Res No 220-18-15253RESOLUTION NO: 220-1 8-1 5253 A Resolution authorizing the City Manager to enter into a multi-year Marketing Licensing Agreement with Utility Services Partners d/b/a Service Line Warranties of America, piggybacking onto the agreement between Utility Services Partners and the City of Miramar. WHEREAS, Utility Service Partners (USP), Inc. d/b/a Service Line Warranties of America (SLWA) is a privately held company which administers the National League of Cities (NLC) Service Line Program which is offered nationally on a voluntary basis to help cities assist their residents by providing an affordable solution for sewer and water line repair or replacement; and WHEREAS; the NLC Service Line Program provided by USP d/b/a SLWA is being offered by the City to allow owners of property in the City of South Miami to enroll in a home warranty program; and WHEREAS, if a property owner chooses to participate, the repairs and replacements of these utility lines are funded solely by USP d/b/a SLWA; and WHEREAS, the City is piggybacking onto a City of Miramar solicitation. Request for Proposal, RFP No. 18-10-02 "Residential Water/Wastewater Line Program; and WHEREAS, the agreement with between the City and Utility Service Partners (USP), Inc. d/b/a Service Line Warranties of America (SLWA) is for a three-year term; and WHEREAS, the Service Line Program offered to City property owners is at no cost to the City. NOW, THEREFORE, BE IT RESOLVED THE MAYOR AND THE CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. The City Manager is authorized to enter into a multi-year Marketing Licensing Agreement with Utility Services Partners, by piggybacking onto the agreement between Utility Services Partners and the City of Miramar. A copy of the agreement is attached. Section 2. Severability. If any section, clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, this holding shall not affect the validity of the remaining portions of this resolution. Nationally, there are over 600 municipalities that have partnered with SLWA, including the City of Miramar. The NLC Service Line Program provided by USP d/b/a SLWA is being provided by the City to allow owners of property in the City of South Miami to enroll in a home warranty in connection with the City of South Miami's partnership with the program. If a property owner chooses to participate, the repairs and replacements of these utility lines are funded solely by USP d/b/a SLWA. No. 6724 06/06/18 09/05/18 WHEREAS, the City has been approached by several companies that offer solutions for the coverage and repair of the homeowner's water and wastewater lines within the property that may not be covered by the homeowner's insurance policies: and WHEREAS, staff conducted research and found that many municipalities and/or utility systems have contracted with companies that provide this type of service for their customers; and WHEREAS, the City issued Request for Proposals No. 18-10-02, entitled "Residential Water/Wastewater Line Program" (the "RFP") on October 17, 2017, to solicit for a qualified company to provide a residential water and wastewater line program to homeowners for coverage and repairs that may otherwise not be covered in the homeowner's insurance policies; and WHEREAS, the RFP closed on December 7, 2017 with a total of three proposals from American Water Resources, Utility Service Partners, Inc. a Homeserve Company ('Homeserve") and Worth Ave Group; and WHEREAS, a selection committee of staff from the City's Public Works Department, Construction and Facilities Management Department and the City Manager's Office reviewed the proposals and conducted oral presentations from all three proposers; and Reso.
