A Resolution of the Mayor and City Commission for the City of South Miami,
Florida, appointing Dr. Philip K. Stoddard as the City's Special Envoy for Climate
and Sustainability.
WHEREAS, the Mayor and Commission of South Miami have approved numerous policies
and initiatives relating to climate protection and sustainable development; and
WHEREAS, the Mayor and Commission of South Miami have authorized the City Attorney
to engage the City of South Miami in litigation against the Trump Administration's Environmental
Protection Agency opposing the repeal of the Obama Administration's Clean Power Plan as well as
other climate change related litigation; and
WHEREAS, during his 10-year tenure as Mayor, Dr. Philip Stoddard became a regional and
national leader in the fields of climate policy and sustainability; and
WHEREAS, Mayor Stoddard has (happily) retired from political office but is still willing to
assist the City in his areas of expertise; and
WHEREAS, the City's engagement and Dr. Stoddard's expertise in climate and
sustainability issues are in demand regionally and nationally.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY
OF SOUTH MIAMI, FLORIDA, THAT:
Section i. The foregoing recitals are hereby ratified and confirmed as being true and they
are incorporated into this resolution by reference as if set forth in full herein.
Section 2. Former Mayor Philip K. Stoddard shall serve South Miami as the Special Envoy
for Climate and Sustainability, representing to entities beyond the City the Commission's officially
approved policies and interests relating to climate protection, adaptation, and sustainability. He
shall serve at the pleasure of the City Commission for an indefinite term.
Section 3. The position of Envoy for Climate and Sustainability is a volunteer position,
with no compensation for time expended. Indemnification shall be the same as for appointed
members of City boards. If the Commission requests and authorizes the Envoy's travel outside
Miami -Dade County on the City's behalf, the Envoy may be reimbursed reasonable travel expenses.
The Envoy is authorized to use the City's name, logo and the official seal of the City of South
Miami for the official duties of the Envoy. All written correspondence, and other documents
prepared or received by the Envoy in the course and scope of the Envoy's activities must be
copied to City Mangers office, saved electronically to a City assigned OneDrive account, and be
accessible to the City.
Section 4. Corrections. Conforming language or technical scrivener -type corrections
may be made by the City Attorney for any conforming amendments to be incorporated into the
final resolution for signature.
Section S. Severability. If any section clause, sentence, or phrase of this resolution is for

any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding will
not affect the validity of the remaining portions of this resolution.
Section 6. Effective Date. This resolution will become effective immediately upon
adoption.
