Res No 031-21-15651RESOLUTION NO.031-21-15651 A Resolution of the Mayor and City Commissioners of the City of South Miami creating a committee, establishing procedure and criteria, and approving the application form for the Marshall Williamson Scholarship. WHEREAS, the James T. Bowman Scholarship was established on January 14, 2003, to honor the second City of South Miami Afro-American Commissioner; and WHEREAS, the scholarship was intended to encourage disadvantaged students who are residents of the Marshall Williamson Area of South Miami, who exhibit strong desires for self-improvement and who wish to further their educations past high school; and WHEREAS, the Marshall Williamson area has been and is home to people who have served the City on Boards and Committees and as elected officials; and WHEREAS, the City of South Miami wishes to continue the Scholarship Program; and WHEREAS, the City has set aside $5899 $10,000 in its FY20/21 budget to be used for the students' full 2021-2022 school year; and WHEREAS, the City wishes to develop a set of criteria and establish an award process for 2021. NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIONERS OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. The foregoing recitals are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this resolution upon adoption hereof. Section 2. The name of the Scholarship program will be the Marshall Williamson Scholarship. Section 3. The attached scholarship criteria, procedure, and application form, including the establishment of a scholarship committee, is hereby approved. Section 4. Corrections. Conforming language or technical scrivener -type corrections may be made by the City Attorney for any conforming amendments to be incorporated into the final resolution for signature. Section S. Severability. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding will not affect the validity of the remaining portions of this resolution. No. 031-21-15651 Marshall Williamson Scholarship Process and Procedures A scholarship committee, known as the Marshall Williamson Scholarship Committee (Committee), is hereby formed, and organized as follows: (1) The Committee is comprised of five members who are City residents and who are to be appointed in accordance with the City Charter. a. One member must be a teacher/professor, b. One member must be a skilled tradesperson, C. One member must be a business owner, d. two members must be City of South Miami residents. (2) The City Commission may waive the qualifications of a member of the Committee upon the request of a member of the City Commission who has not made a Committee appointment. (3) Each member will serve for a 2-year term. (4) The quorum for meetings is a majority of the members who have been appointed. (5) The duty of the Committees is to select a recipient(s). (6) The Committee must present the name(s) of the recipient(s) to the City Commission at the next regularly scheduled City Commission meeting after each scholarship selection(s) has(have) been made. (7) The Community Outreach Coordinator or other City employee chosen by the City Manager will act as liaison. The Marshall Williamson Scholarship Committee reserves the right to select more than one recipient with the total available funding to be shared amongst the selected recipients. Recipients will be selected from residents of the City of South Miami who are high school seniors and graduates, college students, people wanting to attend vocational/trade schools, and previous Bowman Scholarship recipients. Preference will be given to applicants from disadvantaged economic backgrounds. Applicants who are current students must have, at minimum, a grade point average of 2.5. Scholarship funding may be utilized by selected awardees for tuition assistance and related books/supplies for either accredited vocational or accredited advanced academic education. History: Upon delivering his/her application the applicant will be handed an essay about the history of the Marshall Williamson area. Interview: Each of the most promising applicants will be invited to participate in an interview with three or more members of the committee. During this interview, at least Page 3 of 6 Res. No. 031-21-15651 one topic will be the student's understanding of and reaction to the essay about the Marshall Williamson area history. Office: The office of the Community Outreach Coordinator serves as the Office for the Marshall Williamson Scholarship materials and records. Notice of the Scholarship will be posted on the City Website, in SoMi INSIDER, on the bulletin board in the Community Center lobby, on the City's various social media websites, in the South Miami Community Newspaper is permitted, and through the South Miami High School Guidance Department. The application packet may be downloaded from the City's website, http://www.southmiamifl.gov/ It may be picked up at the Community Center Reception Desk, 5800 SW 66th St., South Miami, FL 33143. To be considered for funding, a fully completed application with all required documentation must be received by the application deadline. The deadline for receiving 2021-2022 scholarship application is 5:00 pm on Wednesday, June 30, 2021. The recipients will be announced at the Commission Meeting on August 17, 2021. Checks will be made out to the institution for the use of the student throughout the academic year. These procedures are in place for the 2021-2022 academic year. Bowman, Sr. was a lifelong South Miami resident and a community leader. He served tirelessly in numerous community organizations and on several municipal boards. He also held memberships in various South Miami organizations including the Community Action Agency and the Alliance for Youth. He served as a South Miami City Commissioner from 1978 through 1986. His life was dedicated to facilitating economic development opportunities and establishing career opportunities for African American youth. He will be fondly remembered for his many contributions to improve the South Miami Community. A scholarship dedicated to his name was established on January 14, 2003. In March 2021, the Scholarship was renamed the Marshall Williamson Scholarship to honor all the people from that area of South Miami who serve and have served as members of Boards and Committees and as elected officials. It is awarded on an annual basis by the City of South Miami to eligible City of South Miami resident students. The total funding available for the 2021-2022 academic year is $5,000. Awards shall be made at the discretion of the City of South Miami Commission at the recommendation by the Marshall Williamson Scholarship Committee. The City of South Miami supports students exhibiting a strong desire for self-improvement through education. The City of South Miami reserves the right to select more than one recipient with the total available funding to be shared amongst them. Scholarship funding may be utilized by the selected awardees for tuition assistance and related books/supplies for either vocational or higher -level educational training - college or university, trade, or career school - that is at an accredited, post -secondary institution. To be considered for funding, a fully completed application with all required documentation must be received by the application deadline.
