The Pledge of Allegiance to the Flag of the United States of America was followed by the roll call . PRESENT: Edward H: Coburn Dr. Ricardo McKinney Clyde McCoy Dwight Price Ronald K. Smith ABSENT: Lawrence Yarborough Bernard Michelson Mr . Carter. McDowell, Director, Building, Zoning and Community Development Department , and Mr. Gilbert" Russe, Building & Zoning Official, were - also present . PUBLIC HEARING 479-20 Blanca De Castelli & Sara. Gutierrez. Request : 1 . Variance to allow 13 parking spaces where 16 are required . .2 . Variance to permit a 14 ' 8" front setback where 30 ' including zoned right-of-way is required . Legal Description: Lot 17 and Lot 33 , less the south 10 feet and Lot 34 , less the south 10 ' , W. A. LARKINS SUBDIVISION, PB 3/198 . Location: 5864-72 Sunset Drive. Chairman Smith announced the public hearing was in session and asked if there was any one present wishing to speak for the request . Mr. 0. K. Houston, - Architect , addressed the Board stating the .applicant wished to amend the parking variance to permit parking as is . In reply to the question of the Board concerning their request at the meeting of November 13, 1979 to bring with him to the next meeting all leases pertaining to this property and the surrounding businesses relating to driveways and easements, he stated there was nothing in any lease" relating to these items . A lengthy discussion was had and it was agreed by the Board to amend the variance concerning parking to read 11Variance to allow existing 8 parking spaces where 16 are required . " Mr. Russe and Mr. McDowell advised the Board that additional parking for the downtown area is in the works and may soon be available to help eliminate the parking problems for this business. O Mr. Dennis Lanphear of 1450. South Bayshore Drive, Real Estate Broker and Leasing Agent spoke for granting the request of the applicant and stated he had attempted to obtain written agreements from the surrounding businesses granting ingress and. egress to the parking lot . In. response to the question by the Board, Mr. McDowell and Mr . Russe stated staff basically agreed with the variances .subject to access rights . Chairman Smith asked if there was anyone else present- wishing to speak for the request of the applicant . Ms . Nikki Beare, owner of South Miami Travel, addressed the Board commenting on the parking problems . She suggested the Board table the hearing until the applicant could come back with agreements from the other owners regarding parking, ingress and egress . Chairman Smith suggested to Mr. Houston that he form a committee with his attorney, himself and Nikki ' Beare to approach the surrounding business owners towards obtaining written agreements to resolve the problems of parking, ingress and egress of the parking lot and to return with these written agreements to the next regular meeting of the Board . Ms . Beare stated she. would be willing to serve .on this . committee in this matter. Chairman Smith asked if there was any one present wishing to speak .against the request . . Mr. Lionel Fernandez , part owner and General Manager of Neon Leons , addressed the Board stating problems encountered concerning traffic and accidents which are numerous in the area In reply to Chairman Smith' s question, he stated he would give written permission to. the applicant for ingress and egress to the parking lo.t ,provided the lot remain "as is" and everyone is in agreement . Mr.. Louis J. Trickel, owner of Pee -Wee' s House of Wicker, stated there were serious parking problems in the area, however he stated he would work with the committee provided they would not permit any parking of any new employees in the parking lot . Mr . George Andrews and his sister Mary Sinclair,. owners of the. property adjacent , addressed the Board for the purpose of speaking against granting the request of the applicant . Mr. Andrews stated he would. not sign` an agreement giving ingress and egress to the other owners . There being no one else caring to speak for or against the. request , . Isaac Behar, Associate, F A F Architect/Planners of 3663 S . W.. 8th Street , addressed the Board stating the sign the bank wishes to erect is the same as previously existed. In response ,to 'the question of the Board, Mr . McDowell stated staff feels the landscape sign is more suitable for a bank and .preferable to a sign on the building . Discussion was had and Mr. Behar stated he wished to amend his request for an overall sign height, of 4.' 11" to 4 ' 0" .
