A Resolution of the Mayor and City Commission of the City of South Miami
directing the City Manager to hold offering Juneteenth as a paid holiday until
negotiations with the various unions (AFSCME, PBA, FOP) are complete and
directing the City Manager to negotiate with the various unions to offer
Juneteenth as a paid holiday in place of Columbus Day.
WHEREAS, Juneteenth is a holiday celebrating the emancipation of those who had been
enslaved in the United States and the City desires to extend the recognition of this holiday to
the various unions (AFSCME, PBA, FOP) and general employees within the City; and
WHEREAS, at the City of South Miami ("City") Commission Meeting held on May 4,
2021, a resolution was passed recognizing Juneteenth as a paid City Holiday; and
WHEREAS, the Mayor and Commission recommend that the Juneteenth paid holiday
replace the Columbus Day holiday and Columbus Day no longer be a paid holiday for City
employees.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIONERS OF THE
CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true and
correct and are hereby made a specific part of this resolution upon adoption hereof.
Section 2. The City of South Miami Mayor and Commission direct the City Manager to
hold offering Juneteenth as a paid holiday until negotiations with the various unions (AFSCME,
PBA, FOP) are complete and further direct the City Manager to negotiate with the various
unions to offer Juneteenth as a paid holiday in place of Columbus Day.
Section 3. Corrections. Conforming language or technical scrivener -type corrections
may be made by the City Attorney for any conforming amendments to be incorporated into the
final resolution for signature.
Section 4. Severability. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding will
not affect the validity of the remaining portions of this resolution.
Section S. Effective Date. This resolution will become effective immediately upon
adoption.
