Educational and Fitness Corporation to hold its Twilight SK Run/Walk event and
to waive certain special event fees.
WHEREAS, Team FootWorks Educational and Fitness Corporation ("the applicant"), a not -
for -profit organization, has submitted a Special Event Application to hold its annual Twilight 5K
Run/Walk event on Sunday, June 6, 2021 from 6:00 p.m. to 9:00 p.m.; and
WHEREAS, the applicant is responsible for submitting payment for the following services
rendered by the City ($5,035) ten (10) business days prior to the event date; and

WHEREAS, for safety purposes and due to Miami Dade County Emergency Orders, City of
South Miami rules and codes, and CDC recommended guidelines, the applicant will reduce its
registration by 50% and will only allow five hundred (500) participants to register for the event;
and
WHEREAS, should Miami Dade County Emergency Orders, City of South Miami rules and
codes, and CDC recommended guidelines be lifted, the applicant will reopen registration to 100%
capacity, and the applicant will host a post -race block party on 73r1 street from 5711 avenue to
5811 avenue and 57" court from 72nd street to 741h street; and
WHEREAS, the applicant has submitted the necessary Notification/Petition form signed
by businesses that will be affected by the requested street closures; and
WHEREAS, upon approval of this event, the applicant must provide the City with the
required Certificate of Liability Insurance that complies with the City's standard insurance
requirements, including naming the City of South Miami as an additional insured prior to the
event.

NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIONERS OF THE
CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true and
they are incorporated into this resolution by reference as if set forth in full herein.
Section 2. The City Manager is hereby authorized to permit Team FootWorks Educational
and Fitness Corporation ("the applicant"), a not -for -profit organization, to host its annual Twilight
5K Run/Walk event on Sunday, June 6, 2021 from 6:00 p.m. to 9:00 p.m.; the race will begin at
SW 741h street and 581h avenue and ends at SW 57`h court and 73rd street.
Section 3. The City Manager is hereby authorized to waive certain special event fees in
the amount of $9,090.48.
Section 4. Furthermore, the City Manager is hereby authorized to permit a post -race block
party on 73`d street from 571h avenue to 58`h avenue and 57`h court from 72"d street to 741h street
in the event COVID-19 pandemic restrictions are lifting by Miami Dade County Emergency Orders,
City of South Miami rules and codes, and CDC recommended guidelines.
Section S. Corrections. Conforming language or technical scrivener -type corrections may
be made by the City Attorney for any conforming amendments to be incorporated into the final
resolution for signature.
Section 6. Severability. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
not affect the validity of the remaining portions of this resolution.
Section 7. Effective Date. This resolution shall become effective immediately upon
adoption.

BACKGROUND: Team FootWorks Educational and Fitness Corporation ("the applicant"), a
not -for -profit organization, has submitted a Special Event Application to
hold its annual Twilight 5K Run/Walk event on Sunday, June 6, 2021 from
6:00 p.m. to 9:00 p.m.
The Twilight 5K Run/Walk allows participants of all skill levels to partake in
a fun, safe run/walk in the downtown South Miami area and surrounding
streets. The race will begin at SW 741h street and 581h avenue and ends at
SW 57th court and 73rd street.
Due to Miami Dade County Emergency Orders, City of South Miami rules
and codes, and CDC recommended guidelines, the applicant will reduce its
registation by 50% and will only allow five hundred (500) participants to
register for the event. The applicant will be encouraging participants to
wear facial covering before and after the run/walk.
All sidewalks will remain open to the public. The applicant along with the
Public Works Department will be responsible for cleaning all public
property (sidewalks, street gutters, etc.) post event. Barricades and police
vehicles will block traffic at all intersections.
The applicant has submitted the necessary Notification/Petition form
signed by businesses that will be affected by the requested street closures.
Upon approval of this event the applicant must provide the City with the
required Certificate of Liability Insurance that complies with the City's
standard insurance requirements, including naming the City of South
Miami as an additional insured prior to the event.

the Special Event is held Including any personal injury or loss of life, or damage to or loss of property, and
from and against any costs, attorney's fees, expenses or liabilities included In and about the defense or
settlement of any clams, and the investigation thereof, except to the extent caused by indemnitees
negligence of willful misconduct.
3. No Street shall be closed without approval from the City Commiszion.
4. Traffic shall be maintained In accordance with Florida Department of Transportation (FDOT), Miami -Dade
County standards and any additional requirements by the City of South Miami Public Works Department
and Police Department.
5. Event areas shall be restated to equal or better condition than they were before the event started.
4. Any damage to private property shall be restored to its original condition or better and as accepted by the
Owner caused by applicant or any of its agents, servants or employees, invitees and onlookers.
7. If all restoration work Is not performed within 30 days of work completion, the City of South Miami Public
Works Department may restore the event area and charge the applicant for the cost of restoration and
additional Incidental fees.
6. Applicant must pay all fees prior to the date of their event(s).
9. Applicants shall notify the City of South Miami Special Event Coordinator at least forty-eight (48) hours prior
to start of their event of any cancellations to be considered for any refunds.

Yvette, Team FootWorks, like a lot of companies has been tremendously affected by Covid. Participation in the
Corporate Run last year (which normally sustains us throughout the year) brought in about half of what we normally
would] expect in revenues. We are hoping by postponing the event to September of this year it gives us time for enough
people to get vaccinated so we are able to host the event with large crowds and people are comfortable coming to the
event.
While the Twilight 5K isn't as big for us as the Corporate Run it is just as important as it is our "hometown race". With
limited participation expected we are concerned about being able to afford everything. That being said we would like to
request that the special event application fee, public works, parking and street closure/mot to be waived.
Sorry I wasn't able to answer the phone earlier. I am working on sales floor but can answer if I am not waiting on
customers if you want to call again.

Below are the fees for Twilight 5K Run 2021, per the Fee Schedule. Note the email map was difficult to read but as
discussed with you and Quentin it is the same map as that of 2019 so I kept the same route and cost.
Twilight SK: Run 2021
Temporary full road closure= $25 ($0.25 x Approx. IOOLF) = 8281 LF x .25 = $ 2,070.48 (Note: i deducted the one-way on
SW 58th ave totaling 8480.67LF to the total length amount)
The MOT fee for roadway = $100 x 4 directions = $400
