Arnold, City Clerk South Miami, Florida Dear Sir: The original Zoning Ordinance of the City of Miami set up dry cleaning plants in B-3 (liberal business.) zones. There was no distinction made between Synthetic Solvent Dry Cleaning, and any other type of dry cleaning plant. However, the City Commission of Miami on 19 May 1948 passed an Ordinance setting up Synthetic Dry Cleaning Plants,which do not use inflamable dry cleaning fluids and which do not permit offensive odors to be usedjin B-2 (semi-liberal) zones. Horton, Chairman South Miami'Zoning South Miami, Florida Gentlemen: With reference to your inquiry concerning synthetic dry cleaning using perchorethylen or Tetrachloride solvents, we wish to inform you that we are governed by National Board of Fire Underwriters ' Pamphlet No. 32; and that it copy of this pamphlet can be had by writing to these people at 85 John Street, New York 7, N.Y. Machines using perchlorethylen or tetrachloride solvents are in Class #4- and- can 'be used in store building, such as Center Cleaners; '1648 S. W. 8 St., and Columbia Cleaners, 3100 S. W. 8th Street. Machines using solvents with petroleum base- are Class 3 and must be used iri 'laundries ' in 1-story buildings , but do not have to be in a separate room. I have bben advised by one of this boards members to write this letter eXplaining the two different tvT)es of cleanin-a operations and the location of some plants that you may be better able to determine the proper classification. The type of cleaning i�,hi ch I propose to do is known as S;y-ntl.etic Solvent Dry Cleaning. In this type of cleaning the entire operation is preformed in one enclosed machine . The fluid used is non-inflatt?able and oderless . In most cities through out the country these -plants are -placed in the same catagory as beauty parlors and barber shops . T�.•ro nearby -plants using this method of dry cleaning are Center Cleaners, 1648 S. W. Rth, St. , 1,lia;mi , and Columbia Cleaners , 3100 S . W. 8th St. , 74iami . There are also two plants of this t.we now in operation on Xiracle Xile in Coral Gables and another one is contemplated. The other type of cleaning is knoti••rn as Petroleum Solvent Cleaning, and is usually placed in a more restricted area. The installation of equipment is much heavier. There are three steps to the cleaning process, which require the transfer of gar;?ents from one macrine to the other, nessit- ating the opening of machine ivhile containing cleaning fluid, the fluid is inflatnable and does have some odor. This type of cleaning is done by some of this areas larger plants, such as lliatrii Laundry and Cleaners, Xetropol- itan Cleaners, etc . I do rope tl^is information will aid you gentlemen in determining the proper Zoneing Classification for a Synthetic Plant, and treat you till inform tote of your decision at your earliest convenience .
