Res No 071-20-15511RESOLUTION NO.: 071-20-15511 A Resolution authorizing the City Manager to expend an amount not to exceed $S3,400 to M. Romero's Roofing & Inspections, Inc. for the Installation of a new roof at the Mobley building. WHEREAS, the Marshall Williamson building, commonly known as the Mobley building, was previously owned by the City of South Miami Community Redevelopment Agency (SMCRA) and the majority of the building had been occupied by other, non -municipal agencies; and WHEREAS, since the SMCRA no longer exists, the City's Parks and Recreation Department has been charged with overseeing the Mobley building; and WHEREAS, an assessment was recently conducted and it was discovered that the existing roof is leaking and severely damaged due to general wear -and -tear over the years. Furthermore, the roof leaks have caused interior damage due to water intrusion; and WHEREAS, competitive proposals were sought from four (4) different sources of supply. M. Romero's Roofing & Inspections, Inc. was the lowest and most responsive vendor; and WHEREAS, the Finance Department continues to work with Miami -Dade County on finalizing the termination of the SMCRA and separating the finances which the City and County share an interest. As part of those discussions, the cost related to the roof repair will be paid by the SMCRA Fund. The City and County have tentatively agreed to pay for the roof repairs using a line -item that does not have sufficient balance, however, have decided to use the excess monies from other line items to offset the difference. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA: Section 1. The foregoing recitals are hereby ratified and confirmed as being true and they are Incorporated into this resolution by reference as if set forth in full herein. Section 2. The City Manager is authorized to expend an amount not to exceed $53,400 to M. Romero's Roofing & Inspections Inc. for the installation of a new roof at the Mobley building, utilizing funds from Property Maintenance account 610-1110-583-3455, with an account balance of $27,183. Section 3. Corrections. Conforming language or technical scrivener -type corrections may be made by the City Attorney for any conforming amendments to be incorporated into the final resolution for signature. Res. If any section clause, sentence, or phrase of this resolution is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this resolution. Any testing required by local building departments inctuding, but not limited to asbestos surveys, moisture surveys, pull-up tests or statement of design pressure are also not included in the scope of work unless otherwise specifically stated in writing in the proposal. It is understood by Owner that a pending water condition (a roof surface that is not completely drained) is not indicative of a defective roof systan. Positive drainage (a roof slope ensuring drainage of a roof area within 48 hours after rainfall) is a design goal and is not always achievabit Contractor will not be held responsible for a pondhng water condition that results from a roof structure that is not designed to achieve positive drainage as defined by the National Roofing Contractors Association (NRCA). Owner is solely responsible for structural suiwtity of the building with respect to the specifications of the roofing system to be applied pursuant to this proposal, including, but not limited to, Wad bearing capacity, dew point and vapor transmission calculations. Contractor offers no opinion on, and expressly disclaims any responsibility for. the structural soundness of any roof deck an which roofing products may be applied. Opinions of structural engineers should be obtained by the Owner as to the structural soundness of tine roof deck and its ability to properly support the contemplated roof installation. Owner shall be solely responsible for any damages to any furniture.
