APPLICANT'S REQUEST:
The applicant is requesting approval for the revision to the plans that were previously
approved by the Environmental Review and Preservation Board (ERPB) on July 21,
2009 for the construction of a new single family residence for the above referenced
location.
ANALYSIS:
The revisions to the plan are as follows:
1. The applicant has revised the size of the driveway, which will now have a width
of twenty (20) feet. This change to the driveway is reflected on sheets A-1
through A-2 of the attached set of plans.
2. The applicant has selected the type of permeable paver that will be used for the
driveway, which will be "Herringbone 90 Degree" from the Eco-Holland brand. A
sample of the paver material will be presented at the meeting.
3. The applicant has redesigned the physical barrier (privacy wall) at the front of the.
residence. The top railing was removed and the new look is a solid 4'-0" high
smooth finish concrete wall.
4. The applicant has elected to revise the landscape plan. These changes can be
found on sheets L-1.0 — L-3.0. The applicant made changes to the irrigation
system, which can be found on sheet L-2.0. Changes were also made to the
Plant Legend which can be found on sheet L-2.1.
5. There have been various other revisions made to the plans for the residence.
Please.refer to the attached plans thatr were revised by the architect.

After review of the revised zoning table, it was found that the project is in compliance
with all of the requirements stated within the Dimensional Requirements for Residential
Districts, Section 20-3.5(E) of the Land Development Code for the RS-1 Zoning District.
The permit set of construction documents will be available at the meeting for
comparison.purposes.
RECOMMENDATION: Approval with the following conditions:
1. The building permit set of plans for this property must be revised to reflect
the changes listed above; and
2. Any recommendations and/or suggestions from the Board.

L. CALL TO ORDER
Action: Mr. Chandler called the meeting to order at 8:31 A.M.
II. PLEDGE OF ALLEGIANCE
Action: The Pledge of Allegiance was recited in unison.
III. ROLL CALL
Action: Mr. Chandler performed roll call.
Board members present constituting a quorum: Mr. Chandler, Mrs. Mark, Mr. Jude,
Mr. Trautman, and Mr. Balli.
Board members absent: None
City Staff present: Mrs. Lourdes Cabrera-Hernandez (Acting Planning and Zoning Director),

The Board as a whole discussed the item at hand:
.Mrs. Mark stated that the issue was not that see the second story from the right of way, but for it
to comply both with the Land Development Code and.the plans that were approved. She then
stated that the Gumbo Limbo trees would have satisfied Section 20-3.5(H) of the Land
Development Code.
Mr. Trautman suggested to the applicant that one of the Montgomery Palms trees be relocated so
that it is in front of the second story window.
Mr. Chandler opened for Public Rearing.
No Discussion
Mr. Chandler closed the Public Dearing.
Motion: Mr. Jude moved to approve the application with the condition that one of the
Montgomery Palm trees be relocated so that it is in front of the second story window. Mr.
Trautman seconded.
Mr. Trautman stated that there is a door located directly beneath the window in question. if.the
palm tree were moved to that location,it would block the door. Because of this, Mr. Jude revised
his motion for approval.
Motion: Mr. Jude moved to approve the application with the condition that one of the
Montgomery Palm trees be relocated so that it is in front of the second story window. The palm
tree would be offset from the door so as to not prevent the door from opening. Mr. Trautman
seconded.

The Board as a whole discussed the item at hand.
Mr. Trautman asked the applicant if the new pump station will generate any noise. The applicant,
stated that there will be no noise generated from the new station.
Mr. Trautman stated that the design of the physical barrier could be resolved by adding a native
hedge in front of the fence. He then asked Mrs. Cabrera-Hernandez (staff) what her design intent
would be for the physical barrier. Mrs. Cabrera-Hernandez stated that a physical barrier design
other than a chain link fence would be more appropriate since this proposal was for a permanent
fence. She also explained that and noted that, as per the Land Development Code, chain link
fences are mainly used at temporary construction sites.
The applicant stated that to install the hedge material, a change order for the project would have
to be issued. He then asked if hedge material would be sufficient for the Board, of which the
Board agreed.
Mr. Chandler opened for Public Hearing.
No Discussion
Mr. Chandler closed the Public Hearing.
Mr. Balli stated that the height of the hedge should be at least six (6) feet.
Motion: Mr. Trautman moved to approve the application with the condition that a cocoplum
hedge be planted along the perimeter of the physical barrier with a minimum height of six (6)
feet and a spacing of eighteen(18) inches apart. Mr. Jude seconded.
The Board felt that the design of the landscape should be presented to the Board prior to
planting. However, construction of the new pump station could commence. Because of this, a
new motion was made, as follows.
Motion: Mr. Trautman moved to approve the application with the condition that a cocoplum
hedge be planted along the perimeter of the physical barrier. The applicant may begin
construction but a landscape plan must be presented to the ERPB that shows the spacing and size
of planting prior to installation. Mr. Jude seconded.

ERPB meeting.
