A Resolution of the Mayor and City Commissioners of the City of South Miami
approving monthly street closures on 73rd Street in the Hometown District.
WHEREAS, the City of South Miami ("City") has approximately 162 businesses in its
Downtown areal, including many restaurants; and
WHEREAS, during the COVID-19 pandemic, capacity restrictions and social distancing
requirements were hurting businesses in the Downtown area; and
WHEREAS, the City desire to help its local businesses during post -pandemic economic
recovery; and
WHEREAS, the National Restaurant Association's 2021 State of the Restaurant Industry
report found that pent-up demand for restaurants remains strong. Customers have become used
to ordering takeout, but indicate they really crave the in -restaurant dining experiences. Nearly 8
in 10 adult consumers said their favorite restaurant foods delivered flavor and taste sensations
that couldn't be duplicated at home, and 6 in 10 said restaurants are an essential part of their
lifestyles2; and
WHEREAS, street closures allow for additional seating outdoors and provide safer options
for customers who are hesitant about indoor dining and allows the City to create more open
spaces in the downtown to create pedestrian -friendly destinations; and
WHEREAS, our downtown competes with neighboring cities who have street closures
regularly; and
WHEREAS, to revitalize the Downtown area during the post -pandemic economic
recovery, it has been suggested that the City sponsor a monthly street closures from 58th Block
on 73rd Street east of SW 58th Ct and West of SW 58th Avenue that will be tentatively referred
to as "SoMi Second Saturdays"; and
WHEREAS, "SoMi Second Saturdays" would be an event co -sponsored by the City and
"Restaurant Row" businesses that would occur from 6:00 p.m. to 11:00 p.m. on the second
Saturday of every month from November 2021 to March 2022; and
WHEREAS, the specific dates for street closures would be: Saturday 11/13/21; Saturday
12/11/21; Saturday 01/08/22; Saturday 02/12/22; and Saturday 03/12/22; and

WHEREAS, the local businesses in the street closure area will cover the cost of police
overtime, provide insurance for their section of the street, provide entertainment, and provide
clean-up; and
WHEREAS, the following businesses have expressed their support of the event but will
not be participating because they are closed at night: Ginger & Juice Bar and Amour Dance Studio;
and
WHEREAS, so far, the following businesses have agreed to participate in the event: Taco
Craft, Pub 52, The Boiling Crab, Ceviche Lovers and In Ramen; and
WHEREAS, the Mayor and City Commission values the contributions of the local
businesses to our City and desires to promote new restaurants and retail in our Downtown and
to make our Downtown a destination during peak season.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIONERS OF THE
CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true and
correct and are hereby made a specific part of this resolution upon adoption hereof.
Section 2. The City of South Miami Commission hereby approves monthly street closures
on 73rd Street in the Hometown District on the second Saturday of every month from November
2021 to March 2022.
Section 3. Corrections. Conforming language or technical scrivener -type corrections
may be made by the City Attorney for any conforming amendments to be incorporated into the
final resolution for signature.
Section 4. Severability. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding will
not affect the validity of the remaining portions of this resolution.
Section S. Effective Date. This resolution will become effective immediately upon
adoption.
