that will match the existing materials. West Elevation The only work that is to be done to this elevation is the installation of new metal grilles as well as a new metal canopy that will match the existing types found on the site. RECOMMENDATION: Approval with the following conditions: 1. Landscaping Plan must be relocated to a new sheet and clarified; 2. A Tree Removal Permit must be approved by the City of South Miami prior to the removal of any tree on the site. 3. Canopies are not a part of this application; 4. Signage is not a part of this application; and 5. Any comments and/or suggestions from the Board. Particular types of work subject to review may include, but not be limited to, painting, remodeling, landscaping, and signage. • Applications for construction of new residences and buildings shall be scheduled for both a preliminary and a final ERPB review and approval. All other applications shall be scheduled for final ERPB review and approval. Applications submitted for final review shall include all plans and documents required for permits. Plans for any improvement estimated at $15,000 or greater, including labor, materials, and services, shall bear the date and the impress seal and signature of a licensed, professional architect or engineer, in accordance with the South Florida Building Code (SFBC). - • In order to allow the entire plans processing to proceed as quickly as possible, a completed building permit application may be submitted to the Building Department, in conjunction with a completed application for ERPB filed with the Planning & Zoning Department. All applications are reviewed for accuracy, completeness, and compliance with City of South Miami's Land Development Code. If a problem is found with an ERPB application, P&Z staff will attempt to notify the applicant as soon as possible. Ultimately, however, it is the responsibility of the applicant to track his or her own application. Problems that are not resolved before the Thursday prior to the meeting, except in the case of holidays or other circumstances, will result in the exclusion of that application from the upcoming agenda. • Neither applicants nor their representatives are required to attend the ERPB meeting. However, chances of obtaining approval are much greater if someone is present at the meeting to assist the Board with the project and is authorized to make corrections or modifications to the plans. The City recommends that architects and engineers present their projects in person before ERPB. • NOTE: ERPB APPROVAL IS NOT AUTHORIZATION TO BEGIN WORK ON A PROJECT. • A building permit must be obtained after receiving approval from ERPB, which involves reviews by building, structural, plumbing, electrical, mechanical, and code enforcement personnel. Changes to the application, if any, may require additional review and re-approval by ERPB. • Final approval by the ERPB shall lapse after six (6) months if no permit is issued, except as may be extended by the ERPB for a period not to exceed six (6) months [Section 20-5.11 (L)]. Materials not needed for the issuance of the building permit (photographs, models, etc.) may be returned to the applicant upon request, disposed of by staff, or retained as part of the public record. Plans submitted without completed permit applications will be disposed of sixty (60)days after being reviewed by the ERPB.
