An Ordinance amending the City of South Miami Code of Ordinances, Chapter
2, Article III, Section. 2-26.6. — Community Relations Board, to revamp the
Board.
WHEREAS, the City of South Miami strives toward equitable and just conditions for
all residents, and
WHEREAS, the City of Pleasant Living strives to be inclusive of the diverse among its
residents and visitors, and
WHEREAS, when there are divisions in South Miami, a need exists to talk with one
another and to hear different perspectives, and a need exists to come together to make the
City of Pleasant Living inclusive and welcoming for everyone, and
WHEREAS, members of the Committee shall act as ambassadors to and from
residents, and
WHEREAS, all person living in the City, regardless of race, color, religion, ancestry,
national origin, sex, pregnancy, age, disability, marital status, familial status, sexual
orientation, source of income, and gender identity or expression might learn from each other
more harmonious ways to live, work, play and co -exist, and
WHEREAS, the City of South Miami seeks to ensure that all celebrations and events
supported by the City be equitable and inclusive and that such events represent and
celebrate the City's diversity, and
WHEREAS, the Committee members may recommend that "Civil Days" throughout
the City be reinstituted, and
WHEREAS, the City desires to amend Section 2-26.6 of the Code of Ordinances to
encourage participation on and update the Community Relations Board, and
WHEREAS, the City desires to amend Section 2-26.6 of the Code of Ordinances to
encourage participation on and to update the Community Relations Board.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The foregoing recitals are hereby ratified and incorporated by reference as if
fully set forth herein and as the legislative intent of this Ordinance.
Section 2. Chapter 2, Article III, Section. 2-26.6 of the City's Code of Ordinances is
hereby amended and shall read as follows:

Sec. 2-26.6. - Community relations board.
(a) Created. There is hereby created a Community Relations Board (Board) for
the City. Said beard shall The Board consists of fifteen (' 5) nine 9
members, The qualifications of the members are
as follows:
(1) One (1) appointee must be between the ages of eighteen (18) and
thirty (30).—The
(2) Four (4) members shall must be residents of South Miami and have
diverse religious, eland ethnic backgrounds. These individuals
shaI4
(3) All members must be selected because of their leadership role- in
their- eA% groups and ean be a member- ef the general publie with
roles within the resident population of the City. One should have
personal experience with homeless housing insecure issues.
(b) Appointment and terms of members. Members of the said board shall Board
must be appointed by the mayer_Ln accordance with the uyiee and eens +
of the on Charter. The Community Outreach Coordinator
will provide the Commission with a list of appropriate potential Committee
members. The term of each Aappointee is for
two (2) years or until dwif his/her successor is appointed, whichever comes
later. The Community Outreach Coordinator will
serve peliee depai4fnent as an ex officio members of the Board. Section 2-
22 (Term Limits) does not apply to this Board.
(c) Chair and vice -chair or co-chairs. The members shall meet promptly and
select a chair and vice -chair or co-chairs by a majority vote of the board.
The term of the chair and vice -chair is one (1) year or until a successor is
chosen by the Board.
(d) Quorum. A quorum for meetings of the hBoard shall be is a majority of the
members of the board.
(e) Duties. The duties of the board shall be as follows:
(1) Meet at least once every three (3) months and, when needed, the
Board, by a majority vote, may schedule additional meetings. In
addition, meetings may be called;
(i) by the Chair; or

(ii) by one member who may call for one or more additional
meetings by contacting the City Clerk. and the City Clerk
will determine if there are four (4) additional members who
want to hold such meeting(s).
2) Recruit members: Each Board member who has been appointed b
a member of the City Commission is responsible for recruiting
people for nomination to fill any vacancy on the Board. The City
Commission must approve all those who are nominated to fill a
vacancy in the four seats on the Board that have not been directly
appointed by a Commission member in accordance with the City
Charter.
(23) T-e-f Foster mutual understanding, tolerance. and respect among all
economic, social, religious, sexual orientation, people w special
needs (including the homeless), ages and ethnic groups in the city.
(3) To ce- operate --r..,-ithfederal, state, eeunty-and e+t7--;�"gen�,��--�n
developing hafmonious ee relations.
(64) Te--ee-eperate Cooperate in the development of educational
programs dedicated to the improvement of community relations:
with enlist the support of civic leaderse, treligious,
veterans, labors industrial, commercial and haritable
ems;) and private agencies engaged in the inculcation of ideals of
tolerance, mutual respect and understanding.
(75) To make studies, Recommend to have

celebrations of City and National holidays.
(6) Recommend to the City Commission events that are designed to
attract and include all City residents.
(7) Recommend to the City Commission ways to improve
communication to all City residents, especially to those who are not
computer literate.

(8) Recommend to the City Commission a plan for an internship
program to develop future community leaders within the businesses,
commercial, industrial and other agencies in the City.
(9) Recommend to the City Commission ways to build equity goals and
plans into matters (Resolutions and Ordinances) that come before
the Commission.
(10) Recommend to the City Commission ways to insure climate justice
to for all City residents.

resolutions as will aid in carrying out the purposes of this sSection.

programs, sensitivily training, grants, interventions for persons in
need, etc.
(14) The Board has the power and duty to:

including professional services, health services, and
rehabilitation services ; and festering

(15) One (1) appointee will act as the LGBTO Liaison to serve as an
accessible and friendly ear to the City's LGBTO+ community and
elevate LGBTO-related concerns to the City Commission.
Section 3. Corrections. Conforming language or technical scrivener -type corrections may
be made by the City Attorney for any conforming amendments to be incorporated into the final
ordinance for signature.
Section 4. Codification. The provisions of this ordinance will become and be made a part
of the Code of Ordinances of the City of South Miami as amended.
Section 5. Severability. If any section, clause, sentence, or phrase of this ordinance is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, this holding will
not affect the validity of the remaining portions of this ordinance.
Section 6. Ordinances in Conflict. All ordinances or parts of ordinances and all sections
and parts of sections of ordinances in direct conflict herewith are hereby repealed.
Section 7. Effective Date. This ordinance will become effective upon enactment.

In order to balance the need for the City of South Miami to function and
conduct vital business during the COMD 19 pandemic and. at the same
time, to protect the health, safety and welfare of its clti brans, officers, officials
and administrative staff, and pursuant City of South Miami Code, Chapter
286.011, Fla. Stat, the City's Home Rule Powers, and City Manager's
declaration of a state of emergency due to the Coronavims, the City will be
holding its City Commission Meeting live in chambers and VIRTUALLY
through communications media technology (CMT) until the state of
emergency has ended or social distancing is no longer required by any
relevant Executive Orders. Ail Commission members will participate in
Chambers or by video conferencing through the Zoom platform and members
