A Resolution authorizing the City Manager to enter into an annual maintenance and
support agreement with Central Square Technologies, formerly, Superion, a sole
source vendor for proprietary software systems supporting Finance, Building, Planning
and Zoning, Public Works, Code Enforcement, and the South Miami Police
Department.
WHEREAS, Central Square Technologies, which includes ONESolution, TRAKiT a software
system supporting Building, Planning and Zoning, Public Works departments, Code
Enforcement Division and, OSSI, supporting Police Communication was originally purchased in
October 2010, with the exception of TRAKiT; and
WHEREAS, TRAKiT software was added in June 2018 to record daily and operational
transactions for Building, Planning and Zoning, and Public Works departments as well as the
Code Enforcement Division. The software complies with Chapter 553, F.S., which mandates
that, as of October 1, 2017, all "building jurisdictions" in the State of Florida must keep
electronic records available to the public; and
WHEREAS, TRAKiT enhances and increases efficiency related to critical on -site data
entry during daily field inspections routinely conducted by staff and integrates with the Finance
Department software to approve receipt of applicable fees collected; and
WHEREAS, the City of South Miami Police OSSI software, is the current software
provider for all of the Police Department's software related records, computer aided dispatch,
report writing, mobile data communications, etc., and provides a seamless migration of records
and services providing for minimal interruptions in service; and
WHEREAS, all the proprietary software systems each need to be periodically upgraded
with the latest versions to enhance and improve the software's efficiency and security and
require ongoing maintenance and life support; and
WHEREAS, Central Square Technologies, which includes, ONESolution, TRAKiT and OSSI
are proprietary software systems and are the exclusive property of Central Square
Technologies: and
WHEREAS, it is not in the City's best interest financially, to procure any new financial
software and related systems to support the City's core departments with an estimated cost to
be in excess of $1 Million; therefore, Central Square Technologies; including ONESolution,
TRAKiT and OSSI are considered a sole source; and
WHEREAS, the City Manager shall have the authority to enter into annual maintenance
and support agreements with Central Square Technologies, including ONESolution, TRAKiT and
OSSI, for an amount that is appropriated in the City's Approved Budget beginning in Fiscal Year

2020 - 2021 and in subsequent fiscal years, as approved by budget until the time the City no
longer uses Central Square.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIONERS OF THE
CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true and
they are incorporated into this resolution by reference as if set forth in full herein.
Section 2. The City Manager is authorized to enter into an annual maintenance and
support agreement with Central Square Technologies, a sole source vendor for proprietary
software systems supporting Finance, Building, Planning and Zoning, Public Works and Code
Enforcement and the South Miami Police Department in an amount not to exceed the City's
Approved Budget in Fiscal Year 2020 - 2021 and in subsequent fiscal years until the software is
no longer used but not to exceed five years.
Section 3. Corrections. Conforming language or technical scrivener -type corrections
may be made by the City Attorney for any conforming amendments to be incorporated into
the final resolution for signature.
Section 4. Severability. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding
will not affect the validity of the remaining portions of this resolution.
Section 5. Effective Date. This resolution will become effective immediately upon
adoption.
