Res No 030-20-15470RESOLUTION NO.: 030-20-1 5470 A Resolution authorizing the City Manager to negotiate and to enter into a multi -year contract with iSwim Academy, LLC for swim lesson services. WHEREAS, the City issued a Request for Proposals ("RFP"), RFP #PR2019-13, on Wednesday, December 18, 2019 for "Swim Lesson Services," which entail the development, operation, management, promotion, implementation and supervision of co-ed infant, youth and adult swim lesson programs and services at Murray Park Aquatic Center; and WHEREAS, the City received one (1) proposal that was evaluated by a Selection Committee ("The Committee") on Wednesday, February 12, 2020. The Committee was comprised of Mr. Quentin Pough (committee chairperson), Director of Parks and Recreation; Mr. Evan Fancher, CRA Director; and, Mr. James Nall, Recreation Supervisor II. Based on the final scores and rankings summarized below, the Selection Committee is recommending iSwim Academy, LLC; and Evaluator Score Quentin Pou h 83 Evan Fancher 100 James Nall 100 TOTAL 283 WHEREAS, iSwim has proposed to pay the City $41,000 over a five (5) year term; and WHEREAS, City staff anticipates that swim lessons will commence on Monday, April 6, 2020. The term of this agreement shall be for a period of three (3) consecutive years, beginning April 2020. Prior to, or upon completion, of that initial term, the City shall have the option -to -renew the contract for one (1) additional two (2) year periods for a maximum total of five (5) years. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1: The City Manager is authorized to negotiate and to enter into a multi -year contract with iSwim Academy, LLC for swim lesson services. Section 2. Corrections. Conforming language or technical scrivener -type corrections may be made by the City Attorney for any conforming amendments to be incorporated into the final resolution for signature. Section 3. Severability. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. M The previous four years, between the months of April and September, iSwim Academy LLC. has operated Swim Lesson Services at Murray Park Aquatic Center located at 6701 SW 58th Place, South Miami, FL 33143. In October, 2015, representatives from the City of South Miami's Parks and Recreation Department met with members of iSwim Academy,LLC. to discuss swim lesson services to be provided at the Aquatic Center. Annual Contracts from 2016-2019 were issued to iSwim Academy to operate the swimming program. Our program primarily consists of three main divisions; private lessons, group lessons, and a non-competitive swim team. In addition, in 2019 we added an Adult Swim Training Program. Part of our program that we are most proud of is our ability to give back to those in need, particularly the local community which the pool serves most often. Through USA Swimming grants, the Rotary Club of South Miami, and other private individuals, we created scholarships for the South Miami Community Redevelopment Area and other families in need. Although the details of each of these areas differs for each class being taught, the foundation of who we are and how we teach remains consistent throughout our instruction. We base our teaching on survival, skill, and fun. We often tell parents, "We'll meet you in the fun." Survival, being the obvious first choice in most minds, is achieved by teaching students to "get to the wall." It is our philosophy if a student can grab the wall, they can be safe and survive. This is accomplished via two vehicles, jumps and swims. At first this is achieved through explanation and coach assistance. We move forward at a steady pace, with the student's response to training taken into consideration, and ultimately have the student meet the desired results. Jumps, seated on the side of the pool are the first steps performed. Next is standing and jumping into the pool with a turn around back to the wall. Swims start about 10 feet away from the wall and the student is instructed to kick to the wall. This serves as a foundation for both private and group lessons. Students cannot move forward with other aspects of swimming within our program until they are "safe" in the pool and this is determined by their ability to achieve jumps and swims on their own. Private lessons and Group lessons follow the same curriculum, essentially, because our goal is to teach each student individually regardless if it is a private class or group class. Our certificate (located in Exhibit 2) is given to students upon completion of a private or group lesson. It details our instructional program and what the student achieves. It also provides an indication of what can be expected as the student moves forward and progresses. In group classes, the objective is to organize students by age and skill level creating a more effective teaching experience for the instructor and a more successful learning experience for the student. Skill is the second aspect of our foundation and moves us into more private and group lessons, as well as the non-competitive swim team. Once a student is safe in the pool they can learn the d' skill of swimming. The four main competitive strokes are freestyle, backstroke, butterfly, and breaststroke. We teach each of these strokes based on the student's skill, age, and coordination. There are several factors of the human body which we consider. Physical development of the human body and the mind's ability to receive and transmit information to the muscles is surprisingly a large part of how our program has been developed. Whether we are considering the number of instructional commands to give to a 2, 3, or 4 year old child or whether or not a 5 or 6 year old child can move their arms or roll their body appropriately, we consider how that specific aged child responds, both physically and mentally. Through this methodology we strive to develop the student's skill level according to our curriculum, which is based on survival swimming and the four competitive strokes of swimming. Finally, the FUN! Fun is a major aspect of what we do and how we teach. If a child is having fun, they are more likely to practice and repeat what was taught. Swimming is a non-negotiable in South Florida. Besides a growing number of pools, there are countless lakes, canals, and a seemingly endless coastline of mainland and islands. In addition, the many boats that are in South Florida and how often people and their friends are out boating is another factor to be considered. We encourage all of the participants with our program to commit to swimming with their kids. Go in the pool, channel your inner second grader, play alligator, spin around, get your hair wet mom... Without the fun, children often see little purpose with learning how to swim. In April of 1993, Nicholas Bevilacqua or Coach Nick, began teaching swimming at Kendale Lakes Golf and Country Club by working for "Swim Miami." Since 1993 Coach Nick has been teaching swimming every summer, some summers more than others, yet consistently teaching year after year. In 2009, Coach Nick created a full time income program with private home lessons and by 2014 launched iSwim Academy, LLC. Since 2014 Coach Nick has added instructors to the spring and summer workloads and in 2016 iSwim Academy,LLC. began its first of four consecutive summers (from 2016 - 2019) running a "Swim Lesson Services" program at Murray Park Aquatic Center in South Miami. Coach Nick and iSwim Academy have been serving the Miami area for over 25 years. iSwim Academy, has grown from a "one man shop" to multiple instructors working on the road conducting private lessons, and at the Aquatic Center in South Miami teaching private and group lessons as well as running a non-competitive swim team. Our staff fluctuates from year to year as we primarily engage local college and high school students to serve as part of our workforce. We are blessed to have been able to retain several instructors year after year; however, as they achieve higher education, they move on to chase .heir own dreams. This is a family business. Coach Nick's wife, Carla, has held many positions early on and currently, Coach Nick's mother, Noreen, who runs the office where she handles the scheduling of lessons and the personal communication with clients. iSwim Academy's most senior instructor and road lesson lead is Coach Manny. He was one of the instructors who trained Coach Nick at "Swim Miami" in 1993. At this time, the principals, officers, owners, board of directors 1 trustees are simple; it is Nicholas Bevilacqua. However, as this is a family business, much of the business operations are discussed with Carla Bevilacqua and Noreen Virgin. The markets we primarily serve range throughout southwest Miami Dade County. Our road lessons span from Midtown Miami, South Beach, south to Cutler Bay and west to the Everglades. We teach private home lessons throughout southwest Miami -Dade and sometimes venture further north or south for clients. The Murray Park Aquatic Center mostly attracted clients within a 10-15 mile radius; although, we did service several clients outside of this area who wanted to be taught by Coach Nick or specifically wanted our program methodology. Because iSwim Academy is currently an LLC and is still an up and coming "mom and pop" type business we do not currently have any full time employees. We have several instructors who work for us and some part time office staff. Personnel are generally employed by iSwim Academy from April - September. The total number of employees ranges from 5 -15 depending on the month and current and future enrollments. iSwim Academy has been in business for 6 plus years and was opened in 2014. Each lesson is 30 minutes long and a lesson is five classes (1 week M-F) unless otherwise noted in final program schedule. Students as early as 6 months old with no upper age limit may enroll. Lesson design is based on the student's swimming abilities. COST: $150 ($200 for private lessons with Coach Nick) Non -Competitive Recreation Swim Team Swim Team is conducted by experienced and trained instructors. Each session is 45 minutes long and a session is two days per week or three days per week depending on age and/or skill 'level. This program is scheduled on a monthly basis. COST: $125 _Adult Swim Training _Adult Swim Training is conducted by experienced and trained instructors. Each session is 45 minutes long and a session is two days per week. This program is designed for a wide range of swimming backgrounds and ability levels of adults who choose to swim as a fitness routine. For the last few years, I have taken my grandchildren to swim classes at the South Miami facility with !Swim instructors. From the beginning of the process to the lessons, I have been impressed by their professional nature and their customer service mindset. My grandchildren have participated in private lessons and in group lessons as well. The quality of the instructors has been excellent, and they work well with children keeping in mind that some children are fearful of swimming. They provide comfort while still making sure they have the swimmer progress through the skills necessary to make them smarter, safer and stronger swimmers. They all started as babies going underwater and getting them to the wall and have progressed to swimmers who are looking to improve their strokes. There have always been personnel available from iSwim Academy to answer questions and assist with anything needed either by phone or at the pool. I have found this an important component because it allows the process to be a smooth one. I am sure that the City of South Miami benefits from partnering with iSwim Academy and making sure that its residents and community members are provided excellent instruction by highly qualified instructors.
