ORDINANCE NO.: 21-20-2375 An Ordinance related to the fee schedule; amending Ordinance 09-20-2363 to revise descriptive language, to add new fees, and to delete some fees related to various programs, rentals and memberships. WHEREAS, the Mayor and Commission adopted the City's "Schedule of Fees and Fines," which includes descriptive language, various fees the City charges for services and fines for code and parking violations; and WHEREAS, based on the City's costs, trends and studies, effective Thursday, October 1, 2020, staff recommends a few revisions to certain memberships, programs and rental fees for the Parks and Recreation Department as outlined below; and WHEREAS, staff proposes increasing Camp fees by $20 dollars per week and Day Camp by $5 dollars for residents, as illustrated in the proposed amendment below. Description Fee Resident 100 Non -Resident 180 2 Ordinance No. 21-20-2375 NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF SOUTH MIAMI, FLORIDA THAT: Section 1. The foregoing recitals are hereby ratified and confirmed as being true and they are incorporated into this ordinance by reference as if set forth in full herein. Section 2. The Schedule of Fees and Fines, as approved in Ordinance 0920-2363, is hereby amended as set forth in the proposed amendment found in the recitals above. The most recently adopted Schedule of Fees Ordinance 0920-2363, attached hereto, shall remain in full force and effect other than as amended by this ordinance. Section 3. Any such fees may be waived or reduced by the Mayor and City Commission by way of Resolution. Section 4. Corrections. Conforming language or technical scrivener -type corrections may be made by the City Attorney for any conforming amendments to be incorporated into the final ordinance for signature. Section 5: Severability. If any section clause, sentence, or phrase of this ordinance is for any reason held invalid or unconstitutional by a court of competent jurisdiction, the holding shall not affect the validity of the remaining portions of this ordinance. Section 6: Ordinances in Conflict. All ordinances or parts of ordinances and all sections and parts of sections of ordinances in direct conflict herewith are hereby repealed. Based on the City's costs, trends and studies, staff recommends a few revisions (itemized below) to certain memberships, programs and rental fees associated with the Parks and Recreation Department to take effect on Thursday, October 1, 2020. Camps: The City has provided quality camp experiences (i.e. winter, spring and summer) for a number of years. Camps take place when school is not in session, typically Monday through Friday from 8:00 a.m. to 6:00 p.m. Campers participate in organized indoor and outdoor activities, field trips, reading, math, science, arts, fitness and nutrition, as well as other activities. A benchmark analysis for camps, Exhibit A, was recently conducted and the average rate is approximately $134 per person, per week. It's recommended that the Camp fee be increased by $20 dollars per week and the Day Camp be increased by $5 dollars per day as illustrated below in Exhibit B. Staff believes the proposed fee structure is reasonable and it will further help to offset operating and personnel costs associated with running the program. This program provides children, grades K through 6, the opportunity to enjoy a wide range of activities. The afterschool program takes place Monday through Friday from 2:00p to 6:00p and includes transportation from schools within the City, homework assistance, supervised computer use, organized games and sports, fitness activities, arts and cultural programming, events and more. The City spends approximately $78,000 (personnel and school program expense) each year for the afterschool program. The current fee schedule for afterschool has been set for multiple years at $25/month per resident and $40/week, per non-resident. Staff conducted a benchmark analysis, Exhibit C, and discovered that the average rate is approximately $196 per person, per month. Revenue accounted for approximately $26,400 dollars. The City's program budget has increased each year; however, the cost to play has remained the lowest in the County. City staff is proposing a new fee schedule for both football and cheerleading starting at $100 for residents and $180 for non-residents, as depicted below.
