NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSIONERS OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. Severability. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. BACKGROUND: Deli Lane Cafe ("the applicant"), located at 7230 SW 59th Avenue, has submitted a Special Event Application to host a St. Patrick's Day Music and Food Festiva! ("the event") on Wednesday, March 17, 2021 from 3:00 P.M. to 11:00 P.M. In observance of St. Patrick's Day, the applicant is requesting to extend its business and provide services onto 59th Avenue from 72nd Street to 73rd Street. The event will feature live music, Irish food, and beverages catered and sold by the applicant. The applicant is anticipating roughly two - hundred (200) persons. According to the applicant, both sitting and standing tables will be available at 10 feet apart, no more than 6 persons per table. Furthermore, customers will be assigned to a table in order to enter; they will not be permitted to roam nor gather in other areas. The applicant stated that additional employees will be hired to enforce rules accordingly. Hand sanitizing stations will be available at each table and all counter spaces. The entertainment band will be roped off and will maintain a twenty (20) foot distance from attendees/customers at all times. Vehicles and three (3) police officers will be present on site to block traffic at intersections. Z 15 February 22, 2021 Thanks Mayor Philips and Commissioners; We successfully created a holiday pedestrian friendly, socially distant, live music experience Thanksgiving weekend last November. We are asking your help again waiving some of the fees for the street closure to replicate that event for St Patrick's Day 2021. It is a costly venture even with your assistance discounting fees, with insurance, off duty police and relative costs to holding an event on Dorn Ave. We are attempting to breathe some life in the business district which is rife with business failures and empty storefronts due to COVID and the necessary but oppressive restrictions imposed. in November I was struck by how many folks approached me to thanks me and share their positive vibe from the street being closed to car traffic. It is the perfect street in South Miami to do this on any kind of regular basis. The restrictions do present logistical challenges that require a thoughtful plan and do not enjoy the crowd size it would normally take to make this a lucrative undertaking. What I do see is an opportunity to do the St Patrick's Day event a premier outdoor annual event that would draw people back to the area. I am thinking of the future for us and all of South Miami.
