Res No 116-21-15736RESOLUTION NO. 116 - 21 -15 7 3 6 A Resolution of the Mayor and City Commission of the City of South Miami recognizing September 15th through October 15th as Hispanic Heritage Month in the City of South Miami. WHEREAS, in September of 1968, Congress issued a joint resolution authorizing the President to proclaim annually the week including September 15 and 16 as "National Hispanic Heritage Week." Congress amended this resolution in 1988 creating a 31-day observance beginning on the 15th of September and ending on 15th of October. Since 1988, Presidents have issued proclamations, executive orders, and other guiding statements on National Hispanic Heritage Month and the policies to honor the achievements of Hispanic Americans; and WHEREAS, the first day of Hispanic Heritage Month, September 15, is the anniversary of independence for Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. Mexico and Chile and they celebrate their independence days on September 16 and September 18, respectively; and WHEREAS, during Hispanic Heritage Month, we take the opportunity to honor all Americans of Hispanic descent and to acknowledge their past and ongoing contributions to the success and growth of our Nation. Hispanic Americans are the largest minority group in the United States today, and generations of Hispanic Americans have consistently helped make our country strong and prosperous; and WHEREAS, the 2021 observance theme is "Esperanza: A Celebration of Hispanic Heritage and Hope."; and WHERAS, based on the 2010 census, the Hispanic community represents over 54% of the City of South Miami's population.' NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1. The foregoing recitals are hereby ratified and confirmed as being true and they are incorporated into this resolution by reference as if set forth in full herein. Section 2. Conforming language or technical scrivener -type corrections may be made by the City Attorney for any conforming amendments to be incorporated into the final resolution for signature. Section 4. Severability. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding will not affect the validity of the remaining portions of this resolution.
