Ord No 15-21-2405ORDINANCE NO.:15-21-2405 An Ordinance related to the fee schedule; amending Ordinance No. 12-21-2402 to revise descriptive language, to edit existing fees, and to add new fees to the schedule. WHEREAS, the Mayor and Commission adopted the City's "Schedule of Fees and Fines," which includes descriptive language, various fees the City charges for services, and fines for code and parking violations; and WHEREAS, as illustrated in Table A below, staff recommends revisions to the current descriptive language and a new fee related to Personal Trainers/Instructors who desire to conduct one-on-one training at the Gibson -Bethel Community Center —Fitness Center, effective on Friday, October 1, 2021; and Table A Fitness Center & Gymnasium - Membership Pass Description Fee Membership Pass - Daily Daily drop -in $5 Membership Pass - Monthly One-time registration fee (non -recurring payment users) $20 Monthly membership fee $20 Membership Pass - Yearly One-time registration fee (non -recurring payment users) $10 Yearly membership fee $150 Dependent children under 18 (up to 2 dependents max. per household) $100 Senior (age 65+) $100 Fitness Center Personal Trainer Individual Personal Trainer/Instructor - Annual Permit Fee 600 "Membership Pass" includes access to the fitness center and _gymnasium indoor basketball court(s). The indoor basketball court is available during public open gymnasium hours —hours of operation may vary depending on the seasons and may be subiect to change. WHEREAS, the proposed Fitness Center and Gymnasium Membership Pass entails access to the strength and cardio rooms as well as the indoor basketball gymnasium at the Gibson -Bethel Community Center. Staff recommends combining both amenities into a membership to entice new customers to sign up and to offset operating and personnel cost associated with maintaining and staffing the indoor gymnasium during peak basketball play hours; and WHEREAS, there has been an uptick in individual personal trainers/instructors utilizing the fitness center at the Gibson -Bethel Community Center. Staff recommends requiring individual personal trainers/instructors to apply for an annual permit in the amount of $600.00; and Pagel of 3 Ord. Illustrated below in Table B, staff recommends a new Private Instructor rental fee ($20 per hour) for organized training and a modest increase for non-residents ($9 per hour) and not -for -profits ($4 per hour) at both sites. If any section, clause, sentence, or phrase of this ordinance is for any reason held invalid or unconstitutional by a court of competent jurisdiction, this holding will not affect the validity of the remaining portions of this ordinance. Section 6: Ordinances in Conflict. All ordinances or parts of ordinances and all sections and parts of sections of ordinances in direct conflict herewith are hereby repealed. Fitness Center Personal Trainer City staff has experienced an uptick in individual personal trainers/instructors utilizing the fitness center at the Gibson -Bethel Community Center. Staff recommends requiring individual personal trainers/instructors to apply for an annual permit in the amount of $600.00. The proposed permit fee is for a one-year permit beginning October 11 through September 30". If a permit is granted after October 1s`, the permit fee shall be prorated, as appropriate, for each month remaining in the fiscal year.
