However, the landscape plan must be submitted as a separate application to the ERPB for approval. The next step in the plan review process is to submit an application for building permit. Please contact the Building Department at (305) 663-6358. The final approval from the ERPB shall lapse after six (6)months if no permit is applied for. This requirement can be found in Section 20-5.11(L), entitled Expiration, Land Development Code. Please be advised that an appeal of an ERPB decision or recommendation may be filed with the City Clerk at any time before a building permit is issued. The applicant responded that the change consists of sliding the wall roughly a foot or two and sliding the secondary wall upward toward the north side by another four or five feet. He commented that the architectural design is still the same as,previously proposed and to use a standing seam metal roof. The applicant then stated that he is going to relocate the entrance of the building so that it faces Sunset Drive. Under a separate permit, black canvas canopies, which would decoratively play off the design of the roof is being suggested to be used. The frame work of the glazing and existing fence should be painted to match the roof as well. In addition, the cobblestone is intended for a fountain that would be placed north of the entrance with the exterior color being white. The applicant commented that-nothing has changed, but the relocation of the walls. Motion: Mr. Chandler moved to approve the application as presented. Mr. Jude seconded. Mr. Trautman questioned if the item was being reviewed for final approval. Mrs. Cabrera-Hernandez responded yes. Mr. Jude questioned if final approval could be given without the landscaping plans. Mrs. Cabrera- Hernandez replied that the report was separated to allow the applicant more time to complete the landscape plan. Mr. Trautman questioned if the separation of a report has been done before. Mrs. Cabrera-Hernandez responded that not typically, but yes. The applicant commented that the reason why the landscaping is not completed is because the landscape architect has been waiting for the arborist comments. He further commented that the landscaping has not changed from what was previously approved. Mr. Bedell questioned if during the preliminary review the landscape plans were attached. The applicant responded yes and could be viewed in the minutes for February 17, 2009. Mr. Lightfoot commented that the Landscape Tree Removal Permit has been completed and the applicant could pass by after the meeting to receive the comments. The applicant commented that as of this moment there is a row of Oak trees that are going to be preserved at the edge of the property and will include more plantings. Mr.. Trautman questioned if the applicant could give a description on the sustainable design principles. The applicant replied that the main paver is designed for percolation, glass that will help with the sun ERPB Mins 07-21-2009 Pg2of6 f r penetration, and high energy efficiency units to recycle energy. He commented that they are looking for more resources to have to contribute to an energy efficient house. Mr. Trautman commented that during the introduction it was stated by a letter that solar panels would be placed on the house. The applicant replied that the solar panels were removed due to issues with the parapet and cost. Mr. Trautman suggested rethinking the use of solar panels since there are tax credits and-rebates for anyone who installs them. Tax incentives are given to lower energy bill. The applicant commented that they are still looking into more energy saving resources. Mr. Chandler questioned the air conditioning seer level and the notes of the glass low "e" safety impact glass. Mr. Chandler questioned if the AC was a high quality unit. Mr. Trautman commented that it should be seen in the mechanical plans; in M-3, in the split AC unit section. Mr. Trautman suggested that the applicant make sure that the previously mentioned glazing is a double glazing. The pavers that are chosen include a reflective index above twenty-nine. When the landscaping is looked at, the main thing objective will be to bring the heat level of the house down. Mr. Jude commented that the landscaping will be looked at quite seriously and understands the challenges that the applicant has had with having the arborist come out to his location. Motion: Mr. Trautman moved and Mr. Balli seconded to approve the application with the conditions that the landscaping will be submitted at a later date. The Board will review the landscaping in great measure and will be used to mitigate the environmental impact on the house. Background & Proiect Status: On February 17, 2009, the application's first appearance. before the Environmental Review and Preservation Board (ERPB) was approved for preliminary as presented. The ERPB complimented the applicant on the design of the residence. At this time, the newly proposed architectural plans and the engineering plans have been included for final review and approval from the Board. Attached ERPB . excerpt minutes from February 17, 2009, application received preliminary approval. It is staff's observation that the submitted plans denote on the cover sheet the drawing index, Landscape: L-1, L-2 and L-3. However, landscape plans are not included on the set of plans submitted for final review_ and approval from the ERPB. Therefore, landscaping is not a part of the review and will require a separate submittal to the ERPB. The subject property first appeared before the Environmental Review and Preservation Board (ERPB), as item ERPB-08-061, on August 19, 2008, as a new construction but a different building design. Therefore, the Planning and Zoning staff has filed the design under a different ERPB application number, ERPB-09-019. Property Survey: Boundary Survey prepared by registered land surveyor for the state of Florida, Adis N. Nunez_ of Blanco Surveyors, Inc., dated April 4, 2008. Subject property survey was last revised on August 4, 2008, for trees and elevations. Legal Description: The west 161 feet of Track 6 of "Nelson Homesites" subdivision, according to the Plat thereof as recorded in Plat Book 39 at Page 57 of the Public -Records Miami-Dade County, Florida. 6835 SW 67 Street ERPB-09-019 presented on July 21, 2009 New Construction: Final Page 2 of 4 .Zoning District: "RS-1" Estate Residential District: The purpose of this district is to provide for estate type.single-family residential development located in a spacious rural- like setting which emphasizes the preservation of open space. This district is appropriate in areas designated "Single-Family" on the city's adopted Comprehensive Plan. Existing Conditions: The boundary survey indicates the subject property as a vacant lot. The property fronts SW 67" Street with a lot frontage of 161 feet in width, exceeding the 125 feet minimum lot frontage requirements set forth in the RS-1 zoning district. The property consists of side lengths of 304.10 feet and 304.44 feet, with a total lot size of 48,977 square feet net area, exceeding the 40,000 square feet minimum lot size net area set forth in the RS-1 zoning district, Section 20-3.5(E), Land Development Code. The photographs on file of the subject and surrounding properties illustrate the open space character of the neighborhood. Site Plan Analysis: It is important to note the curb cut widths exceed the twenty feet maximum as commented by Public Works at the Development Review Committee. Currently, both driveway accesses are shown at 18'-0" feet in width, exceeding the allowable as per Miami-Dade County Public Works Manual. The proposed site plan depicts a one-story, u-shaped residence, which consists of linear spaces with cross ventilation, metal and flat roofs. The rear yard consists of a swimming pool, spa and deck bordering the nearly ninety feet long pool, which is surrounded by sod. The front yard consists of a centered fountain between the pervious driveway access lanes, and the drain field and septic tanks. The property consists of a brushed aluminum picket*fence and a smooth stucco finish privacy wall. Applicant must meet the requirements of the storm water ordinance. The intent of the Ordinance is to require all properties to retain stormwater on site "as to prevent the development from contributing or causing recurrent ponding to adjoining properties or public rights-of-way." The building dimensional requirements are guided by Section 20-3.5(E) and the RS-1 zoning district, of the Land Development Code. The calculations on the proposed site plan are titled zoning regulation for the City of South Miami RS-1, and the proposed total net site area is 48,977 square feet, which.exceeds the minimum net lot total area (40,000 square feet), required by the Land Development Code. The proposed building coverage of 9,795 square feet, does not exceed the maximum building coverage (9,795 square feet or 20%) allowed by the Land Development Code. The proposed front setback of 111'-0" feet, exceeds the 50'-0" feet minimum front setback required. The proposed rear setback of 55'-0" feet, exceeds the 25'-0" feet minimum rear setback. The side interior setback shall be a minimum of 12'-6". Furthermore, the cumulative width of both side yards shall not be less than twenty percent (20%) of the total lot width. The proposed cumulative width minimum interior side setback shall be no less than 20 percent (32.2 feet or 32'-3") of the total lot width (161 linear feet of lot frontage). The proposed interior side setback (east) of 12'-6" 6835 SW 67 Street ERPB-09-019 presented on July 21, 2009 New Construction: Final Page 3 of 4 (minimum side setback) and the proposed interior side setback (west) of 25-0", total 37.5 feet or 37'-6", exceeds the 32'3" minimum cumulative required. The subject property is a narrow and deep lot in configuration. Providing greater setbacks than the minimum required has allowed the proposal of additional green area and open spaces for the front and rear yards. The proposed impervious coverage includes the proposed one-story building, swimming pool and deck area, pond, and other impervious surfaces such as concrete pads that accommodate the mechanical equipment. The proposed driveway is not included in the maximum impervious coverage summation because it is noted to be a pervious surface. The calculation provided for impervious coverage (13,463 square feet) does not exceed the 30% maximum impervious coverage allowed (14,693 square feet or 30%) by the Land Development Code. Elevations: The building height dimensions, building finishes and materials are noted on the elevations. The front fagade, the south elevation, illustrates symmetry at the front entrance to the one-story contemporary high ceiling building. For additional balance and harmony to the fagade, light and dark color smooth stucco integrated with brushed aluminum windows compliment the articulation and rhythm to the fagades. A modern architectural roof design which consist of a standing seam metal roof deck that creates a skyline with plenty of articulation. Architect has submitted windows and doors brochure. Sustainable Design: The U.S. Green Building Council (USGBC) has created Leadership in Energy and Environmental Design (LEED), which emphasizes energy preservation. LEED recognizes and promotes green building by offering project certification. In architecture a good sustainable design is a building that has achieved a certain level of esthetics and incorporates a new, more environmentally sensitive approach to architectural design. The design of the proposed single-family residence includes the use of solar panels on the roof, Brise Soleil for solar shading, double glazing impact windows, water and energy efficiency. The Letter of Intent prepared by Mr. Ramon Pacheco, AIA registered architect, highlights sustainable design principles and practices. Development Review Committee: On August 12, 2008 the committee met to review the subject property. Public Works Department commented that driveway curb cuts are not to exceed twenty feet, as per the Miami-Dade County Public Works manual. Currently, the Public Works comments have not been incorporated. The newly proposed driveway curb cuts illustrated exceed twenty feet in width. Landscaping Plan: Currently, a landscape plan has not been submitted as a part of this ERPB final review. Therefore, a separate submittal to the ERPB for final approval of the landscape will be required. It is staff's observation that the submitted plans denote on the cover sheet the drawing index, Landscape: L-1, L-2 and L-3. The attached photographs of the subject and surrounding properties illustrate the open space and character of the neighborhood._ . Site Plan Analysis: The proposed site plan depicts a one-story, u-shaped residence, which consists of linear spaces with cross ventilation, a swimming pool and pervious driveway access. Applicant must meet the requirements of the storm water ordinance. The intent of the ordinance is to "require all properties to retain storm water drainage on site as to prevent development that would result in contributing to or causing recurrent ponding on adjoining properties or public right-of-way." The building dimensional requirements are guided by Section 20-3.5(E) and the RS-1 zoning district, of the Land Development Code. The calculations on the proposed site plan are titled zoning regulation for the City of South Miami RS-1, and the proposed total net site area is 48,977 square feet, which exceeds the minimum net lot total area. (40,000 square feet), required by the Land Development Code. The proposed front setback of 111'-0" feet, exceed the 50'-0 feet minimum front setback required. The proposed rear setback of 55'-0" feet, exceed the 25'-0" feet minimum rear setback. The side interior setback shall be a minimum of 12'-6". Furthermore, the cumulative width of both side yards shall not be less than twenty percent (20%) of the total lot width. The proposed cumulative width minimum interior side setback shall be no less than 20 percent (32.2 feet or 32'-3") of the total lot width (161 linear feet of lot frontage). The proposed'interior side setback (east) of 12'-6" (minimum side setback) and the proposed interior side setback (west) of 25-0", total 37.5 feet or 37'-6", exceeds the 32'3" minimum cumulative required. The subject property is a narrow and deep lot in configuration and providing greater setbacks than the minimum required has allowed the proposal of additional green area and open spaces on the front and rear yards. The proposed impervious coverage includes the proposed one-story building, swimming pool and deck area, pond, and other impervious surfaces as concrete pads that accommodate the mechanical equipment. The proposed driveway is not included in the maximum impervious coverage summation because it is noted to be a pervious surface. The calculation provided for impervious coverage (13,463 square feet) does not exceed the 30% maximum impervious coverage allowed (14,683 square feet or 30%) by the Land Development Code. Elevations: The building height dimensions, building finishes and materials are noted on the elevations. The front fagade, the south elevation, illustrates symmetry at the front entrance to the one-story contemporary high ceiling building. For additional balance and harmony to the fagade, light and dark color smooth stucco integrated with brushed aluminum windows compliment the articulation and rhythm to the-facades. A modern architectural roof design which consist of standing seam metal roof deck that create a skyline with plenty of articulation. Architect has submitted windows and doors brochure. Sustainable Design: The U.S. Green Building Council (USGBC) has created Leadership in Energy and Environmental Design (LEED), which emphasizes energy preservation. LEED recognizes and promotes green building by offering project certification. In architecture a good sustainable design is a building that has achieved a certain level of esthetics and incorporates a new, more environmentally sensitive approach to architectural design. The design of the proposed single-family residences includes the use of solar panels on the roof, Brise Soleil for solar shading, double glazing impact windows, water and energy efficiency. Public Works Department commented that driveway curb cuts are not to exceed twenty feet, as per Miami-Dade County Public Works manual. Landscaping Plan: Currently, a revised tree removal permit is pending, consistent with the existing site conditions. The landscape plan shall be consistent with the requirements set forth in Section 20-4.5, Land Development Code. The Plan includes a detailed description of the landscaping schedule, including tree names and pertinent information. The number of existing trees that will be protected, existing trees to be removed, and trees to be added as part of the proposed project can be found on the proposed Landscape Plan as well. Pursuant to Section 20-4.5(D)(5)(b) of the Land Development Code, the minimum number.or trees required for the-RS-1, zoning district are nine (9) trees per acre of net lot area.
