BACKGROUND: Central Square Technologies, includes ONESolution for Finance Department, TRAKiT, a software system supporting Building, Planning and Zoning, Public Works departments, Code Enforcement Division and, OSSI, supporting Police Communication. TRAKiT software was required to comply with F.S. 553 mandating that as of October 1, 2017 all 'building jurisdictions' in the State of Florida must keep electronic records available to the public. The software integrates with the Finance Department software to approve receipt of applicable fees collected by departments. Furthermore, the software enhances and increases efficiency related to critical on -site data entry during daily field inspections conducted by staff. The OSSI, is the current software provider for all Police Department software related records, computer aided dispatch, report writing, mobile data communications, etc. The software provides a seamless migration of records and services providing for minimal interruptions in service. All the proprietary software systems each need to be periodically upgraded with the latest versions to enhance and improve the software's efficiency and security and require ongoing maintenance and life support. It is not in the City's best interest financially, to procure any new financial software and related systems to support the City's core departments, estimated to be in excess of $1 Million; hence, Central Square Technologies; including, ONESolution, TRAKiT and OSSI is considered a sole source. 2 South Miami THE CITY OF PLEASANT LIVING Account: Attachments: CITY OF SOUTH MIAMI OFFICE OF THE CITY MANAGER INTER -OFFICE MEMORANDUM Therefore, the City Manager shall have the authority to enter into annual maintenance and support agreements with Central Square Technologies, including ONESolution, TRAKiT and OSSI, for an amount that is appropriated in the City's Approved Budget beginning in Fiscal Year 2020 — 2021 and in subsequent fiscal years, as approved by budget until the time the City no longer uses Central Square.
