A Resolution authorizing the City Manager to expend an amount not to
exceed $770,000, for Miami Dade County to cover solid waste disposal
payments for disposal of solid waste.
WHEREAS, the City requires that all contracts for goods and services in excess of
$5,000 must be approved by the City Commission; and
WHEREAS, the City has an Agreement with the County for utilization of its facility
with a disposal fee of $63.57 per ton, and a transfer fee of $13.90 per ton through September
30, 2021; and
WHEREAS, the City forecasts the expenditure up to $770,000 to Miami Dade County
for the procurement of solid waste disposal services for the fiscal year 2020/2021; and
WHEREAS, the Agreement provides continued use by the City of the County Solid
Waste Management System to satisfy concurrency requirements of the Local Government
Comprehensive Planning and Land Development Regulation as it applies to Solid Waste disposal
capacity for the Solid Waste which the City collects for disposal, and which is committed to the
County for disposal in the County Solid Waste Management System in accordance with the
Agreement; and
WHEREAS, the expenditure will be charged to the Public Works Solid Waste
001.1720.534.4340 which has an account balance of $770,000 before this request.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSIONERS OF THE CITY OF SOUTH MUM, FLORIDA:
Section 1. The foregoing recitals are hereby ratified and confirmed as being true and they
are incorporated into this resolution by reference as if set forth in full herein.
Section 2. The City Manager is authorized to expend an amount not to exceed $770,000
to cover the disposal invoicing for usage of Miami Dade County Facilities for the use of disposal
of solid waste for the fiscal year 2020/2021, charged to account number 001.1720.534.4340
Solid Waste -with a current balance of $770,000.
Section 3. Corrections. Conforming language or technical scrivener -type corrections
may be made by the City Attorney for any conforming amendments to be incorporated into the
final resolution for signature.
Section 4. Severability. If any section clause, sentence, or phrase of this resolution is for
any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall
not affect the validity of the remaining portions of this resolution.

Section 5. Effective Date. This resolution shall become effective immediately upon
adoption.

BACKGROUND: The City Charter requires that all contracts for goods and services in excess
of $5000 shall be approved by the City Commission.
The City forecast the expenditure up to $770,000 to Miami Dade County
Solid Waste Management for the use of disposal of solid waste through
the utilization of the County Resource Recovery facility.
The agreement provides continued use by the City of the County Solid

As we embark on a new fiscal year, I would like to thank you for your continued partnership with
the Miami -Dade County Department of Solid Waste Management (DSWM). Pursuant to the
Waste Disposal Inter -Local Agreement, I would like to take this opportunity to inform you of the
changes to the contract disposal fee and the transfer fee for the 2020-21 Fiscal Year. On
September 17, 2020, the Board of County Commissioners approved an increase, by the Bureau
of Labor Statistics Consumer Price Index (CPI) of 0.29 percent, to the contract disposal fee from
$63.38 to $63.57 and transfer fee from $13.85 to $13.90.
