A Resolution authorizing the City Manager to expend an amount not to exceed
$135,000 for Miami Dade Curbside Recycling services to cover the recycling invoices.
WHEREAS, the City is requesting to continue providing curbside recycling service to all
City residents; and
WHEREAS, Miami Dade County and the City have an interlocal agreement that
commenced in 2008 for curbside recycling services at the current rate of $2.90 per household on
a biweekly service. On January 11t services will be change to a weekly service with the rate of
$3.78 to September 30,2022; and
WHEREAS, the City forecasts the expenditure up to $135,000 to Miami Dade County for
the procurement of curbside recycling services for the fiscal year 2021/2022; and
WHEREAS, the expenditure shall be charged to the Public Works Solid Waste
001.1720.534.3470 which has an account balance, for $135,000 which has account balance of
$135,000 before this request.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIONERS OF THE
CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true and
correct and are hereby made a specific part of this resolution upon adoption hereof.
Section 2. The City Manager is hereby authorized to pay an amount not to exceed
$135,000 for Miami Dade County curbside recycling services to cover the recycling invoicing for
usage for Miami Dade County recycling curbside services for the fiscal year 2021/2022, charged
to account number 001.1720.534.3470 Solid Waste with a current balance of $135,000.
Section 3. Corrections. Conforming language or technical scrivener -type corrections may
be made by the City Attorney for any conforming amendments to be incorporated into the final
resolution for signature.
Section 4. Severability. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding will
not affect the validity of the remaining portions of this resolution.
Section S. Effective Date. This resolution will become effective immediately upon
adoption.

SUBJECT: A Resolution authorizing the City Manager to expend an amount not to exceed

BACKGROUND: Miami -Dade County and the City have an Interlocal Agreement that commenced
during fiscal year 2008, for curbside recycling bi-weekly services at the current
rate of $2.90 per household per month for bi-weekly service is effective from
October 1st, 2021 to December 31st, 2021. Effective January 1st, 2022 through
September 30th, 2022 services will change from bi-weekly to a weekly service
with the new rate of $3.78 per household per month.
AMOUNT: Not to exceed $135,000.
ACCOUNT: The total expenditure shall be charged to account number 001-1720-534-3470
with the current balance of $135,000.

NOTICE
REGARDING CHANGE IN RATE FOR CURBSIDE RECYCLING
FY 2021-2022
Please note that Section VI: Payments of the Interlocal Agreement for Inclusion
in the Miami -Dade County Curbside Recycling Program allows for an adjustment
in the monthly fee paid by the Municipality to the County based on the increase
or decrease in the Consumer Price Index (CPI), All Urban Consumers, South
Urban, All items, annual average during the previous Service year, not to exceed
three percent (3%). The CPI for June 2021 was 5.4%.
The percent change in the CPI for this period is calculated at 3.0 percent (3.0%).
The calculation for the new rate is:
$2.82 (per household per month) x (3.0%) = $0.08
$2.82 + .08 = $2.90
All invoices issued for service from October 1, 2021 through September 30, 2022
will reflect this rate.

The monthly price of weekly recycling collection service would increase from the current rate of $2.82 per household
(bi-weekly service) to $3.78 per household (effective October 1, 2021). The monthly invoice to the City would be
$10,573.66 vs. the current monthly invoice of $7,887.54.

I am just following up to see if you have given any additional thought to transitioning to weekly curbside
recycling service. Monday marks the start of August and the beginning of the last two months of the
fiscal year. We would like to take the opportunity to prepare for the change in service if is the city's plan
to do so at the start of the new fiscal year in October. That preparation would include notifying your
residents in early September and working in partnership with your office to ensure a smooth transition.

I visited the City's webpage and noticed that our calendar is front and center! Thank you for ensuring
that the information is readily accessible to your residents. I also visited the
Garbage and Recycling information page and noticed that there is a directive to "click here" for the

Good evening, Ms. Karnali.
I am glad we had the opportunity to meet with you via Zoom today to discuss curbside recycling service
delivery in the City of South Miami. I believe that the issues that you raised can be addressed with the
solutions that we identified. As Ms. Massa and I stated today, we want to ensure that your residents
receive the consistent recyclable collection service that they expect and deserve.
Below are the issues we addressed during our meeting:
Consistent service delivery — Residents in the City of South Miami receive service based on the
Monday B collection calendar. Coastal Recycling, the vendor assigned to collection routes in the
City of South Miami, will continue to provide service on the assigned recycling day. Carts should
be placed at the curb by 7 a.m. on the collection day. Carts should be placed at least five feet
away from other carts or property (mailboxes, cars, trees, fire hydrants, etc.) to allow for proper
collection.
Residents who need to report service delivery issues should contact 311, the County's
Answer/Contact Center. This allows the Department of Solid Waste Management to document
all service delivery issues. By contract, complaints of missed service or other service delivery
issues must be responded to within 24 hours of receipt by the vendor. If a City of South Miami
resident does not wish to use the 311 system to report service issues, a member of the City of
South Miami's Public Works staff or members of your office staff should email
dswmPmiamidade.aov, and contact Mr. Robert Vargas, Customer Service Manager, at 305-514-
6032 to report an issue on the resident's behalf. Our Customer Service staff will open an SR in
the 311 system and follow up to ensure the issue is resolved. Please be sure to copy Ms. Massa
so that she can follow up as well.
Coastal does not begin recycling cart collection service until 7 a.m. The company has until the
end of the day to complete service to the recycling routes. Coastal's Operations Manager Elijah
Rivera has assigned dedicated trucks to the routes servicing South Miami. Every effort is made
by the drivers to complete their routes before 6 p.m. However, on occasion, the vendor may not
be able complete the routes by 6 p.m. and may need additional time to service all households. If

this occurs, Coastal's Operations Manager will contact Ms. Massa, and she will notify you by
phone and email.
• We are committed to reinforcing the recycling education to assist residents with proper
participation in the program. We applaud South Miami's and city residents' commitment to the
environment and green living. I am providing a link to our Recycle Right publication which
promotes the Simple 5 campaign and speaks to the challenge we face from contamination. If
you can post this publication on the City's website near the recycling collection calendar, it will
be a great source of information for your residents.
• Carts that are visibly contaminated are not serviced by the vendor. When a contaminated cart is
spotted, Ms. Massa is notified of the location so that DSWM Enforcement Officers can visit the
residence to leave behind information on proper` recycling. Over the next three collection
cycles, we can have Enforcement staff perform a "blitz" to look for visibly contaminated carts.
• With regard to weekly recycling collection service, the cost would increase from the current rate
of $2.82 per household to $3.78 per household (effective October 1, 2021). The monthly invoice
to the City would be $10,573.66 vs. the current monthly invoice of $7,887.54. If you elect to
switch to weekly collection, service would begin on Wednesday, October 6, 2021. This change
would have to be communicated to your residents through a mailing which would include a
calendar reflecting weekly Wednesday service and a joint County/City communication advising
of the change. Once you've had a chance to review the proposed new costs, please let us know
if you would like to move forward.
I hope that this accurately summarizes your concerns and our discussion. We are committed to quality
service delivery and working with our inter -local cities to have contined recycling success.
