Ord No 07-21-2397ORDINANCE NO.07-21-2397 An Ordinance amending the South Miami Code of Ordinances by Revising Section 2- 4.81 "Submission of accounts payable and accounts receivable statement by city manager to city commission." WHEREAS, on October 21, 1986, the Mayor and City Commission adopted Ordinance 18- 86-1264; and WHEREAS, the Ordinance requires that the city manager submit to the city commission, at the second city commission meeting of each month, an accounts payable and accounts receivable statement signed by the city manager; and WHEREAS, it is the City's Finance Department recommendation that this outdated and uninformative accounts payable and accounts receivable statement requirement be removed and replaced with a more useful and informative report; and WHEREAS, the City's Finance Department is proposing that the accounts payable and accounts receivable statement be replaced with a monthly Budget to Actual Report, which would better serve the Commission, Management, and the Public; and WHEREAS, the City Commission deems it to be in the public interest to provide these changes to the Code of Ordinances; NOW, THEREFORE, BE IT HEREBY ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA, THAT: Section 1. The foregoing recitals are hereby ratified and incorporated by reference as if fully set forth herein and as the legislative intent of this Ordinance. Section 2 Chapter 2 Article I, Section 2-4.8, "Submission of accounts payable and accounts receivable statement by city manager to city commission" of the Code of Ordinances, City of South Miami, Florida, is hereby amended and shall read as follows: Sec. 2-4.8. -and- aeeeu AtS rem erg+ signed by the rite rv�anager e+va�le-�ttiteFi��.,,-ter ar��-r�muFjzr. Submission of the Budget to Actual Report by the City Manager to City Commission. The City Manager is hereby required to electronically submit to the City Commission and post on the City's official website, each month's Budget to Actual Report, no later than the 20th day of the following month. Conforming language ortechnical scrivener -type corrections may be made by the City Attorney for any conforming amendments to be incorporated into the final ordinance for signature. Section 4. Codification. The provisions of this ordinance will become and be made a part of the Code of Ordinances of the City of South Miami as amended. Section 5. Severability. If any section, clause, sentence, or phrase of this ordinance is for any reason held invalid or unconstitutional by a court of competent jurisdiction, this holding will not affect the validity of the remaining portions of this ordinance. Section 6. Ordinances in Conflict. All ordinances or parts of ordinances and all sections and parts of sections of ordinances in direct conflict herewith are hereby repealed. Section 7.
