A Resolution authorizing the City Manager to permit football conditioning and
practice sessions at Palmer Park and to waive field rental fees for South Miami
Senior High School.
WHEREAS, South Miami Senior High School's Department of Athletics ("the applicant")
has requested usage of open field space —east side —at Palmer Park and a fee waiver in order
to conduct football conditioning and practice sessions due to their field being under renovation;
and
WHEREAS, during the summer of 2019, the City was undergoing field/turf
improvements at Palmer Park in preparation of its upcoming youth football season. With
limited field space available to host practice and training sessions, City staff contacted South
Miami Senior High School who graciously made available its athletic field and parking lot area to
the City at no cost beyond a $25 dollar application fee; and
WHEREAS, the applicant is requesting a fee waiver in the amount of $7,425 for the use
of open field space at Palmer Park during the weekdays only, from July 7th through November
5th, 2021; and
WHEREAS, upon approval of this request the applicant must provide the City with the
required Certificate of Liability Insurance that complies with the City's standard insurance
requirements, including naming the City of South Miami as an additional insured.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true and
they are incorporated into this resolution by reference as if set forth in full herein.
Section 2. The City Manager is hereby authorized to permit football conditioning and
practice sessions at Palmer Park during the weekdays only —from July 71h through November
5th, 2021—and to waive field rental fees in the amount of $7,425 for South Miami Senior High
School.
Section 3. Corrections. Conforming language or technical scrivener -type corrections
may be made by the City Attorney for any conforming amendments to be incorporated into the
final resolution for signature.
Section 4. Severability. If any section clause, sentence, or phrase of this resolution is
for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding
shall not affect the validity of the remaining portions of this resolution.

Section 5. Effective Date. This resolution shall become effective immediately upon
adoption by vote of the City Commission.

SUBJECT: A Resolution authorizing the City Manager to permit football conditioning and

BACKGROUND: South Miami Senior High School's Department of Athletics is comprised of
eighteen (18) competitive athletic programs and is led by Paula Raflowitz,
Athletics Director. Coaching staff works to develop student -athletes in three
critical areas: academic integrity, social responsibility, and competitive athletic
excellence.
South Miami Senior High School's Department of Athletics ("the applicant")
has requested usage of open field space —east side —at Palmer Park and a fee
waiver in order to conduct football conditioning and practice sessions due to
their fields being under renovation.
During the summer of 2019, the City was undergoing field/turf improvements
at Palmer Park in preparation of its upcoming youth tackle football season.
With limited field options available to host practice and training sessions, City
staff contacted South Miami Senior High School who graciously made available
its athletic field and parking lot area to the City at no cost beyond a $25.00
application fee.
The applicant is requesting field space for up to seventy (70) student -athletes
for football training and practice purposes. Practices will be held weekdays
only, between 2:00 p.m. and 4:00 p.m., from July 71h through August 201h,
2021; and, between 3:30 p.m. and 5:00 p.m., from August 23rd through
November 5th, 2021. The applicant believes its athletic fields will be ready prior
to November 511. Furthermore, the applicant's request does not conflict with
existing programs at Palmer Park.
Upon approval of this request the applicant must provide the City with the
required Certificate of Liability Insurance that complies with the City's standard
insurance requirements, including naming the City of South Miami as an
additional insured.

South Miami Senior High School is awaiting the start of our Miami Dade County Schools Capital Improvemem
Plan. During renovations, our football, soccer, and baseball fields will be unusable. As part of the renovations
our portables will be removed, and our outdoor courts will be resurfaced. Renovations were scheduled to
begin June 1st of 2021; however, we are still waiting on the bids necessary for Dade County to contract with
the app•opriate agencies. At this time, we do not have a projected end date for the renovation project.
In order to serve our community and its students, we are submitting this letter to request a fee waiver for the
use of Palmer Park's football field for South Miami Senior High School's football team to conduct their
practices. The proposed dates are from July 7, 2021 to Nov 5, 2021. We would like to use the space from July
7, 2021 to August 20, 2021 from 2:00pm-4:00pm, Monday through Friday. Beginning August 23, 2021 to
Novemrer 5, 2021 the times would be from 3:30pm to 5:00pm, Monday through Friday.
We have always worked well together in the past and hope to continue this relationship to support our
children and our community.
