A Resolution of the Mayor and City Commission of the City of South Miami
recognizing Juneteenth as a City Paid Holiday.
WHEREAS, the City Commission of the City of South Miami is desirous of updating and codifying
Juneteenth as a City Paid holiday; and
WHEREAS, "on June 19, 1865 — nearly nine decades after our Nation's founding, and more than
2 years after President Lincoln signed the Emancipation Proclamation — enslaved Americans in Galveston,
Texas, finally received word that they were free from bondage;"* and
WHEREAS, "as those who were formerly enslaved were recognized for the first time as citizens,
Black Americans came to commemorate Juneteenth with celebrations across the country;"* and
WHEREAS, "in its celebration of freedom, Juneteenth is a day that should be recognized by all
Americans"* and
WHEREAS, President Biden called "upon the people of the United States to acknowledge and
celebrate the end of the Civil War and the emancipation of Black Americans, and commit together to
eradicate systemic racism that still undermines our founding ideals and collective prosperity;"* and
WHEREAS, on October 26, 2020, Miami -Dade County made Juneteenth an official paid holiday for
all non -union workers; and
WHEREAS, on May 11, 2021, Miami -Dade County made Juneteenth an official paid holiday for all
its union workers; and
WHEREAS, on June 18, 2021, President Biden stated, "I am proud to have consecrated Juneteenth
as our newest national holiday;" and
WHEREAS, on May 4, 2021, a Resolution of the Mayor and City Commission of the City of South
Miami recognized Juneteenth as a City Holiday; and
WHEREAS, on May 18, 2021, a Resolution of the Mayor and City Commission of the City directed
the City Manager to hold off Juneteenth as a paid holiday in place of Columbus Day; and
WHEREAS, at this time, the City Commission is desirous of updating the City Personnel Manual
regarding City Holidays to include Juneteenth Independence Day as a day of celebration in the City and a
paid City holiday for all its workers.
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF
SOUTH MIAIMI, FLORIDA, THAT:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true and correct and
are hereby made a specific part of this resolution upon adoption hereof.

Section 2. The City Policy regarding City Holidays is updated to include Juneteenth Independence
Day as a day of celebration in the City and a paid City holiday.
Section 3. Corrections. Conforming language or technical scrivener -type corrections may be
made by the City Attorney for any conforming amendments to be incorporated into the final resolution
for signature.
Section 4. Severability. If any section clause, sentence, or phrase of this resolution is for any
reason held invalid or unconstitutional by a court of competent jurisdiction, the holding will not affect the
validity of the remaining portions of this resolution.
Section 5. Effective Date. This resolution will become effective immediately upon adoption.
