A Resolution authorizing the City Manager enter into a multi -year contract with AT&T
for the installation and supply of a dedicated internet circuit that provides connectivity
for the City's public Wi-Fi in the downtown area.
WHEREAS, the City competitively solicited quotes for a dedicated internet circuit for the
downtown area that will provide connectivity and deliver public Wi-Fi; and
WHEREAS, the solicitation requested proposals for two internet circuits; a 50 MB and a
100 MB circuit; and
WHEREAS, Miami -Dade County ITD's recommendation is a 50 MB circuit and it believes
that such a bandwidth will be sufficient to ensure users will have a satisfactory experience when
accessing the City's downtown Wi-Fi; and
WHEREAS, should demand and bandwidth traffic exceed the 50 MB circuit capacity, the
internet circuit will be replaced with a 100 MB circuit; and
WHEREAS; installation of the downtown dedicated internet circuit will complement two
related projects; the Downtown Public Wi-Fi Request for Proposal and the Installation of Outside
Plant System Invitation to Quote projects all designed to deliver public Wi-Fi to the downtown
area; and
WHEREAS, the City received three quotes for the downtown dedicated internet circuit.
Crown Castel (the formerly FPL Fibernet provider) was the lowest bidder and AT&T was* the
second lowest bidder; and
WHEREAS, the difference between the Crown Castel bid and the AT&T bid is only $33.35
per month, ($1,200.60 over 36-months. In addition, Crown Castel currently provides one existing
outbound internet circuit to the City under a contract that expires in August of 2019 and it is not
being renewed. In August of 2019, Miami -Dade County ITD will provide the outbound internet
circuit that is currently provided by Crown Castel; and
WHEREAS, AT&T is recommended for the award since all of the City's internet connection
are currently with AT&T, the price differential between AT&T and Crown Castel for the downtown
dedicated internet circuit is insignificant and keeping all the City internet circuits and the
downtown circuit with AT&T, after August 2019, will greatly help resolve continuity and
management service issues; and

WHEREAS, the expense for this project shall not exceed $868.35 per month for 36-
months, $10,420.20 per year, $31,260.60 over the 36-month term for the 100 MB circuit and will
be charged to account no. 001-1340-513-4632 Internet Services with a balance of $74,171.
NOW, THEREFORE, BE IT RESOLVED THE MAYOR AND THE CITY COMMISSION OF THE
CITY OF SOUTH MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to enter into a multi -year contract with
AT&T for the supply of a downtown dedicated internet circuit that will provide sufficient
connectivity for the City's downtown public Wi-Fi project. A copy of the contract is attached.
Section 2. Severability. If any section, clause, sentence, or phrase of this resolution is
for any reason held invalid or unconstitutional by a court of competent jurisdiction, this holding
shall not affect the validity of the remaining portions of this resolution.
Section 3. Effective Date: This resolution shall take effect immediately upon approval.

AT&T is recommended for the award. Crown Castel, formerly known as FPL
Fibernet; the low bidder by $33.35 per month, ($1,200.60 over 36-months),
currently provides one existing outbound internet circuit to the City that is not
being renewed on August 2019. At that time Miami -Dade County ITD will provide
the circuit under the Interlocal Agreement for IT and Management Services due
to continuation of service and more affordable cost aspect. Aside from the one
circuit from Crown Castle, the remaining internet circuits are all provided by
AT&T. Therefore, AT&T is recommended to facilitate continuity and
management service issues, thereby keeping all internet circuits under the
control of one provider, after August 2019, with one vendor. The contract term
for the internet circuit provided by AT&T is 36-months.
The internet circuit is required to enable the City to deliver public Wi-
Fi in the downtown area. Miami -Dade County ITD's recommendation is a 50 MB
circuit and believes the bandwidth will be sufficient to ensure users will have a
satisfactory experience when accessing the City's downtown Wi-Fi. However,
should demand and bandwidth traffic exceed capacity, the circuit will be replaced
with a 100 MB circuit. The 100 MB circuit has a higher monthly cost than the 50
MB circuit, therefore the requested expenditure authority shall "not exceed" the

THIS AMENDMENT ("Amendment") effective as of the latter of the signature dates below, amends the
Service Terms and Conditions with an Effective Date of 7/17/2018 (Proposal/Quote ID1645955), in
addition to any and all related addenda or amendments (collectively, the "Agreement"), by and between
CITY OF SOUTH MIAMI ("Customer") and the Windstream legal entities) providing the Services to
Customer, as identified on Customer's bill ("Windstream"). Capitalized terms used but not defined herein
shall have the meanings set forth in the Agreement.
RECITALS
WHEREAS the parties seek to amend the aforementioned Agreement as follows:
TERMS OF AMENDMENT
Accordingly, in consideration of the foregoing and other good and valuable consideration,
the receipt and sufficiency of which is hereby acknowledged, the parties agree herein. The following
provisions shall apply:
Windstream and Customer hereby agree to add the new Service location(s) as identified in
Proposal Number 1645955 , attached hereto and hereby incorporated into the Agreement.
The Services to be provided at such Service location(s) and rates for the same are also set
forth in Attachment A, along with other applicable terms and conditions.

2. Minimum Monthly Fee. Choose one:
a. L3 As a result of adding the new Service location(s), the Customer's Minimum Monthly

b. Ll The Minimum Monthly Fee of the Agreement shall not be increased as a result of
adding the new Service location(s), however, there shall be a separate Minimum
Monthly Fee applicable to the new Service location(s) in the amount of $1,256.47,
effective as of the first full billing cycle for the month following installation of such
Service(s).
3. Term - As a result of adding the new location, choose one:
a. Ll the Term of the Agreement shall be extended to end as of

b. Ll the Term of the Agreement shall not be extended as a result of adding the new
Service location(s) but the new Service location(s) shall have a Minimum In -Service
Period of 36 months as indicated by the Term of the Proposal. In the event that the

Good afternoon Alfredo,
The Downtown Wi-Fi system was designed to handle 500 simultaneous users. As we discussed we are planning to
provide low (email, text messages, simple web surfing) to medium type of usage (web applications, streaming
audio). We can safely predict that 90% of users can be categorized as medium type and 10% as lower users who will be
accessing the Downtown Wi-Fi. We cannot predict actual utilization type during peak hours however based on
bandwidth calculations we are recommending minimum direct internet 50 MB circuit to ensure users a satisfactory
experience when accessing the City of South Downtown Wi-Fi system for the first 30 days post Go -Live. This will meet
your requests to ramp up bandwidth to meet actual demand as the regular patrons and visitor become aware of the
availability of the downtown Wi-Fi service.
The actual daily utilization during peak hours would be reviewed on regular bases during the first 30 days to determine
actual bandwidth demands. You will be informed immediately as to the public Wi-Fi service required bandwidth to
sustain satisfactory experience for the regular patrons and visitors.
The users must be monitored to combat high type users or businesses that maybe abusing of the downtown public Wi-Fi
service. We must combat high users that utilize SD/HD Video Streaming or large file transfer by restricting users. This
will hel o to reduce bandwidth utilization and ensure satisfactory experience for all users. This policy should be disclosed
on the UAP.

Miami -Dade County does not provision direct Internet Circuits, instead we provision ASE
circuits and route all traffic thru our private network out via NAP Enterprise Firewall and
ISP providers.
After reviewing quotes we recommend leveraging the AT&T direct internet 150 MB
circuit, it provides a short term 24 month agreement and can be easily upgraded if
required.
